    Connected Women: How Mobile Can Support Women's Economic and Social Empowerment

    This report explores how mobile services provided by Vodafone and the Vodafone Foundation are enabling women to seize new opportunities and improve their lives. Accenture Sustainability Services were commissioned to conduct research on the services and to assess their potential social and economic impact if they were widely available across Vodafone's markets by 2020. It showcases the projects and the work of those involved and also poses the question -- what would the benefit to women and to society at large be if projects such as these were taken to scale and achieved an industrialscale of growth? This reflects the Foundation's commitment not solely to the development of pilots but rather the Trustees' ambition to see projects which lead to transformational change. In order to understand this more deeply, the Report looks at the benefits for women and society and providessome financial modelling for how the engagement of commercial players could achieve industrial, sustainable growth in these areas. Accenture has provided the modelling and, given the public benefit and understanding which the report seeks to generate, these are shared openly for all in the mobile industry to understand and share. It is the Trustees' hope that the collaboration with Oxford University and Accenture in the delivery of this Report will stimulate not only the expansion of existing charitable programmes but will also seed other philanthropic, social enterprise or commercial initiatives

    Motivations for OpenLearn: the Open University's Open Content Initiative

    This short paper is a contribution to the Organisation for Economic Co-operation and Development (OECD) expert workshop to help identify "motivations, benefits and barriers for institutions producing open educational resources". The motivations are examined by looking at the reasons behind the launch by the Open University in the UK of a web based collection of open educational resources, OpenLearn. OpenLearn launched on October 25th 2006 and reflects an initiative backed by the William and Flora Hewlett Foundation and the Open University to develop a learning environment (LearningSpace) and an accompanying educator environment (LabSpace) giving free access to material derived from Open University courses. There are of course many reasons for the taking part in open educational resources and so this paper considers motivations in community, organisational, technical and economic terms.The paper was initially prepared for the OECD experts meeting on Open Educational Resources 26-27 October 2006 in Barcelona, Spain

    Report on the Evaluation of EVS Usage and Trends at the University of Hertfordshire : February to June 2014

    The Electronic Voting Systems (EVS) evaluation project for iTEAM has investigated the current level of engagement in the use of EVS across the institution in 2014. It has built on the work and outputs of the JISC supported Evaluating Electronic Voting Systems (EEVS) project in 2011-12 and the work of the iTEAM project through 2011-2013. It offers an up-to-date examination of the trends in EVS adoption and the breadth and nature of EVS use across the different academic schools. The project adopted a mixed-methods approach to evaluate usage and engagement. The starting point was a desk study to examine the existing data on numbers of EVS handsets purchased by academic schools in 2011, 2012 and 2013 and registered across the University and to explore the details from the School reports previously submitted to iTEAM. Sources of data included Information Hertfordshire and the iTEAM archive. Quantitative surveys were drawn up and information requests for student numbers were made to Senior Administrative Managers (SAM). A series of interviews were held with School-based academics including EVS Champions and Associate Deans for Learning and Teaching. Three purchasing trends for EVS handsets by different Schools were found:- slow decrease in HUM, LAW and PAM, moderate increase in BS, EDU and HSK and rapid increase in CS, ET and LMS. In terms of levels of EVS usage in 2013 -14 four different patterns emerged among the schools. These showed: slow increase (CS, LMS and PAM), slow decrease (BS, ET, EDU and HUM), rapid decrease (LAW) and no change (CA and HSK). The EVS purchasing and usage trends comply with the figures given by Rogers for his technology adoption model. Some schools are characterised by successful ongoing EVS use over several years while other school strategies for EVS, which had showed promise early on, have faltered in their use. There was some evidence that academics in STEMM subjects are more likely to engage willingly with EVS use where larger groups are taught, but this is not yet in evidence across all the STEMM groups at this university. Furthermore good practice exists and flourishes across non-STEMM subjects as well. The strategies for successful School-based EVS embedding and continued use include the following three hallmarks:- ‱Top-down management support for purchasing of handsets and including training for academics and administrators, and alignment with the School teaching and learning strategy. ‱The existence of a core of innovators and early adopters of technology including the local EVS champions, who are willing to actively engage with their fellow colleagues in sharing the potential of EVS technology. ‱An engagement with the pedagogical implications for changing and developing practice that the greater use of formative or summative polling and questioning requires. The immediate future of classroom technologies such as EVS offers two main directions. Firstly, there is the continuation of adopting ‘institutionally provided’ handheld devices. This is a low-cost method that can be used easily and flexibly. The other options for classroom polling rely on sufficient wifi availability in the teaching rooms and/or mobile phone signal strength/network availability and capacity. It is anticipated that the capacity issue will present fewer barriers for adoption in future, and that the future of the classroom response systems is inevitably linked to the widespread use of mobile technologies by students

    Digital exclusion in later life : a Maltese case-study

    Information and communication technologies (ICTs) are driving profound changes in the way in which individuals, organizations and governments interact. In particular, the internet has been a major force behind the development towards a more globalized, knowledge-based economy. However, in terms of computer access and internet usage, a digital divide between the ‘haves’ and the ‘have nots’ has long been recognized. One key sector of non-users consists of older persons. For various reasons – including no exposure to computers over their lifetime and in their occupations, income levels, physical disability and access to affordable ICT training – only limited percentages of older people have adequate ICT skills. A growing concern is that older adults who do not engage with ICTs face social disadvantages and exclusion. This article reports upon a qualitative study on older non-users of ICTs, with its key goal being to understand what leads to, and the effects of, digital exclusion in later life. Results found that older persons who never made use of ICTs were significantly delineated by gender and socio-economic status patterns - namely, women (especially housewives, who had never been in paid employment), individuals who worked in blue-collar and working-class occupations, and the long-term unemployed. Data also demonstrated that access was not the main issue at hand, and that the failure of older adults to become digital citizens was the result of a continuum of overlapping barriers. This study provided information highlighting the rationales and motivations underlying individuals’ non-use of computers - namely, believing that they were now ‘too old’ to use new technologies, a lack of relevance or ‘life-fit’ of computers, perceived non-usefulness and difficulty to use, anxiety about computer usage, concern about security and privacy issues, and the facing of disability issues.N/

    Invisible publics: higher education and digital exclusion

    Teaching in public involves reducing barriers to access and nowhere is this more appropriate than with the subject of electronic resources and the delivery of virtual learning opportunities. The future of the university, in a time of resurgence of neo-liberal values, the primacy of market forces and an increasing emphasis on private rather than public provision, has become the subject of much debate. Insufficient attention, however, is being paid to the possibility of exclusion, which is the inevitable result of increasing digital pedagogies and practices. This chapter focuses on the role of the university in ensuring equitable access to digital technology. Over the last decade, the possibilities of virtual learning have included pportunities for widening participation, increasing student numbers and opening up world trades in professional and academic expertise, thereby sustaining the globalization of education. This chapter addresses the limitations to these opportunities, in particular the failure to prioritize issues of digital inclusion and the divisive consequences of digital discrimination. The chapter is in two parts: the first examines the adoption of virtual learning within higher education, in particular, the ability of the technology to both enable and deny access. The second looks at the wider implications of this duality when set against the background of an increasingly digital society, and how inclusive practices are failing to have inclusive results
