    State of Alaska Election Security Project Phase 2 Report

    A laska’s election system is among the most secure in the country, and it has a number of safeguards other states are now adopting. But the technology Alaska uses to record and count votes could be improved— and the state’s huge size, limited road system, and scattered communities also create special challenges for insuring the integrity of the vote. In this second phase of an ongoing study of Alaska’s election security, we recommend ways of strengthening the system—not only the technology but also the election procedures.     A process model for e-voting in South Africa

    An election is a core part of any global democracy. Elections provide citizens with the opportunity to voice their opinions. South Africa achieved democracy for the first time in 1994 and has had four successful national elections since then. All of these elections have been declared “free and fair” according to the Independent Electoral Commission (IEC). However, there have been various challenges facing the current South African electoral process. This research, therefore examines alternative methods to improve the current South African electoral process. This research firstly identifies the various challenges and characteristics associated with the current electoral process in South Africa. This research study proposes, to incorporate Information and Communication Technology (ICT) into the South African electoral process. Thus, arguing that utilizing ICT could potentially improve the process. Various countries worldwide have investigated different methods to improve their electoral processes. Countries such as India, Brazil, Estonia and the USA have incorporated ICT into their electoral processes, known as electronic voting (e-voting). Therefore, this research study investigates countries such as India, Brazil, Estonia and the USA which opted to implement e-voting into their electoral process. In addition, various e-voting technologies and their capabilities are explored in detail in this research study. The conclusions drawn from the examination of the electoral processes of countries that utilize e-voting, contributed to the achievement of the primary objective in this research. As a result, to address the various challenges facing the current electoral process in South Africa, a process model was developed called an E-voting Process Model, which depicts two electoral processes namely, an optical scan polling station voting process and an online voting process. This research argues that the E-voting Process Model could potentially improve the current electoral process in South Africa

    Towards internet voting in the state of Qatar

    Qatar is a small country in the Middle East which has used its oil wealth to invest in the country's infrastructure and education. The technology for Internet voting now exists or can be developed, but are the people of Qatar willing to take part in Internet voting for national elections?. This research identifies the willingness of government and citizens to introduce and participate in Internet voting (I-voting) in Qatar and the barriers that may be encountered when doing so. A secure I voting model for the Qatar government is then proposed that address issues of I-voting which might arise due to the introduction of such new technology. Recommendations are made for the Qatar government to assist in the introduction of I-voting. The research identifies the feasibility of I-voting and the government s readiness and willingness to introduce it. Multiple factors are examined: the voting experience, educational development, telecommunication development, the large number of Internet users, Qatar law which does not bar the use of I-voting and Qatar culture which supports I-voting introduction. It is shown that there is a willingness amongst both the people and the government to introduce I-voting, and there is appropriate accessibility, availability of IT infrastructure, availability of Internet law to protect online consumers and the existence of the e government project. However, many Qataris have concerns of security, privacy, usability, transparency and other issues that would need to be addressed before any voting system could be considered to be a quality system in the eyes of the voters. Also, the need to consider the security threat associated on client-side machines is identified where a lack of user awareness on information security is an important factor. The proposed model attempts to satisfy voting principles, introducing a secure platform for I-voting using best practices and solutions such as the smart card, Public Key Infrastructure (PKI) and digital certificates. The model was reviewed by a number of experts on Information Technology, and the Qatari culture and law who found that the system would, generally, satisfy voting principles, but pointed out the need to consider the scalability of the model, the possible cyber-attacks and the risks associated with voters computers. which could be reduced by enhancing user awareness on security and using secure operating systems or Internet browsers. From these findings, a set of recommendations were proposed to encourage the government to introduce I-voting which consider different aspects of I-voting, including the digital divide, e-literacy, I voting infrastructure, legal aspects, transparency, security and privacy. These recommendations were also reviewed by experts who found them to be both valuable and effective. Since literature on Internet voting in Qatar is sparse, empirical and non-empirical studies were carried out in a variety of surveys, interviews and experiments. The research successfully achieved its aim and objectives and is now being considered by the Qatari Government

    The Machinery of Democracy: Voting System Security, Accessibility, Usability, and Cost

    This report is the final product of the first comprehensive, empirical analysis of electronic voting systems in the United States. It comes after nearly two years of study with many of the nations leading academics, election officials, economists, and security, usability and accessibility experts.Up until this point, there has been surprisingly little empirical study of voting systems in the areas of security, accessibility, usability, and cost. The result is that jurisdictions make purchasing decisions and adopt laws and procedures that have little to do with their overall goals.The Brennan Center analysis finds that there is not yet any perfect voting system or set of procedures. One system might be more affordable, but less accessible to members of the disabled community; certain election procedures might make the systems easier to use, but they compromise security. Election officials and community members should be aware of the trade-offs when choosing one voting system or set of procedures over another, and they should know how to improve the system they choose.Included in this full report is an executive summary of the Brennan Centers analysis of voting system security, voting system usability, as well as voting system accessibility and cost.The Brennan Center analysis of cost is in part based upon a review of voting system contracts provided by jurisdictions around the country and a cost calculator [no longer available].     Democracy Enhancing Technologies: Toward deployable and incoercible E2E elections

    End-to-end verifiable election systems (E2E systems) provide a provably correct tally while maintaining the secrecy of each voter's ballot, even if the voter is complicit in demonstrating how they voted. Providing voter incoercibility is one of the main challenges of designing E2E systems, particularly in the case of internet voting. A second challenge is building deployable, human-voteable E2E systems that conform to election laws and conventions. This dissertation examines deployability, coercion-resistance, and their intersection in election systems. In the course of this study, we introduce three new election systems, (Scantegrity, Eperio, and Selections), report on two real-world elections using E2E systems (Punchscan and Scantegrity), and study incoercibility issues in one deployed system (Punchscan). In addition, we propose and study new practical primitives for random beacons, secret printing, and panic passwords. These are tools that can be used in an election to, respectively, generate publicly verifiable random numbers, distribute the printing of secrets between non-colluding printers, and to covertly signal duress during authentication. While developed to solve specific problems in deployable and incoercible E2E systems, these techniques may be of independent interest

Due to the extraordinary situation brought about by the COVID-19, the conference was held online for the second consecutive edition, instead of in the traditional venue in Bregenz, Austria. The E-Vote-ID conference is the result of the merger of the EVOTE and Vote-ID conferences, with first EVOTE conference taking place 17 years ago in Austria. Since that conference in 2004, over 1000 experts have attended the venue, including scholars, practitioners, authorities, electoral managers, vendors, and PhD students. The conference focuses on the most relevant debates on the development of electronic voting, from aspects relating to security and usability through to practical experiences and applications of voting systems, also including legal, social, or political aspects, amongst others, and has turned out to be an important global referent in relation to this issue

E-Vote-ID Conference resulted from the merging of EVOTE and Vote-ID and counting up to 17 years since the _rst E-Vote conference in Austria. Since that conference in 2004, over 1000 experts have attended the venue, including scholars, practitioners, authorities, electoral managers, vendors, and PhD Students. The conference collected the most relevant debates on the development of Electronic Voting, from aspects relating to security and usability through to practical experiences and applications of voting systems, also including legal, social or political aspects, amongst others; turning out to be an important global referent in relation to this issue. Also, this year, the conference consisted of: · Security, Usability and Technical Issues Track · Administrative, Legal, Political and Social Issues Track · Election and Practical Experiences Track · PhD Colloquium, Poster and Demo Session on the day before the conference E-VOTE-ID 2021 received 49 submissions, being, each of them, reviewed by 3 to 5 program committee members, using a double blind review process. As a result, 27 papers were accepted for its presentation in the conference. The selected papers cover a wide range of topics connected with electronic voting, including experiences and revisions of the real uses of E-voting systems and corresponding processes in elections. We would also like to thank the German Informatics Society (Gesellschaft für Informatik) with its ECOM working group and KASTEL for their partnership over many years.
