    Spectrum Auction Design

    Spectrum auctions are used by governments to assign and price licenses for wireless communications. The standard approach is the simultaneous ascending auction, in which many related lots are auctioned simultaneously in a sequence of rounds. I analyze the strengths and weaknesses of the approach with examples from US spectrum auctions. I then present a variation, the package clock auction, adopted by the UK, which addresses many of the problems of the simultaneous ascending auction while building on its strengths. The package clock auction is a simple dynamic auction in which bidders bid on packages of lots. Most importantly, the auction allows alternative technologies that require the spectrum to be organized in different ways to compete in a technology-neutral auction. In addition, the pricing rule and information policy are carefully tailored to mitigate gaming behavior. An activity rule based on revealed preference promotes price discovery throughout the clock stage of the auction. Truthful bidding is encouraged, which simplifies bidding and improves efficiency.     I study the design of auctions of natural resources, such as oil or mineral rights. A good auction design promotes both an efficient assignment of rights and competitive revenues for the seller. The structure of bidder preferences and the degree of competition are key factors in determining the best design. With weak competition and simple value structures, a simultaneous first-price sealed-bid auction may suffice. With more complex value structures, a dynamic auction with package bids likely is needed to promote efficiency and revenue objectives.     Auctions have emerged as the primary means of assigning spectrum licenses to companies wishing to provide wireless communication services. Since July 1994, the Federal Communications Commission (FCC) has conducted 33 spectrum auctions, assigning thousands of licenses to hundreds of firms. Countries throughout the world are conducting similar auctions. I review the current state of spectrum auctions.     Measuring the Efficiency of an FCC Spectrum Auction

    FCC spectrum auctions sell licenses to provide mobile phone service in designated geographic territories. We propose a method to structurally estimate the deterministic component of bidder valuations and apply it to the 1995–1996 C-block auction. We base our estimation of bidder values on a pairwise stability condition, which implies that two bidders cannot exchange licenses in a way that increases total surplus. Pairwise stability holds in many theoretical models of simultaneous ascending auctions, including some models of intimidatory collusion and demand reduction. Pairwise stability is also approximately satisfied in data that we examine from economic experiments. The lack of post-auction resale also suggests pairwise stability. Using our estimates of deterministic valuations, we measure the allocative efficiency of the C-block outcome.

    A Comparison of Bidding Strategies for Online Auctions Using Fuzzy Reasoning and Negotiation Decision Functions

Bidders often feel challenged when looking for the best bidding strategies to excel in the competitive environment of multiple and simultaneous online auctions for same or similar items. Bidders face complicated issues for deciding which auction to participate in, whether to bid early or late, and how much to bid. In this paper, we present the design of bidding strategies, which aim to forecast the bid amounts for buyers at a particular moment in time based on their bidding behavior and their valuation of an auctioned item. The agent develops a comprehensive methodology for final price estimation, which designs bidding strategies to address buyers' different bidding behaviors using two approaches: Mamdani method with regression analysis and negotiation decision functions. The experimental results show that the agents who follow fuzzy reasoning with a regression approach outperform other existing agents in most settings in terms of their success rate and expected utility
