    Civil Society Legitimacy and Accountability: Issues and Challenges

    University education rarely focuses its attention and imagination on teaching students how to turn a vision into reality; how to design, develop, and lead social change organizations. The author co-created the Social Entrepreneurship Collaboratory (SE Lab) at Stanford University and then Harvard University as a model educational program designed to achieve this goal. The SE Lab is a Silicon Valley influenced incubator where student teams create and develop innovative pilot projects for US and international social sector initiatives. The lab combines academic theory, frameworks, and traditional research with intensive field work, action research, peer support and learning, and participation of domain experts and social entrepreneurship practitioners. It also provides students an opportunity to collaborate on teams to develop business plans for their initiatives and to compete for awards and recognition in the marketplace of ideas. Students in the SE Lab have created innovative organizations serving many different social causes, including fighting AIDS in Africa, promoting literacy in Mexico, combating the conditions for terrorism using micro-finance in the Palestinian territories, and confronting gender inequality using social venture capital to empower women in Afghanistan

    Organization Development for Social Change

    The field of organization development (OD) has emerged from efforts to improve the performance of organizations, largely in the for-profit sector but more recently in the public and not-for-profit sectors as well. This paper examines how OD concepts and tools can be used to solve problems and foster constructive change at the societal level as well. It examines four areas in which OD can make such contributions: (1) strengthening social change-focused organizations, (2) scaling up the impacts of such agencies, (3) creating new inter-organizational systems, and (4) changing contexts that shape the action of actors strategic to social change. It discusses examples and the kinds of change agent roles and interventions that are important for each. Finally, it discusses some implications for organization development intervention, practitioners, and the field at large.This publication is Hauser Center Working Paper No. 25.     An agent-based architecture for managing the provision of community care - the INCA (Intelligent Community Alarm) experience

    Community Care is an area that requires extensive cooperation between independent agencies, each of which needs to meet its own objectives and targets. None are engaged solely in the delivery of community care, and need to integrate the service with their other responsibilities in a coherent and efficient manner. Agent technology provides the means by which effective cooperation can take place without compromising the essential security of both the client and the agencies involved as the appropriate set of responses can be generated through negotiation between the parties without the need for access to the main information repositories that would be necessary with conventional collaboration models. The autonomous nature of agents also means that a variety of agents can cooperate together with various local capabilities, so long as they conform to the relevant messaging requirements. This allows a variety of agents, with capabilities tailored to the carers to which they are attached to be developed so that cost-effective solutions can be provided. </p

    Distributed situation awareness in dynamic systems: Theoretical development and application of an ergonomics methodology

    The purpose of this paper is to propose foundations for a theory of situation awareness based on the analysis of interactions between agents (i.e., both human and non-human) in subsystems. This approach may help promote a better understanding of technology-mediated interaction in systems, as well as helping in the formulation of hypotheses and predictions concerning distributed situation awareness. It is proposed that agents within a system each hold their own situation awareness which may be very different from (although compatible with) other agents. It is argued that we should not always hope for, or indeed want, sharing of this awareness, as different system agents have different purposes. This view marks situation awareness as a 1 dynamic and collaborative process that binds agents together on tasks on a moment-by-moment basis. Implications of this viewpoint for development of a new theory of, and accompanying methodology for, distributed situation awareness are offered

    Alert-BDI: BDI Model with Adaptive Alertness through Situational Awareness

    In this paper, we address the problems faced by a group of agents that possess situational awareness, but lack a security mechanism, by the introduction of a adaptive risk management system. The Belief-Desire-Intention (BDI) architecture lacks a framework that would facilitate an adaptive risk management system that uses the situational awareness of the agents. We extend the BDI architecture with the concept of adaptive alertness. Agents can modify their level of alertness by monitoring the risks faced by them and by their peers. Alert-BDI enables the agents to detect and assess the risks faced by them in an efficient manner, thereby increasing operational efficiency and resistance against attacks.Comment: 14 pages, 3 figures.
