    Cornell University is currently funded by the U.S. Department of Education National Institute on Disability and Rehabilitation Research for a four-year Research and Demonstration entitled Improving Employment Practices Covered by Title I of the ADA (Grant # H133A70005). As a part of these efforts, we have done an extensive literature review on topics related to employer practices and the employment provisions of the Americans with Disabilities Act (ADA). This bibliography is the result of these eighteen months of efforts. This publication is available as a print product, and is accessible online at http://www.ilr.cornell.edu. We hope that these resources will be of assistance in helping human resource professionals, employers, providers of vocational rehabilitation services, advocacy organizations, and persons with disabilities and their family members to better employ the ADA in effectively implementing the accommodation process

    Examining Student Preparation for Certification Examination: An Exploratory Case Study

    This research paper explores three university-level programs with mandatory licensing exams for graduates who wish to attain professional certification. Specifically, the study explored the affordances and constraints associated with curricular alignment and program accreditation, student success on licensure, and student satisfaction. The specific programs and the licensure exams are: the Bachelor of Science in Nursing (BScN), who are eligible to take the National Council Licensure Examination-Registered Nurse (NCLEX-RN), the Master of Applied Disability Studies (MADS), who write the Behavior Analyst Certification Board Exam, and the Bachelor of Accounting/Master of Accountancy (BAcc/MAcc), who are eligible to take the Chartered Professional Accountants (CPA) Common Final Examination (CFE). The study used a scoping review of the literature specific to the NCLEX-RN to help inform an exploratory case study of three academic programs that are offered through a University in Ontario, all leading to licensure exams. The programs are designed to ensure that students are prepared to write the licensure exams and provide more material that is integral to the practice but is not necessarily tested on the licensure exam. Using curriculum and accreditation review processes, administrators/faculty and students can provide insight into processes that could aid future students for licensure exams. When comparing the findings from analyses of transcripts from one program and documents across all three programs, it is apparent that there are many similarities across the programs despite the differences in the actual curricular goals and licenses. However, there appears to be a disconnect in the Nursing program, since they use the greatest number of the identified techniques/tools, but still have lower percentages of first-time pass rates than the other two programs. This provides an area for future study and analysis

    A system review of higher education admissions testing practices in Israel: implications for South Africa

    Internationally, the practice of admissions entry testing in Higher Education (HE) has gained momentum over the past few decades, sparking ongoing research on its effectiveness. On a national level, three factors have signalled a timeous evaluation of admissions practices at HE institutions. Firstly, changes in the school curriculum and the new format of the National Senior Certificate (NSC) have impacted on the admissions criteria of HE institutions. Secondly, with the merging of HE institutions an alignment in admissions practices between the institutions involved were necessitated. Thirdly, South Africa has embarked on the development of National Benchmark Tests (NBTs). The primary aim of this research study was to develop a set of recommendations to guide admissions testing practices in the South African HE context. These recommendations had to place special emphasis on the multicultural and multilingual context of this country. To achieve this aim a systematic review was conducted on HE admissions testing in Israel, as it was identified as a multicultural and multilingual country that had successfully implemented national HE admissions testing. More specifically, a retrospective systematic review was performed on research regarding the national HE admissions test, the Psychometric Entrance Test (PET), used in Israel. The systematic review also contained a narrative overview on the educational landscape in Israel and the specifications of the PET, from which themes were also extracted. Eight broad themes emerged through the systematic review and narrative overview as being of critical importance to an effective national HE admissions test. These were the components of the test, the implementation of the testing programme, the method in which the test results are used to make HE admission decisions, the reliability xi of the test, the validity of the test, bias inherent in the test, other psychometric aspects related to the admissions test, and the effect of coaching or specialized preparation on test results. These themes, together with their sub-components, were used to develop eight recommendations that can guide the development and implementation of the National Benchmark Test (NBTs) in South Africa. Both the themes that emerged during the systematic review and narrative overview as well as the recommendations that were made to guide the development and implementation of a national admission test, represent an important contribution to the field of admission testing and decision-making in South Africa

    Leaving No One Behind: A Social Protection Primer for Practitioners

    Social protection has gained significant traction around the world. A wide body of evidence in the past few decades strongly suggests that social protection programmes can be effective tools to reduce poverty and inequality, increase human capital and protect men, women, girls and boys from risks. The combination of this growing evidence base, and growing political will, has stimulated an appetite for implementing social protection programmes in virtually every country around the world.UNDP has been a key player in assisting governments in developing countries in designing and implementing social protection programmes and projects. As this note was being finalized in 2016, roughly 133 UNDP projects in more than 50 countries were related to social protection.2 However, there is much more to be done in terms of social protection.However, there is much more to be done in terms of social protection. Across the board, social protection programmes in place are not enough. Certain groups are systematically left behind. Gender stereotypes and traditional roles are either left intact or reinforced. Too often there is no continuation of protection across the life cycle of individuals. Programmes are fragmented. The design and implementation of programmes does not take account of the changing environment and its environmental impacts. The underlying and structural drivers of deprivations, including social norms, institutions, and agency, are often left unchanged. Funding is limited and recurrently cut in times of economic contraction
