    Climate change adaptation in industry and business

    This report delivers a best practice framework to integrate financial risk assessment, governance and disclosure with existing governance principles around climate change adaptation.AbstractThe Australian business community has long been aware of the risks and opportunities associated with greenhouse gas mitigation and climate change policies. Some businesses have taken initial steps to adapt to the expected effects of climate change; however, most enterprises are only vaguely aware of the breadth of adaptation that may be required. Associated with strategic adaptation are the principles of financial/operational risk management and governance, as well as financial impact disclosure to investors and regulators. We develop a consolidated framework in which boards and executive managers can develop a robust approach to climate change adaptation governance, climate change risk assessment and financial disclosure. The project outlines a matrix of disclosures required for investors to enable them to evaluate corporate exposure to climate change risk.The project initially comprised a set of workshops with members of the Australian business community, industry representatives, regulatory authorities and academics with expertise in business risk and disclosure effects. Each workshop focused on a separate theme that built upon the work of previous workshops. A set of follow-up discussions was held with some of the key members who contributed to the project, including the Australian Stock Exchange (ASX) Investor Group on Climate Change (IGCC), the Australian Accounting Standards Board (AASB) and the Australian Institute of Company Directors. This discussion permitted each body to comment on the final report, advise on the mechanics of the costing, reporting and disclosure approaches of climate change adaptation, and lend their expertise to the formulation of an appropriate framework.The scope of the research is constrained to firm behaviour and the requirements for investor disclosure and governance of adaptation activities. The project therefore focuses on financial analyses – including real options – undertaken by firms with regard to investing in climate change adaptation activities and projects. While the economic costs and benefits are important to organisational adaptation activities, they represent a secondary level of analysis that may need to be carried out on either an independent or cumulative scale by governments or other bodies to measure the wider effects.As the degree of sophistication in climate change adaptation activities, modelling and cost estimation increases, along with the anticipated growth in interest of both company boards and managers, it is expected that accounting standards, ASX listing rules and disclosures required under the Corporations Act would need to explicitly reflect these corporate actions. The asset allocation of banks, mutual funds, superannuation funds and other investments is also likely to adapt as companies quantify their exposure to climate change. The makeup of assets in investment portfolios may therefore markedly shift, and thus indirectly adjust to the climate change adaptation activities of companies in the broader market

The current era of connectivity envisions that everything is connected to everything. The concept of the Internet of Things(IoT)emergedasaholisticproposaltoenableanecosystemofvaried,heterogeneous networked objects and devices to speak to and interact with each other. To make the IoT ecosystem a reality, it is necessary to understand the electronic components, communication protocols, real-time analysis techniques, and the location of the objects and devices. The IoT ecosystem and the Digital Earth (DE) jointly form interrelated infrastructures for addressing today’s pressing issues and complex challenges. In this chapter, we explore the synergies and frictions in establishing an efficient and permanent collaboration between the two infrastructures, in order to adequately address multidisciplinary and increasingly complex real-world problems. Although there are still some pending issues, the identified synergies generate optimism for a true collaboration between the Internet of Things and the Digital Earth

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    A trust framework for peer-to-peer interaction in ad hoc networks

    PhDAs a wider public is increasingly adopting mobile devices with diverse applications, the idea of who to trust while on the move becomes a crucial one. The need to find dependable partners to interact is further exacerbated in situations where one finds oneself out of the range of backbone structures such as wireless base stations or cellular networks. One solution is to generate self-started networks, a variant of which is the ad hoc network that promotes peer-to-peer networking. The work in this thesis is aimed at defining a framework for such an ad hoc network that provides ways for participants to distinguish and collaborate with their most trustworthy neighbours. In this framework, entities create the ability to generate trust information by directly observing the behaviour of their peers. Such trust information is also shared in order to assist those entities in situations where prior interactions with their target peers may not have existed. The key novelty points of the framework focus on aggregating the trust evaluation process around the most trustworthy nodes thereby creating a hierarchy of nodes that are distinguished by the class, defined by cluster heads, to which they belong. Furthermore, the impact of such a framework in generating additional overheads for the network is minimised through the use of clusters. By design, the framework also houses a rule-based mechanism to thwart misbehaving behaviour or non-cooperation. Key performance indicators are also defined within this work that allow a framework to be quickly analysed through snapshot data, a concept analogous to those used within financial circles when assessing companies. This is also a novel point that may provide the basis for directly comparing models with different underlying technologies. The end result is a trust framework that fully meets the basic requirements for a sustainable model of trust that can be developed onto an ad hoc network and that provides enhancements in efficiency (using clustering) and trust performance

    An integrated framework to assess compound flood risks for interdependent critical infrastructure in a coastal environment

    Compound flooding refers to flood events caused by multiple factors, including marine processes (e.g. storm tides and waves), hydrometeorological signals (e.g. rainfall and river flows) among others. Saint Lucia is a tropical island in eastern Caribbean Sea, which is frequently affected by weather-related extreme events such as tropical storms and the associated risks are exacerbated due to its mountainous topography and high concentrations of infrastructure and human communities close to the coast. At the southern coast of Saint Lucia, significant infrastructures such as Hewanorra International Airport and Vieux Fort Seaport, and human settlements such as towns of Vieux Fort and La Tourney are located at low-lying areas and are at risk of compound flooding. A hydrologic model (i.e. HYdrological MODel) and a two-dimensional hydrodynamic model (i.e. LISFLOOD-FP) are set up and calibrated to investigate the combined effects of storm tides, wave run-up, rainfall, and river flows on flood risks in Saint Lucia. Results indicate the necessity to consider multiple contributing factors as well as to characterize the effects of uncertain boundary conditions. In flood-prone areas, there are infrastructures supporting major services in the study area, and by extension, the economy of the Island. A network-based model, which considers direct and indirect connections between infrastructures, is set up to explore risks of assets in conditions of non-flooding and flooding. Modelling results reveal the fundamental importance of various components including electricity distribution, flood control, information and communication services, transportation, housing and human settlements, tourism, and particularly the normal operations of Hewanorra International Airport. Prioritization of risks is critical for developing effective mitigation methods for infrastructure networks

    Land Use Strategy (LUS) Delivery Evaluation Project : Volume 1: Main Report

    Scotland’s first Land Use Strategy (LUS) – Getting the best from our land – was published in March 2011. The LUS is a requirement of the Climate Change (Scotland) Act 2009, highlighting the important contribution that Scottish Ministers expect land use and land management to make towards the climate change agenda in Scotland. The crucial component of the LUS are its ten principles for sustainable land use – the LUS Principles. The LUS Principles are the key mechanism by which the strategic intent of the national level LUS can be translated into regional and local level planning and decision-making, through existing land use delivery mechanisms, to inform action on the ground. The overall aim of the LUS Delivery Evaluation Project therefore was “to evaluate the range of current land use delivery mechanisms, to ascertain their effectiveness in translating the strategic Principles of the LUS into decision-making on the ground”. The evaluation considered eleven case study land use delivery mechanisms ranging from an urban Local Development Plan (LDP) to the Loch Lomond and the Trossachs National Park Partnership Plan
