Russian-Estonian Relations After 2007: Current Status and Development Prospects
The article highlights the major points that have influenced relations between Russia and Estonia after 2007. These relations were rather poor during the post-Soviet period. The number of Russian people who lived in Estonia after gaining independence in 1991 exceeded 30%, which resulted in the very keen interest of Russia in Estonian politics. April 2007 created a new reality for relations between the countries. The decision to move the statues of Second World War Soviet soldiers from main squares to cemeteries provoked negative reactions from Russians living in Estonia, but also infuriated leaders of the Russian government. As a consequence there were harsh verbal attacks from Moscow, the Estonian ambassador to Moscow was harassed, cyberspace attacks took place and traffic over the bridge in Narva, which is a key highway from Russia, was blocked. The Estonian authorities know there is no point in maintaining conflict with Russia. The President of Estonia, Toomas Hendrik Ilves, has stressed that Estonia's relationship with its biggest neighbour, Russia, can only get better. MOSAIC roadmap for mobile collaborative work related to health and wellbeing.
The objective of the MOSAIC project is to accelerate innovation in Mobile Worker Support Environments. For that purpose MOSAIC develops visions and illustrative scenarios for future collaborative workspaces involving mobile and location-aware working. Analysis of the scenarios is input to the process of road mapping with the purpose of developing strategies for R&D leading to deployment of innovative mobile work technologies and applications across different domains. One of the application domains where MOSAIC is active is health and wellbeing. This paper builds on another paper submitted to this same conference, which presents and discusses health care and wellbeing specific scenarios. The aim is to present an early form of a roadmap for validation
A new research agenda into community-based protest in construction
Many countries face enormous development challenges in adapting to demographic change, urbanisation and emerging issues such as housing affordability and climate change. These challenges are best resolved in consultation with communities rather than in conflict with them. A rich tradition of research and intellectual frameworks exist in the fields of urban geography and planning to understand and manage community concerns during the pre-development approval stages of new projects. However current theoretical frameworks are inadequate in construction management and a new research agenda is needed to develop conceptual frameworks to guide thinking about the role of communities in the construction process. By discussing the components of such a model, it is concluded that this would require a fundamental shift in thinking which challenges traditional structuralist paradigms. A new constructivist paradigm is presented that conceives community consultation as a negotiation process which does not stop at the pre-development planning stages but which continues over the entire life of a project
Impact of Mobile and Wireless Technology on Healthcare Delivery services
Modern healthcare delivery services embrace the use of leading edge technologies and new

detection of most life-threatening diseases. The healthcare industry is finding itself in a
state of turbulence and flux. The major innovations lie with the use of information
technologies and particularly, the adoption of mobile and wireless applications in
healthcare delivery [1]. Wireless devices are becoming increasingly popular across the
healthcare field, enabling caregivers to review patient records and test results, enter
diagnosis information during patient visits and consult drug formularies, all without the
need for a wired network connection [2]. A pioneering medical-grade, wireless
infrastructure supports complete mobility throughout the full continuum of healthcare
delivery. It facilitates the accurate collection and the immediate dissemination of patient
information to physicians and other healthcare care professionals at the time of clinical
decision-making, thereby ensuring timely, safe, and effective patient care. This paper
investigates the wireless technologies that can be used for medical applications, and the
effectiveness of such wireless solutions in a healthcare environment. It discusses challenges
encountered; and concludes by providing recommendations on policies and standards for
the use of such technologies within hospitals
