    Culture-based artefacts to inform ICT design: foundations and practice

    Cultural aspects frame our perception of the world and direct the many different ways people interact with things in it. For this reason, these aspects should be considered when designing technology with the purpose to positively impact people in a community. In this paper, we revisit the foundations of culture aiming to bring this concept in dialogue with design. To inform design with cultural aspects, we model reality in three levels of formality: informal, formal, and technical, and subscribe to a systemic vision that considers the technical solution as part of a more complex social system in which people live and interact. In this paper, we instantiate this theoretical and methodological view by presenting two case studies of technology design in which culture-based artefacts were employed to inform the design process. We claim that as important as including issues related to culture in the ICT design agenda—from the conception to the development, evaluation, and adoption of a technology—is the need to support the design process with adequate artefacts that help identifying cultural aspects within communities and translating them into sociotechnical requirements. We argue that a culturally informed perspective on design can go beyond an informative analysis, and can be integrated with the theoretical and methodological framework used to support design, throughout the entire design process

    The First International Conference on Cultural Attitudes Towards Technology and Communication (CATaC’98), and its affiliated publications, seek to bring together current insights from philosophy, communication theory, and cultural sciences in an interdisciplinary dialogue. The synthesis of disparate scholarly ideas will shed greater light on just how culture impacts on the use and appropriation of new communications technologies. Beyond the individual contributions themselves, some of our most significant insights will emerge as we listen and discuss carefully with one another during the conference itself. As a way of preparing for that discussion, I offer the following overview of the CATaC papers and abstracts, along with a summary of the insights and questions they suggest

    Choice, design and use of technology in education settings can be dependent on culturally embedded norms, i.e., assumptions about the nature of knowledge, ways of communications, kinds of teaching and learning strategies\ud and methods, etc. By discussing the culturally inscribed norms in this article, it is argued that on the design and use of e-learning in the perspective of globalization it is critically important to recognize, understand and thus take into account the cultural situatedness. Drawing on the literature, we present a model of culturalpedagogical paradigms in higher education in general and e-learning in particular. We use this model to explore cultural-pedagogical orientations in Iranian Virtual Institutions as an instance of a developing country.     Preparing for a future of diversity - a conceptual framework for planning and evaluating multicultural educational colleges

    Higher Education institutions in the Western world need to prepare for a future in which cultural diversity is not a transient phase but a constant reality. They should, therefore, consider introducing Multicultural Education (ME) into their institution, and further develop it. As ME is a widely used yet hazy concept that covers a vast variety of approaches, strategies and programmes, the paper attempts to unveil the complexity of ME's broad conceptual basis. It addresses the ambiguity of the term “multiculturalism”, differentiates between five diversity-managing strategies, analyses a variety of definitions and goals attributed to ME and presents an integrated typology of ME programs. On this basis, it offers colleges a three-tier tool for benchmarking, introducing and designing ME. The tool consists of a diagnostic questionnaire, a table of design choices and an organisational guide for introducing and developing ME as first and second order changes in the college. With the multilayer conceptual framework constructed in it, the paper aims to achieve two purposes. The first is to supply a backbone for informed decisions that colleges have to make while designing their educational policy and practice in culturally diverse contexts.     Operationalizing Culture With Design Cards in Cross-Cultural Design: Translating Critical Knowledge Into Provocative Insights

    Operationalizing culture is “one of the most fundamental issues cross-cultural researchers face” (Matsumoto & Jones, 2009, p. 324), as stated in The Handbook of Social Research Ethics. Inconsiderate research design could “ignore the large degree of individual differences that exist in human behavior” (p. 325) and eventually “vindicate” cultural stereotypes the researchers mean to avoid. In the field of cross-cultural design, a big challenge is how to inform and guide the design process with a sophisticated understanding of culture. This design challenge is a contextualized problem of operationalizing culture in practice. Insensitive design recommendations could end up strengthening the cultural essentialism designers want to leave behind in this increasingly globalized world. For example, designers should be more careful when recommending an online event scheduling system for American users that includes more granular and precise time units (e.g., options at 15 minute precision level) than what is recommended for Mexican users. The recommendation makes sense as American culture is considered monochronic, which prefers punctuality for meetings, while Mexican culture is not. However, what if some individual Mexican users might want to take more proactive actions to counteract their polychromic cultural influence for intercultural collaboration
