    Digital Peacekeepers, Drone Surveillance and Information Fusion: A Philosophical Analysis of New Peacekeeping

    In June 2014 an Expert Panel on Technology and Innovation in UN Peacekeeping was commissioned to examine how technology and innovation could strengthen peacekeeping missions. The panel\u27s report argues for wider deployment of advanced technologies, including greater use of ground and airborne sensors and other technical sources of data, advanced data analytics and information fusion to assist in data integration. This article explores the emerging intelligence-led, informationist conception of UN peacekeeping against the backdrop of increasingly complex peacekeeping mandates and precarious security conditions. New peacekeeping with its heightened commitment to information as a political resource and the endorsement of offensive military action within robust mandates reflects the multiple and conflicting trajectories generated by asymmetric conflicts, the responsibility to protect and a technology-driven information revolution. We argue that the idea of peacekeeping is being revised (and has been revised) by realities beyond peacekeeping itself that require rethinking the morality of peacekeeping in light of the emergence of \u27digital peacekeeping\u27 and the knowledge revolution engendered by new technologies

    Rethinking Disability in the Private Sector: Report from the Panel on Labour Market Opportunities for Persons with Disabilities

    In July 2012, the Government of Canada appointed a panel to consult with private sector employers, as well as other organizations and individuals, on the labour market participation of people with disabilities. The panel members were asked to identify successes and best practices in the employment of people with disabilities, as well as the barriers faced by employers, and to report on their findings. In-person and telephone consultations were conducted with almost 70 employers, and feedback was received from approximately 130 online submissions. Responses came from organizations of all sizes across the country and in a broad range of industry sectors. Findings were shared anonymously with a number of national non-profit organizations and business associations to determine if they resonated with other stakeholders. While the consultations were the main focus of the panel’s efforts, research was also conducted into the business case associated with hiring people with disabilities in Canada and other jurisdictions. This report is directed at Canadian private sector employers, and offers the following findings: Many companies are doing great things, but more education and training are needed (see “Employers speak”). While most of the companies we heard from showed a genuine desire to hire people with disabilities, education and training are required to overcome barriers, dispel myths and put theory into practice. As the examples of forward-thinking Canadian companies and their best practices testify, there is significant experience available on which to build. Hiring people with disabilities is good for business. (see “Understanding the business case”). We heard this from senior and experienced business leaders who recognize the value of an inclusive work environment. Although mainly intuitive, their beliefs are supported by the performance of corporate diversity leaders on the capital markets, as well as data on employee retention and productivity. It is noteworthy that in 57 percent of cases, no workplace accommodation is required for people with disabilities. In the 37 percent of cases reporting a one-time cost to accommodate an employee with a disability, the average amount spent is $500. The keys to success are leadership and effective community partnerships (see “Making it work for you”). To increase employment among people with disabilities and access the related benefits, tone from the top and the actions of leaders are imperative. Also critical is identifying community partners who fully understand the business’s talent needs and are committed to customer service.     Uncertainty Quantification of geochemical and mechanical compaction in layered sedimentary basins

    In this work we propose an Uncertainty Quantification methodology for sedimentary basins evolution under mechanical and geochemical compaction processes, which we model as a coupled, time-dependent, non-linear, monodimensional (depth-only) system of PDEs with uncertain parameters. While in previous works (Formaggia et al. 2013, Porta et al., 2014) we assumed a simplified depositional history with only one material, in this work we consider multi-layered basins, in which each layer is characterized by a different material, and hence by different properties. This setting requires several improvements with respect to our earlier works, both concerning the deterministic solver and the stochastic discretization. On the deterministic side, we replace the previous fixed-point iterative solver with a more efficient Newton solver at each step of the time-discretization. On the stochastic side, the multi-layered structure gives rise to discontinuities in the dependence of the state variables on the uncertain parameters, that need an appropriate treatment for surrogate modeling techniques, such as sparse grids, to be effective. We propose an innovative methodology to this end which relies on a change of coordinate system to align the discontinuities of the target function within the random parameter space. The reference coordinate system is built upon exploiting physical features of the problem at hand. We employ the locations of material interfaces, which display a smooth dependence on the random parameters and are therefore amenable to sparse grid polynomial approximations. We showcase the capabilities of our numerical methodologies through two synthetic test cases. In particular, we show that our methodology reproduces with high accuracy multi-modal probability density functions displayed by target state variables (e.g., porosity).Comment: 25 pages, 30 figure

    The NMC Horizon Report > 2017 Higher Education Edition is a collaborative effort between the NMC and the EDUCAUSE Learning Initiative (ELI). This 14th edition describes annual findings from the NMC Horizon Project, an ongoing research project designed to identify and describe emerging technologies likely to have an impact on learning, teaching, and creative inquiry in education. Six key trends, six significant challenges, and six important developments in educational technology are placed directly in the context of their likely impact on the core missions of universities and colleges. The three key sections of this report constitute a reference and straightforward technology-planning guide for educators, higher education leaders, administrators, policymakers, and technologists. It is our hope that this research will help to inform the choices that institutions are making about technology to improve, support, or extend teaching, learning, and creative inquiry in higher education across the globe.     There's a monster in my kitchen: using aversive feedback to motivate behaviour change

    In this paper we argue that “persuasive technologies,” developed to motivate behaviour change in users, have so far failed to exploit the established body of empirical research within behavioural science. We propose that persuasive technologies may benefit from both adapting to individual preferences, and a constructive use of aversive, in addition to appetitive, feedback. We detail an example application that demonstrates how this approach can be incorporated into an application designed to train users to adopt more environmentally friendly behaviours in their domestic kitchens

    This Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC). The report focuses on the relationship between climate change and extreme weather and climate events, the impacts of such events, and the strategies to manage the associated risks. The IPCC was jointly established in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP), in particular to assess in a comprehensive, objective, and transparent manner all the relevant scientific, technical, and socioeconomic information to contribute in understanding the scientific basis of risk of human-induced climate change, the potential impacts, and the adaptation and mitigation options. Beginning in 1990, the IPCC has produced a series of Assessment Reports, Special Reports, Technical Papers, methodologies, and other key documents which have since become the standard references for policymakers and scientists.This Special Report, in particular, contributes to frame the challenge of dealing with extreme weather and climate events as an issue in decisionmaking under uncertainty, analyzing response in the context of risk management. The report consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies

    Massive MIMO is a Reality -- What is Next? Five Promising Research Directions for Antenna Arrays

    Massive MIMO (multiple-input multiple-output) is no longer a "wild" or "promising" concept for future cellular networks - in 2018 it became a reality. Base stations (BSs) with 64 fully digital transceiver chains were commercially deployed in several countries, the key ingredients of Massive MIMO have made it into the 5G standard, the signal processing methods required to achieve unprecedented spectral efficiency have been developed, and the limitation due to pilot contamination has been resolved. Even the development of fully digital Massive MIMO arrays for mmWave frequencies - once viewed prohibitively complicated and costly - is well underway. In a few years, Massive MIMO with fully digital transceivers will be a mainstream feature at both sub-6 GHz and mmWave frequencies. In this paper, we explain how the first chapter of the Massive MIMO research saga has come to an end, while the story has just begun. The coming wide-scale deployment of BSs with massive antenna arrays opens the door to a brand new world where spatial processing capabilities are omnipresent. In addition to mobile broadband services, the antennas can be used for other communication applications, such as low-power machine-type or ultra-reliable communications, as well as non-communication applications such as radar, sensing and positioning.
