Innovation dialogue - Being strategic in the face of complexity - Conference report
The Innovation Dialogue on Being Strategic in the Face of Complexity was held in Wageningen on 31 November and 1 December 2009. The event is part of a growing dialogue in the international development sector about the complexities of social, economic and political change. It builds on two previous events hosted the Innovation Dialogue on Navigating Complexity (May 2009) and the Seminar on Institutions, Theories of Change and Capacity Development (December 2008). Over 120 people attended the event coming from a range of Dutch and international development organizations. The event was aimed at bridging practitioner, policy and academic interests. It brought together people working on sustainable business strategies, social entrepreneurship and international development. Leading thinkers and practitioners offered their insights on what it means to "be strategic in complex times". The Dialogue was organized and hosted by the Wageningen UR Centre for Development Innovation working with the Chair Groups of Communication & Innovation Studies, Disaster Studies, Education & Competence Studies and Public Administration & Policy as co; organisers. Social Media for Cities, Counties and Communities
Social media (i.e., Twitter, Facebook, Flickr, YouTube) and other tools and services with user- generated content have made a staggering amount of information (and misinformation) available. Some government officials seek to leverage these resources to improve services and communication with citizens, especially during crises and emergencies. Yet, the sheer volume of social data streams generates substantial noise that must be filtered. Potential exists to rapidly identify issues of concern for emergency management by detecting meaningful patterns or trends in the stream of messages and information flow. Similarly, monitoring these patterns and themes over time could provide officials with insights into the perceptions and mood of the community that cannot be collected through traditional methods (e.g., phone or mail surveys) due to their substantive costs, especially in light of reduced and shrinking budgets of governments at all levels. We conducted a pilot study in 2010 with government officials in Arlington, Virginia (and to a lesser extent representatives of groups from Alexandria and Fairfax, Virginia) with a view to contributing to a general understanding of the use of social media by government officials as well as community organizations, businesses and the public. We were especially interested in gaining greater insight into social media use in crisis situations (whether severe or fairly routine crises, such as traffic or weather disruptions)
Argumentation Mining in User-Generated Web Discourse
The goal of argumentation mining, an evolving research field in computational
linguistics, is to design methods capable of analyzing people's argumentation.
In this article, we go beyond the state of the art in several ways. (i) We deal
with actual Web data and take up the challenges given by the variety of
registers, multiple domains, and unrestricted noisy user-generated Web
discourse. (ii) We bridge the gap between normative argumentation theories and
argumentation phenomena encountered in actual data by adapting an argumentation
model tested in an extensive annotation study. (iii) We create a new gold
standard corpus (90k tokens in 340 documents) and experiment with several
machine learning methods to identify argument components. We offer the data,
source codes, and annotation guidelines to the community under free licenses.
Our findings show that argumentation mining in user-generated Web discourse is

textThe purpose of sentiment analysis is to determine the attitude of a writer or a speaker with respect to some topic or his feeling in a document. Thanks to the rise of social media, nowadays there are numerous data generated by users. Mining and categorizing these data will not only bring profits for companies, but also benefit the nation. Sentiment analysis not only enables business decision makers to better understand customers' behaviors, but also allows customers to know how the public feel about a product before purchasing. On the other hand, the aggregation of emotions will effectively measure the public response toward an event or news. For example, the level of distress and sadness will increase significantly after terror attacks or natural disaster. In our project, we are going to build a search engine that allows users to check the sentiment of his query. Some of previous researches on classifying sentiment of messages on micro-blogging services like Twitter have tried to solve this problem but they have ignored neutral tweets, which will result in problematic results (12). Our sentiment analysis will also be based on tweets collected from twitter, since twitter can offer sufficient and real-time corpora for analysis. We will preprocess each tweet in the training set and label it as positive, negative or neutral. As we use words in the tweet as the feature for our model, different features will be used. We will show that accuracy achieved by different machine learning algorithms (NaĂŻve Bayes, Maximum Entropy) can be improved with a feature vector obtained by using bigrams (5). In our practice, we find that Naive Bayes has better performance than Maximum Entropy.Statistic

Mobile learning scenarios in language teaching: perceptions of vocational and professional education students
Mobile devices play a significant role in society, in general, and a very limited one at the different levels of education. Smartphones, tablets, and other mobile devices allows learning to occur anywhere, (and at) anytime. These powerful technological devices can enhance the teaching and learning processes by helping to promote collaborative and individual learning and broadening the boundaries of the classroom to different contexts of learning. Many students have mobile devices and their applications can provide access to learning outside the classroom, for greater flexibility and more dynamic learning. In this sense, the articulation of technological and methodological efforts allowed us to create learning scenarios supported by the devices that students take to the classroom (BYOD), and use them to motivate and involve students in meaningful learning. These devices offer the advantage of integrating various technologies in the curricular contents, such as in foreign and mother language courses, representing a set of possibilities of ubiquity that can have great impact on the learning process. Thus, we developed strategies with vocational and educational studentsâ methodologies, such as augmented reality, project-based learning, game-based learning, collaborative learning and gamification. In this text, we present the results of two mobile learning studies in teaching French as a foreign language (to 18-23 year-old-students) and Portuguese language, as a mother tongue (to 15-19 year-old-students), in vocational education, implemented as a mediation tool in education to promote the construction of learning and development of significant skills of collaborative work. From the data collection, through a questionnaire, with open and closed questions, we highlight the favorable perception of the students to the integration of mobile devices in learning, and the recognition of the benefits of the teaching strategies used throughout the year, in the increase of curricular learning.info:eu-repo/semantics/publishedVersio

We define social media as online or digital technologies that serve to connect people, information and organisations through networks. The term evolved as a way to -distinguish the emerging online -information platforms from traditional "broadcast media" -- TV, radio, film, newspapers -- by highlighting that these new tools -were "socialised" and allowed the audiences to contribute to their content. Social media have therefore become defined in relation to these existing media channels, but in fact they have their ancestry in existing social technologies, like the telephone and the letter. Measuring internet activity: a (selective) review of methods and metrics
Two Decades after the birth of the World Wide Web, more than two billion people around the world are Internet users. The digital landscape is littered with hints that the affordances of digital communications are being leveraged to transform life in profound and important ways. The reach and influence of digitally mediated activity grow by the day and touch upon all aspects of life, from health, education, and commerce to religion and governance. This trend demands that we seek answers to the biggest questions about how digitally mediated communication changes society and the role of different policies in helping or hindering the beneficial aspects of these changes. Yet despite the profusion of data the digital age has brought upon usâwe now have access to a flood of information about the movements, relationships, purchasing decisions, interests, and intimate thoughts of people around the worldâthe distance between the great questions of the digital age and our understanding of the impact of digital communications on society remains large. A number of ongoing policy questions have emerged that beg for better empirical data and analyses upon which to base wider and more insightful perspectives on the mechanics of social, economic, and political life online. This paper seeks to describe the conceptual and practical impediments to measuring and understanding digital activity and highlights a sample of the many efforts to fill the gap between our incomplete understanding of digital life and the formidable policy questions related to developing a vibrant and healthy Internet that serves the public interest and contributes to human wellbeing. Our primary focus is on efforts to measure Internet activity, as we believe obtaining robust, accurate data is a necessary and valuable first step that will lead us closer to answering the vitally important questions of the digital realm. Even this step is challenging: the Internet is difficult to measure and monitor, and there is no simple aggregate measure of Internet activityâno GDP, no HDI. In the following section we present a framework for assessing efforts to document digital activity. The next three sections offer a summary and description of many of the ongoing projects that document digital activity, with two final sections devoted to discussion and conclusions
