Geoportals: an internet marketing perspective
A geoportal is a web site that presents an entry point to geo-products (including geo-data) on the web. Despite their importance in (spatial) data infrastructures, literature suggest stagnating or even declining trends in visitor numbers. In this paper relevant ideas and techniques for improving performance are derived from internet marketing literature. We tested the extent to which these ideas are already applied in practice through a survey among 48 geoportals worldwide. BigO: A public health decision support system for measuring obesogenic behaviors of children in relation to their local environment
Obesity is a complex disease and its prevalence depends on multiple factors
related to the local socioeconomic, cultural and urban context of individuals.
Many obesity prevention strategies and policies, however, are horizontal
measures that do not depend on context-specific evidence. In this paper we
present an overview of BigO (http://bigoprogram.eu), a system designed to
collect objective behavioral data from children and adolescent populations as
well as their environment in order to support public health authorities in
formulating effective, context-specific policies and interventions addressing
childhood obesity. We present an overview of the data acquisition, indicator
extraction, data exploration and analysis components of the BigO system, as
well as an account of its preliminary pilot application in 33 schools and 2

Exploiting tacit knowledge through knowledge management technologies
The purpose of this paper is to examine the contributions and suitability of the available knowledge management (KM) technologies, including the Web 2.0 for exploiting tacit knowledge. It proposes an integrated framework for extracting tacit knowledge in organisations, which includes Web 2.0 technologies, KM tools, organisational learning (OL) and Community of Practice (CoP). It reviews a comprehensive literature covering overview of KM theories, KM technologies and OL and identifies the current state of knowledge relating to tacit knowledge exploitation. The outcomes of the paper indicate that Internet and Web 2.0 technologies have stunning prospects for creating learning communities where tacit knowledge can be extracted from people. The author recommends that organisations should design procedures and embed them in their Web 2.0 collaborative platforms persuading employees to record their ideas and share them with other members. It is also recommended that no idea should be taken for granted in a learning community where tacit knowledge exploitation is pursued. It is envisaged that future research should adopt empirical approach involving Complex Adaptive Model for Tacit Knowledge Exploitation (CAMTaKE) and the Theory of Deferred Action in examining the effectiveness of KM technologies including Web 2.0 tools for tacit knowledge exploitation
Global-Scale Resource Survey and Performance Monitoring of Public OGC Web Map Services
One of the most widely-implemented service standards provided by the Open
Geospatial Consortium (OGC) to the user community is the Web Map Service (WMS).
WMS is widely employed globally, but there is limited knowledge of the global
distribution, adoption status or the service quality of these online WMS
resources. To fill this void, we investigated global WMSs resources and
performed distributed performance monitoring of these services. This paper
explicates a distributed monitoring framework that was used to monitor 46,296
WMSs continuously for over one year and a crawling method to discover these
WMSs. We analyzed server locations, provider types, themes, the spatiotemporal
coverage of map layers and the service versions for 41,703 valid WMSs.
Furthermore, we appraised the stability and performance of basic operations for
1210 selected WMSs (i.e., GetCapabilities and GetMap). We discuss the major
reasons for request errors and performance issues, as well as the relationship
between service response times and the spatiotemporal distribution of client
monitoring sites. This paper will help service providers, end users and
developers of standards to grasp the status of global WMS resources, as well as
to understand the adoption status of OGC standards. The conclusions drawn in
this paper can benefit geospatial resource discovery, service performance
evaluation and guide service performance improvements.Comment: 24 pages; 15 figure
Enablers and Inhibitors of Public Value Creation Through the Use of Open Government Data in Australian Public Sector
The development of open government data (OGD) has spread all around the world. The vast datasets that were proactively published on the OGD portal would be beneficial for government and its citizens. There are some factors that might enable OGD usage to create public values for the users and communities in the public sector. The OGD literature shows that there is a huge gap of an empirical research. This research aims to identify the salient factors that enable or inhibit a successful OGD usage and its beneficial outcomes in Australian public sector. This research has drawn on the Mooreâs framework (1995) for creating public values and the information systems success model framework as theoretical backgrounds to conduct survey research from a government employee perspective to address the gap in the literature
