    What's Going On in Community Media shines a spotlight on media practices that increase citizen participation in media production, governance, and policy. The report summarizes the findings of a nationwide scan of effective and emerging community media practices conducted by the Benton Foundation in collaboration with the Community Media and Technology Program of the University of Massachusetts, Boston. The scan includes an analysis of trends and emerging practices; comparative research; an online survey of community media practitioners; one-on-one interviews with practitioners, funders and policy makers; and the information gleaned from a series of roundtable discussions with community media practitioners in Boston, Chicago, Minneapolis/St. Paul, and Portland, Oregon

    Interactive television or enhanced televisiion? : the Dutch users interest in applications of ITV via set-top boxes

    This paper is both an analysis of the phenomenon of interactive television with background concepts of interactivity and television and a report of an empirical investigation among Dutch users of set-top-box ITV. In the analytic part a distinction is made between levels of interactivity in the applications of ITV. Activities labelled as selection, customisation, transaction and reaction reveal low levels of interactivity. They may be called ‘enhanced television’. They are extensions of existing television programmes that keep their linear character. Activities called production and conversation have the potential of higher interactivity. They may lead to ‘real’ interactive television as the user input makes a difference to programmes. It is suggested that so-called hybrid ITV– TV combined with telephone and email reply channels- and (broadband) Internet ITV offer better opportunities for high interactivity than set-top-box ITV. \ud The empirical investigation shows that the demand of subscribers to set-top-box ITV in the Netherlands matches supply. They favour the less interactive applications of selection and reaction. Other striking results are that young subscribers appreciate interactive applications more than the older ones and that those with a low level of education prefer these applications more than high educated subscribers. No significant gender differences were found

    This paper is a survey of the transmission techniques used in digital television (TV) standards worldwide. With the increase in the demand for High-Definition (HD) TV, video-on-demand and mobile TV services, there was a real need for more bandwidth-efficient, flawless and crisp video quality, which motivated the migration from analogue to digital broadcasting. In this paper we present a brief history of the development of TV and then we survey the transmission technology used in different digital terrestrial, satellite, cable and mobile TV standards in different parts of the world. First, we present the Digital Video Broadcasting standards developed in Europe for terrestrial (DVB-T/T2), for satellite (DVB-S/S2), for cable (DVB-C) and for hand-held transmission (DVB-H). We then describe the Advanced Television System Committee standards developed in the USA both for terrestrial (ATSC) and for hand-held transmission (ATSC-M/H). We continue by describing the Integrated Services Digital Broadcasting standards developed in Japan for Terrestrial (ISDB-T) and Satellite (ISDB-S) transmission and then present the International System for Digital Television (ISDTV), which was developed in Brazil by adopteding the ISDB-T physical layer architecture. Following the ISDTV, we describe the Digital Terrestrial television Multimedia Broadcast (DTMB) standard developed in China.     Media fusion and future TV: Examining multi-screen TV convergence in Singapore

    This study examines Singapore's national media blueprint and industry stakeholders' coping strategies in response to multi-screen TV development. The findings show Singapore muti-screen TV development is still at a nascent stage after launching Media Fushion and FutureTV plans in mid 2009. The policymakers play a key role to follow national media blueprint to unify the inter-industry and cross-country collaboration. TV operators and telcos are found to remediate themselves by harnessing the power of internet and mobile technologies for content innovation and distribution. To tackle the complicated convergent issues in multi-screen TV industry, this study proposes to separately regulate the technology-neutral platforms and diverse audiovisual content.     (De)convergence in TV: a comparative analysis of the development of Smart TV

    Against the backdrop of media convergence, Smart TVs are developing rapidly in large parts of the world. Smart TV refers to the integration of broadband Internet and social media features into TV sets. From a media business perspective, the proliferation of Smart TV services may put pressure on the market structure of the TV landscape, and urge for new business models in order to capture the dynamics of media convergence. By means of a comparative analysis in four European markets (Belgium, Germany, the Netherlands and the United Kingdom), the development of Smart TV is sketched in terms of viewing patterns, business models and standardization. The conclusion is that national TV markets are evolving quite differently, so that service providers must adapt their marketing strategies to reflect local market conditions. Hence, the success of Smart TV ultimately depends on the local package of value-added services and the amount of strategic partnerships with content owners, TV broadcasters and pay-TV operators
