De facto anonymised microdata file on income tax statistics 1998

With the data of the de facto anonymised Income Tax Statistics 1998 (FAST 98), the German official statistics are for the first time publishing microdata from the field of fiscal statistics. The scientific community can use these data to analyse politically-relevant questions on the fiscal and transfer system at their own workplace, subject to the premises of article 16 subsection 6 of the Law on Statistics for Federal Purposes, on the basis of "real" assessment data. Passing on individual data to the scientific community is only possible in a de facto anonymised form. This form may impair possibilities for scientific analysis possibilities. So that anonymised data can nevertheless be used by the scientific community, anonymisation must meet two equal challenges: It must firstly guarantee adequate protection of the individual items of data, and secondly it must optimally conserve the possibilities for analysis of the anonymised data. Organizational Data

Organizational data describe central characteristics of organizations, their internal structures and processes as well as their behavior as corporate actors in different social and economic contexts. Firm and enterprise data are the most frequently used type of organizational data, but there is also a growing interest in data on schools, universities, and hospitals in the economic and social science research. In the last several years, there has been a substantial improvement in the accessibility and scientific usability of organizational data from official statistics. However, nonofficial organizational data produced within publicly funded research projects are practically impossible to obtain for secondary analyses. There is no documentation of the existing stock of non-official organizational data, and the methodological standards used for organizational research in Germany are low compared to the standards of international research. Against this background, it is recommended that efforts be focused on documenting and archiving the existing non-official organizational data for secondary analyses and on establishing higher methodological standards within this research field.firms, organizations, methods of organizational research, micro data, secondary analysis

User-focused threat identification for anonymised microdata

When producing anonymised microdata for research, national statistics institutes (NSIs) identify a number of 'risk scenarios' of how intruders might seek to attack a confidential dataset. This approach has been criticised for focusing on data protection only without sufficient reference to other aspects of confidentiality management, and for emphasising theoretical possibilities rather than evidence-based attacks. An alternative 'user-centred' approach offers more efficient outcomes and is more in tune with the spirit of data protection legislation, as well as the letter. The user-centred approach has been successfully adopted in controlled research facilities. However, it has not been systematically applied beyond these specialist facilities. This paper shows how the same approach can be applied to distributed data with limited NSI control. It describes the creation of a scientific use file (SUF) for business microdata, traditionally hard to protect. This case study demonstrates that an alternative perspective can have dramatically different outcomes as compared with established anonymization strategies; in the case study discussed, the alternative approach reduces 100% perturbation of continuous variables to under 1%. The paper also considers the implications for future developments in official statistics, such as administrative data and 'big data'
