    Quest for Aviation Growth

    Based on a review of the Airlines Alliances in various parts of the world, the paper comments on the choices before India. It develops the basic contours of strategy for growth of Indian Aviation and notes the role of the government in this context. It suggests a step-wise approach starting with streamlining the domestic aviation scenario, enlarging the market size by treating air travel as an alternative mode rather than as something exclusive for the corporate sector. It also suggests need for adding capacity, creating openness and cooperation among the domestic players in dealing with the international competition. It further recommends creation of maintenance and transit hubs to carve a share of the international aviation business. Finally, it recommends a gradual step-wise offer of equity partnership to preferred partners in the aeroplane and aviation equipment manufacturing industry.

    Global strategic alliances in scheduled air transport - implications for competition policy

    In international aviation, global strategic alliances (GSAs) have in recent years become an important form of cooperation between airlines. This cooperation has hit the antitrust nerve of the European Commission. Initially, the Commission had attempted to constrain both the market share of the major alliances in transatlantic air transport and their access to major European hubs (London and Frankfurt). The airlines maintain that they need alliances as an inevitable means to adapt to the changing environment in increasingly liberalized and globalized air transport markets in order to remain competitive and to fully realize their growth potential. The final verdict by the Commission will be published soon. Though the existing airline alliances are not stable enough to threaten competition and the openness of airline markets on a global scale, certain hubs or even city pairs might be in danger of being dominated by an individual alliance. This is all the more so as alliances in aviation — contrary to, e.g., strategic R&D alliances in manufacturing — are based on cooperating in a core area of the participants' commercial activities, which might end in collusion. On the other hand, alliances may indeed be regarded as an appropriate tool for internationally active firms to remain competitive. For analyzing alliances' impact on competition, networks seem to be more appropriate than city pairs. On the networks level, complementary alliances usually improve overall welfare via lower fares in all submarkets, whereas parallel alliances tend to result in higher prices in the former parallel markets and lower in other markets due to network spillover effects. Since GSAs in aviation are both of a complementary and a parallel nature, no clear-cut a priori position for or against alliances can be maintained based on conventional antitrust reasoning. From the new institutional economics perspective, alliances are ambiguous as well, because this perspective highlights the efficiency objectives of the participating carriers as well as the potential for collusion and opportunistic behavior. Empirical evidence on the market shares and pricing behavior of alliances and their members does not as yet reflect an increasing threat to competition by these forms of cooperation. But it should be noted that alliances appear to be gaining greater stability over time and that the number of independent competitors is shrinking. These independent competitors contribute much to the dynamics of the competitive process. If their vital role for competition were to be restricted, GSAs in airtransport might prove to be detrimental in the long run. The European Commission is right to be on the alert about GSAs having potentially detrimental effects on competition. However, the Commission should avoid overreacting in its zeal to keep markets open (contestable). It should be borne in mind that market access on transatlantic as well as on most other international air transport routes is still governed by the administrative provisions of intergovernmental bilateral agreements and not by market forces. Therefore, the rrtore relevant question for aviation.policy would be whether competition on the North Atlantic routes could be best maintained by scrapping the bilateral agreements and embarking on a truly liberal open skies aviation agreement between the EU, the United States, and other countries. --

    Assessing Socioeconomic Impacts of Transport Infrastructure Projects in the Greater Mekong Subregion

    This study attempts to quantify the links between infrastructure investment and poverty reduction using a multi-region general equilibrium model, supplemented with household survey data for the Greater Mekong Subregion (GMS). Infrastructure investment is an important step in economic development, with improvements in transportation infrastructure boosting economic opportunities throughout the region, for example by significantly reducing travel times and costs. In this study, we concentrate on quantifying the effects of some of the key linkages between upgraded infrastructure, economic growth, and poverty reduction. We model the impact of both reducing transport costs and improving trade facilitation in the GMS. Our findings suggest strong gains to the GMS countries as a result of infrastructure development and trade facilitation with national poverty reduced throughout the region.     Intermodal Transfer Coordination in Logistic Networks

    Increasing awareness that globalization and information technology affect the patterns of transport and logistic activities has increased interest in the integration of intermodal transport resources. There are many significant advantages provided by integration of multiple transport schedules, such as: (1) Eliminating direct routes connecting all origin-destinations pairs and concentrating cargos on major routes; (2) improving the utilization of existing transportation infrastructure; (3) reducing the requirements for warehouses and storage areas due to poor connections, and (4) reducing other impacts including traffic congestion, fuel consumption and emissions. This dissertation examines a series of optimization problems for transfer coordination in intermodal and intra-modal logistic networks. The first optimization model is developed for coordinating vehicle schedules and cargo transfers at freight terminals, in order to improve system operational efficiency. A mixed integer nonlinear programming problem (MINLP) within the studied multi-mode, multi-hub, and multi-commodity network is formulated and solved by using sequential quadratic programming (SQP), genetic algorithms (GA) and a hybrid GA-SQP heuristic algorithm. This is done primarily by optimizing service frequencies and slack times for system coordination, while also considering loading and unloading, storage and cargo processing operations at the transfer terminals. Through a series of case studies, the model has shown its ability to optimize service frequencies (or headways) and slack times based on given input information. The second model is developed for countering schedule disruptions within intermodal freight systems operating in time-dependent, stochastic and dynamic environments. When routine disruptions occur (e.g. traffic congestion, vehicle failures or demand fluctuations) in pre-planned intermodal timed-transfer systems, the proposed dispatching control method determines through an optimization process whether each ready outbound vehicle should be dispatched immediately or held waiting for some late incoming vehicles with connecting freight. An additional sub-model is developed to deal with the freight left over due to missed transfers. During the phases of disruption responses, alleviations and management, the proposed real-time control model may also consider the propagation of delays at further downstream terminals. For attenuating delay propagations, an integrated dispatching control model and an analysis of sensitivity to slack times are presented

    Key Performance Indicators for Sustainable Freight Transport and Scenario-based Impediments in Pakistan Freight Industry

    Freight transport enables economic growth, market connectivity, and access to the global supply chain systems which contribute to the societal progress and inclusive development of a country. However, it may undermine the sustainable operations by incurring external costs, inefficiency, and economic losses due to non-reliability, poor services, and information systems. In this research study, the Key Performance Indicators (KPIs) for Sustainable Freight Transport Systems (SFTS) are discussed based on available literature review and standards of sustainability measurement in freight transport. Then, based on KPIs some of the scenario-based impediments are highlighted which hinder the performance of the freight transport in Pakistan for achieving sustainable development goals. The core impediments included are Strategic Determinants (SD), Information Systems (IS), Infrastructure Management Systems (IMS) and City Logistics (CL). The negative direct impacts of the key identified factors are also highlighted and linked with each scenario-based impediment. This research study would provide an opportunity for the stakeholders to get tangible idea for policy making and upgradation of the freight transport industry in the country. The highlighted implications will also be validated via expert surveys and Delphi-analysis in the future study.
