    Natural Language Query in the Biochemistry and Molecular Biology Domains Based on Cognition Search™

    Motivation: With the tremendous growth in scientific literature, it is necessary to improve upon the standard pattern matching style of the available search engines. Semantic NLP may be the solution to this problem. Cognition Search (CSIR) is a natural language technology. It is best used by asking a simple question that might be answered in textual data being queried, such as MEDLINE. CSIR has a large English dictionary and semantic database. Cognition’s semantic map enables the search process to be based on meaning rather than statistical word pattern matching and, therefore, returns more complete and relevant results. The Cognition Search engine uses downward reasoning and synonymy which also improves recall. It improves precision through phrase parsing and word sense disambiguation.
Result: Here we have carried out several projects to "teach" the CSIR lexicon medical, biochemical and molecular biological language and acronyms from curated web-based free sources. Vocabulary from the Alliance for Cell Signaling (AfCS), the Human Genome Nomenclature Consortium (HGNC), the United Medical Language System (UMLS) Meta-thesaurus, and The International Union of Pure and Applied Chemistry (IUPAC) was introduced into the CSIR dictionary and curated. The resulting system was used to interpret MEDLINE abstracts. Meaning-based search of MEDLINE abstracts yields high precision (estimated at >90%), and high recall (estimated at >90%), where synonym information has been encoded.     From computer assisted language learning (CALL) to mobile assisted language use

    This article begins by critiquing the long-established acronym CALL (Computer Assisted Language Learning). We then go on to report on a small-scale study which examines how student non-native speakers of English use a range of digital devices beyond the classroom in both their first (L1) and second (L2) languages. We look also at the extent to which they believe that their L2-based activity helps consciously and/or unconsciously with their language learning, practice, and acquisition. We argue that these data, combined with other recent trends in the field, suggest a need to move from CALL towards a more accurate acronym: mobile assisted language use (MALU). We conclude with a definition of MALU together with a brief discussion of a potential alignment of MALU with the notion of the digital resident and a newly emerging educational theory of connectivism

    Digital Networks in Language Learning: Instant Messaging and the Practice and Acquisition of Writing Skills

    The advance of globalization and the information technology revolution call for fundamental changes in foreign language teaching and learning. However, according to Kern and Warschauer [1], “the computer, like any other technological tool used in teaching (
) does not in and of itself bring about improvements in learning.” Instead, they propose that we should “look to particular practices of use in particular contexts” so that we might be able to ascertain if the use of network-based language teaching leads to better language learning. In other words, we should describe and evaluate the social context of a specific practice of use as far as the learners, their motivation, the setting and features of their social interaction and their use of language are concerned. This paper aims to address some pedagogical issues in the use of software applications in foreign language teaching. More specifically, it attempts to examine the results of an online written interaction activity among advanced (C2) students of English as a foreign language at the University of Évora, Portugal, through Skype, a software application that allows users to communicate by voice calls and instant messaging over the internet. It also examines some of the potential benefits of synchronous conference as pointed out by Kern et al., namely: (1) encouragement of a collaborative spirit among students, and (2) enhanced motivation for language practice and, in particular, greater involvement of students who rarely participated in oral discussions [2]. Moreover, it analyses some features of language use, the role of the teacher, and the fulfillment of instructional goals.     ICTs: empowering Western Australian women?

    The idea that women are empowered through their learning and use of ICTs (ICTs are defined as computers, the Internet, and e-mail for the purposes of this thesis) has been adopted by international development agencies and the governments of most nations throughout the world. Hence, many agencies and governments have made courses on computers, the Internet, and e-mail available to women with the aim of empowering them. Empowerment is defined variously and has at its core the social, political, and economic development of women to create equality and challenge patriarchy. Women's empowerment seeks to bring about societal change that will create conditions and structures that foster and maintain gender equality in all facets of life. This thesis examines the notion of women's empowerment through ICTs. The first section of the thesis uses development and empowerment literature to define, explain, and critique women's empowerment and the conditions under which it is supposed to operate. The second section presents, analyses, and discusses the data collected from a questionnaire answered by some Western Australian women on their experiences of ICTs courses offered by the Western Australian government and their subsequent life changes. The questionnaire was designed to establish whether or not women are empowered to create societal change and challenge patriarchy, as suggested in literature. The results from the questionnaire show that the majority of the women in the cohort were empowered to the intrapersonal (or micro-) level only. Hence, there was little evidence for the majority of women of the interpersonal (or meso-) level and no evidence of the societal (macro-) level empowerment of the women through ICTs. Therefore, this study does not support the contention that women are empowered through ICTs

    Is there room for the BBC in the mental lexicon? On the recognition of acronyms

    It has been suggested that acronyms like BBC are processed like real words. This claim has been based on improved performance with acronyms in the Reicher-Wheeler task, the letter string matching task, the visual feature integration task, and the N400 component in event-related potential (ERP) studies. Unfortunately, in all these tasks performance on acronyms resembled performance on pseudowords more than performance on words. To further assess the similarity of acronyms and words, we focused on the meaning of the acronyms and used masked priming to examine whether target words can be primed to the same extent with associatively related acronyms as with associatively related words. Such priming was possible at a stimulus onset asynchrony (SOA) of 84ms. In addition, the priming of the acronyms did not depend on the letter case in which they were presented: The target word books was primed as much by isbn and iSbN as by ISBN

    The future of Internet governance: should the U.S. relinquish Its authority over ICANN?

    How ICANN and the Internet domain name system are ultimately governed may set an important precedent in future policy debates over how the Internet should be governed, and what role governments and intergovernmental organizations should play. Overview Currently, the U.S. government retains limited authority over the Internet’s domain name system, primarily through the Internet Assigned Numbers Authority (IANA) functions contract between the National Telecommunications and Information Administration (NTIA) and the Internet Corporation for Assigned Names and Numbers (ICANN). By virtue of the IANA functions contract, the NTIA exerts a legacy authority and stewardship over ICANN, and arguably has more influence over ICANN and the domain name system (DNS) than other national governments. On March 14, 2014, NTIA announced the intention to transition its stewardship role and procedural authority over key Internet domain name functions to the global Internet multistakeholder community. To accomplish this transition, NTIA has asked ICANN to convene interested global Internet stakeholders to develop a transition proposal. NTIA has stated that it will not accept any transition proposal that would replace the NTIA role with a government-led or an intergovernmental organization solution. Currently, Internet stakeholders are engaged in a series of working groups to develop a transition proposal. Their goal is to submit a final proposal to NTIA by summer 2015. NTIA must approve the proposal in order for it to relinquish its authority over the IANA functions contract. While the IANA functions contract expires on September 30, 2015, NTIA has the flexibility to extend the contract for any period through September 2019. Concerns have risen in Congress over the proposed transition. Critics worry that relinquishing U.S. authority over Internet domain names may offer opportunities for either hostile foreign governments or intergovernmental organizations, such as the United Nations, to gain undue influence over the Internet. On the other hand, supporters argue that this transition completes the necessary evolution of Internet domain name governance towards the private sector, and will ultimately support and strengthen the multistakeholder model of Internet governance. Legislation has been introduced in the 113th and 114th Congresses which would prevent, delay, or impose conditions or additional scrutiny on the transition. In the 113th Congress, a provision in the Consolidated and Further Continuing Appropriations Act, 2015 (P.L. 113-235) provides that during FY2015, NTIA may not use any appropriated funds to relinquish its responsibility with respect to Internet domain name system functions. In the 114th Congress, H.R. 805 (the DOTCOM Act of 2015) would prohibit NTIA from relinquishing its authority over the Internet domain name system until the Government Accountability Office (GAO) submits a report to Congress examining the implications of the proposed transfer. The proposed transition could have a significant impact on the future of Internet governance. National governments are recognizing an increasing stake in ICANN and DNS policy decisions, especially in cases where Internet DNS policy intersects with national laws and interests related to issues such as intellectual property, cybersecurity, privacy, and Internet freedom. How ICANN and the Internet domain name system are ultimately governed may set an important precedent in future policy debates—both domestically and internationally—over how the Internet should be governed, and what role governments and intergovernmental organizations should play

    Using XDAQ in Application Scenarios of the CMS Experiment

    XDAQ is a generic data acquisition software environment that emerged from a rich set of of use-cases encountered in the CMS experiment. They cover not the deployment for multiple sub-detectors and the operation of different processing and networking equipment as well as a distributed collaboration of users with different needs. The use of the software in various application scenarios demonstrated the viability of the approach. We discuss two applications, the tracker local DAQ system for front-end commissioning and the muon chamber validation system.
