    An Exploration of Organizational Capabilities for Emergency Response

    In this paper, we examine emergency response through the theoretical lens of organizational capability literature. Specifically, we theorize the crucial roles of dynamic capability and improvisational capability in improving functional competence of emergency management, which in turn determines main response outcomes such as response effectiveness and stakeholder satisfaction. We also discuss the likely value of IT leveraging capability in cultivating organizational dynamic capability and improvisational capability in emergency response. Based on emergency literature, we identify four imperative information technologies that are likely to cultivate IT leveraging capability in emergency management. Finally, we theorize the potential relationships between dynamic and improvisational capabilities. Expected findings of the paper will make contributions to the studies of emergency management and inform practitioners such as emergency technology developer and first responders

The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted.     Recent project-management literature and high-profile disasters—the financial crisis, the BP Deepwater Horizon oil spill, and the Fukushima nuclear accident—illustrate the flaws of traditional risk models for complex projects. This research examines how various groups with interests in the Arctic offshore define risks. The findings link the wicked problem framework and the emerging paradigm of Project Management of the Second Order (PM-2). Wicked problems are problems that are unstructured, complex, irregular, interactive, adaptive, and novel. The authors synthesize literature on the topic to offer strategies for navigating wicked problems, provide new variables to deconstruct traditional risk models, and integrate objective and subjective schools of risk analysis

    Resilient supply management systems in times of crisis

    Purpose: This study investigated how organizations can maintain their supply chain (SC) resilience in\ua0situations where high-impact shocks cannot be absorbed and what capabilities are needed. The article is an empirical exploration of a socio-ecological view of resilience in the SC context. Design/methodology/approach: The case under study in this article is that of M\ue9decins sans Fronti\ue8res (MSF) and MSF\u27s reconfiguration of its supply management processes in response to the supply shocks during the coronavirus disease 2019 (COVID-19) pandemic. In total, 503 internal documents and ERP extractions from six databases from late 2019 to September 2020, 43 semi-structured interviews and a 3-round policy Delphi process were used to investigate this phenomenon. Findings: The authors\u27 results show that throughout the pandemic, MSF adapted its procurement and supply processes to cope with supply shortages at both the international and local levels of the SC. This was possible due to the organization\u27s capacity to use its exploitation and exploration capabilities of the organization at the same time. Research limitations/implications: This research is based on the single in-depth case study of a medical aid organization. Further research should investigate this phenomenon in commercial companies with similar or different organizational structures. Originality/value: This study constitutes a first attempt to empirically demonstrate that the four phases of the adaptive cycle put forth in the panarchy theory constitute a suitable representation of the reconfigurations that SCs follow in response to a high-impact shock. The study also adds to the growing body of knowledge on resilience by including ambidexterity as a mechanism to achieve resilience

    Small Community Oil Spill Preparedness Research Project

    A Project Submitted in Partial Fulfillment of the Requirements for the Degree of MASTER OF SCIENCE in Project ManagementAs transportation through the Arctic becomes more prevalent with tourism and oil exploration, small communities within the Arctic are susceptible to oil spills from fuel barges, passing ships, tank farms, and oily discharges. Oil spills threaten both humans and animals that co-habitat these Arctic regions. Little has been done to prepare these small communities in preparation for an oil spill and as a result they are not well protected. As the notion of globalization is incorporated into the Arctic it will be imperative to protect these small communities. To better understand this topic, the researcher took an analytical approach to identify and benchmark best practices, define the elements of preparedness, and then build the foundation for the overall project. An integral component of this research project was to build and deploy a self-assessing questionnaire to provide small communities the ability to self-assess their oil spill preparedness level. The results of the questionnaire will be used to derive a preparedness index value.     Organizational Design for Spill Containment in Deepwater Drilling Operations in the Gulf of Mexico: Assessment of the Marine Well Containment Company (MWCC)

    The Deepwater Horizon oil spill in the Gulf of Mexico in April 2010 led to the deaths of 11 workers, a six-month moratorium on deepwater drilling in the Gulf, and nearly three months of massive engineering and logistics efforts to stop the spill. The series of failures before the well was finally capped and the spill contained revealed an inability to deal effectively with a well in deepwater and ultradeepwater. Ensuring that containment capabilities are adequate for drilling operations at these depths is therefore a salient challenge for government and industry. In this paper we assess the Marine Well Containment Company (MWCC), a consortium aimed at designing and building a system capable of containing future deepwater spills in the Gulf. We also consider alternatives for long-term readiness for deepwater spill containment. We focus on the roles of liability and regulation as determinants of readiness and the adequacy of incentives for technological innovation in oil spill containment technology to keep pace with advances in deepwater drilling capability. Liability and regulation can significantly influence the strength of these incentives.     Cross-collaborative supply chains. How logistics services contribute to social responsibility.

    Abstract Purpose - The collaboration between profit and nonprofit entities has become a burning topic in supply chain management studies and corporate strategies. The world’s largest logistics service providers (LSPs) have been developing several practices improving social responsibility while collaborating with nonprofit actors. In particular, their core competences and offered services become extremely relevant in the context of humanitarian logistics initiatives. A key purpose of this article is to examine the projects currently undertaken by LSPs in humanitarian logistics. Methodology/Approach - This research follows a qualitative approach based on multiple case studies. Findings - The paper provides an overview of the leading LSPs’ involvement in humanitarian logistics and presents an analysis of their current “best practices” services in disaster relief with high impact in terms of social responsibility. Research Limitations/implications - There has been increased interest on the part of international academic and professional communities in humanitarian logistics. This study constitutes a platform for benchmarking analysis of logistics services to assure effective implementation of social responsibility principles. Originality/Value of paper - Humanitarian logistics is a rather new field in logistics management. This paper addresses the innovative socially responsible initiatives undertaken by the main international LSPs in the area of humanitarian logistics.
