    The Global Ocean Science Report (GOSR) assesses for the first time the status and trends in ocean science capacity around the world. The report offers a global record of who, how, and where ocean science is conducted: generating knowledge, helping to protect ocean health, and empowering society to support sustainable ocean management in the framework of the United Nations Agenda 2030.The GOSR identifies and quantifies the key elements of ocean science at the national, regional and global scales, including workforce, infrastructure and publications. This is the first collective attempt to systematically highlight opportunities as well as capacity gaps  to advance international collaboration in ocean science and technology.     The IOC-UNESCO Global Ocean Science Report (GOSR) aims to provide a status report on ocean science. It identifies and quantifies the elements that drive the productivity and performance of ocean science, including workforce, infrastructure, resources, networks and outputs. The report is intended to facilitate international ocean science cooperation and collaboration. It helps to identify gaps in science organization and capacity and develop options to optimize the use of scientific resources and advance ocean science and technology by sharing expertise and facilities, promoting capacity-building and transferring marine technology. As the first consolidated assessment of global ocean science, the GOSR assists the science-policy interface and supports managers, policy-makers, governments and donors, as well as scientists beyond the ocean community. The GOSR offers decision-makers an unprecedented tool to identify gaps and opportunities to advance international collaboration in ocean science and technology and harness its potential to meet societal needs, address global challenges and drive sustainable development for all

    Exploring the evolution and characteristics of the ischool movement in china

    This study examines the evolution of current interests and emerging characteristics in library and information science (LIS) from Chinese iSchools, including an analysis of the LIS landscape, space distribution, citation, emerging characteristics, and collaborations. This study considers a non-parametric approach to outline the structure of the iSchool movement in China, while clustering analysis helped us obtain information about the descriptions generated within unsupervised learning groups. It was found that Chinese iSchools play an intermediary role in the international development of Chinese LIS, which further promotes the dissemination and exchange of knowledge and international cooperation in LIS.</p

    Acknowledgement Lag and Impact: Domain Differences in Published Research Supported by the National Science Foundation

    This research combined archives of grant awards with a five-year period of bibliographic data from Web of Science in order to conduct an input-output study of research supported by the National Science Foundation. Acknowledgement lag is proposed as a new bibliometric term, defined as the time elapsed between when a grant is awarded and when a document is published which acknowledges that award. Acknowledgement lag was computed for the dataset, and domain differences in lag times were analyzed. Some areas, such as Plant & Animal Science or Social Science, were found to be more likely than other categories to acknowledge a grant seven or more years later, while other categories, such as Physics, were most likely to publish a grant acknowledgement in two years or less. In addition, rank-normalized impact factors were computed for journals in which these articles were published, as a measure of journal impact that is comparable across categories of research. The overall distribution of ranknormalized journal impact factors for research articles acknowledging support by the National Science Foundation was analyzed. Category-level analysis was also performed, and it was found that there were differences in the journal impact factor trends for publications from different domains in the dataset. Research in Materials Science was substantially more likely than other categories to publish in the most elite journals of its respective domain. Social Sciences research was also found to be one of the strongest research areas in terms of impact factor, despite being one of the smaller categories in terms of publication counts. However, other categories were found to be disproportionately more likely to have been published in lower impact factor journals for their respective fields, such as Mathematics and Computer Science. The methodology developed in this project demonstrates a workflow that could be implemented by the NSF or other agencies. The findings demonstrate that systematically linking grants to publications can yield information of strategic value, allowing agencies to better understand field differences in outcomes and providing a means for tracking changes in publication-related metrics over time

    Comparing the post-WWII publication histories of oceanography and marine geoscience

The UK, which has experienced the financial benefits of North Sea oil and gas, while also having an extensive fishing industry and a science base linked to other English-speaking countries and European countries, potentially illustrates some changing influences and collaborative tendencies well. In this article, differences in article publication rates and collaborative tendencies, both globally and for the UK, are examined using the Web of Science™, Scopus™ and Georef™ for the period 1946–2018. The results show that publication rates of global oceanography articles rose exponentially faster than all global scientific publishing from the mid-1960s to 1980. Subsequently, the exponential rate of increase slowed though has remained faster than global science publishing. Global Marine Geoscience publication rates increased into the late 1980s, but have since declined. UK oceanography has roughly followed global trends, though its share of global oceanographic publishing declined from 28% in the 1950s to 8% in 2018. UK Marine Geoscience publishing has also generally followed global trends for that field. However, its share of global publications abruptly increased from 4.9% (average 1960–1980) to 13.2% by 1990, largely due to articles arising from UK participation in the Deep-Sea Drilling Project and Ocean Drilling Program. Oceanography and marine geoscience have also experienced strongly differing histories of collaborative articles over the last four decades. While oceanographic articles co-authored with researchers in other countries have been steadily increasing as a share of total UK Oceanography articles, those of marine geoscience peaked in 1990 and have since declined, though remained at high levels similar to those experienced by 2018 in Oceanography. Comparing global publication rates in both fields with measures of data and sample collection at sea suggests fundamental changes occurred in the way research was carried out. For example, Marine Geoscience publication rates were strongly correlated with geophysical track-line distances for the decade until ~1970, but were inversely correlated for the decade after then. This reflects, for example, the development of plate tectonics, which partly involved analysis of existing marine geophysical data, improved equipment capabilities and the increased role of scientific drilling

    International collaboration schemes in earth and environmental sciences : IGEC programmes and UNESCO IHP

    There is a lack of studies that investigate how internationalization of science can effectively contribute to the globalization of environmental knowledge. Two cases of international collaboration programmes are analyzed from a science and innovation research perspective: (1) The organizational scheme of the International Global Environmental Change (IGEC) programmes in the ICSU tradition, and (2) the International Hydrological Programme (IHP). led by the UNESCO. The paper draws on two analytical distinctions: Firstly, following Turner et al. (1990), systemic global change is distinguished from local or regional environmental change that becomes global by worldwide accumulation. Secondly, collaboration programmes that belong to the social system of science are distinguished from programmes at the intersection of scientific and political spheres. Both cases are compared in terms of their (a) rationales for international collaboration, (b) their organisational structure and fundings, (c) international participation and (d) linkages between problem structure and collaboration. Representative and contrasting examples, their juxtaposition illustrates actual strategies and various constraints faced by scientific and intergouvernmental agencies promoting international collaboration in S & T for sustainability and capacity development. Yet, researchers and practitioners in this field have lacked clear theories to guide their work. As early as 1981, then doctoral student Blaise Cronin published The need for a theory of citing - a call to arms for the fledgling scientometric community to produce foundational theories upon which the work of the field could be based. More than three decades later, the time has come to reach out the field again and ask how they have responded to this call. This book compiles the foundational theories that guide informetrics and scholarly communication research. It is a much needed compilation by leading scholars in the field that gathers together the theories that guide our understanding of authorship, citing, and impact
