    Exploring the interface between community-based forest management and systems modelling

    Participatory modes of development, in general and community-based forest management in particular, have been widely accepted as a better alternative to traditional management paradigms, which have been discredited for being too expert-driven, centrally planned, and essentially top-down with strong adherence to principles of rationality. Recently however, participatory approaches have also received some criticism for their lack of rigour and highly empiricist orientation. Traditional modelling approaches have often been associated with traditional management paradigms in part because they are highly structured and systematic in their approach. Despite their perceived limitations, participatory approaches and modelling offer a number of desirable properties and strengths that can enhance both the practice and theory of community-based management. This paper explores alternative ways by which systems modelling can be adopted in a participatory framework. Combining these two approaches offers the flexibility, inclusivity and practicality of participatory methods, and the systemic, systematic and analytical capabilities of systems modelling. Examples of models that adhere to this hybrid approach are described in this paper

    Relating the philosophy and practice of ecological economics: The role of concepts, models, and case studies in inter- and transdisciplinary sustainability research

    We develop a comprehensive multi-level approach to ecological economics (CML-approach) which integrates philosophical considerations on the foundations of ecological economics with an adequate operationalization. We argue that the subject matter and aims of ecological economics require a specific combination of inter- and transdisciplinary research, and discuss the epistemological position on which this approach is based. In accordance with this understanding of inter- and transdisciplinarity and the underlying epistemological position, we develop an operationalization which comprises simultaneous analysis on three levels of abstraction: concepts, models and case studies. We explain these levels in detail, and, in particular, deduce our way of generic modeling in this context. Finally, we illustrate the CML-approach and demonstrate its fruitfulness by the example of the sustainable management of semi-arid rangelands. --ecological economics,interdisciplinarity,philosophy of science,transdisciplinarity

    Disease Surveillance Networks Initiative Africa: Final Evaluation

    The overall objective of the Foundation's Disease Surveillance Networks (DSN) Initiative is to strengthen technical capacity at the country level for disease surveillance and to bolster response to outbreaks through the sharing of technical information and expertise. It supports formalizing collaboration, information sharing and best practices among established networks as well as trans-national, interdisciplinary and multi-sectoral efforts, and is experienced in developing and fostering innovative partnerships. In order to more effectively address disease threats, the DSN has four key outcome areas:(1) forming and sustaining trans-boundary DSN;(2) strengthening and applying technical and communication skills by local experts and institutions;(3) increasing access and use of improved tools and methods on information sharing, reporting and monitoring; and(4) emphasizing One Health and transdisciplinary approaches to policy and practice at global, regional and local levels

    Lessons learned in effective community-university-industry collaboration models for smart and connected communities research

    In 2017, the Boston University Hariri Institute for Computing and the Initiative on Cities co-hosted two workshops on “Effective Community-University-Industry Collaboration Models for Smart and Connected Communities Research,” with the support of the National Science Foundation (NSF). These efforts brought together over one hundred principal investigators and research directors from universities across the country, as well as city officials, community partners, NSF program managers and other federal agency representatives, MetroLab Network representatives and industry experts. The focus was on transdisciplinary “smart city” projects that bring technical fields such as engineering and computer science together with social scientists and community stakeholders to tackle community-sourced problems. Presentations, panel discussions, working sessions and participant white papers surfaced operational models as well as barriers and levers to enabling effective research partnerships. To capture the perspectives and beliefs of all participants, in addition to the presenters, attendees were asked to synthesize lessons on each panel topic. This white paper summarizes the opportunities and recommendations that emerged from these sessions, and provides guidance to communities and researchers interested in engaging in these types of partnerships as well as universities and funders that endeavor to nurture them. It draws on the collective wisdom of the assembled participants and the authors. While many of the examples noted are drawn from medium and large cities, the lessons may still be applicable to communities of various sizes.National Science Foundatio

    Human dimensions of global environmental change: A review of frameworks and research gaps.

    This review of current knowledge in, and development of, priorities for research into the human dimensions of global environmental change has been conducted to assist the Foundation for Research Science and Technology to formulate their research needs agenda. An overview of the emergence of the human dimension of the global environmental change research field is used as a prelude to a review of the international literature on frameworks for conducting human dimensions research. The terminology used in the human dimension field is diverse. An attempt is therefore made to consolidate the myriad of definitions for key concepts, in order to form a basis for human dimensions research in New Zealand and build a platform for the remainder of this report. Three disciplinary areas of academic inquiry were explored in the context of human dimensions of global environmental change research: economics, law and biological sciences. These disciplinary perspectives are reviewed through the international literature and in a New Zealand context. A conceptual framework for research into the human dimensions of global environmental change is provided based on the knowledge-base developed from the both international and New Zealand research. Core concepts, such as found in multidisciplinary and transdisciplinary research are reviewed in historical context to form the basis for a specific research framework for New Zealand. Some general needs for research are derived from the New Zealand framework. The remainder of this report details the methods used for drawing out expert opinion on the priorities for research on the human dimensions of global environmental change in the context of information, knowledge and method. Thirty-eight interviews and two hui were conducted and 254 research needs defined by questions were obtained. A modified Delphi technique was applied to the questions and prioritised lists of responses are provided. The final list Provides European/Pakeha and Māori perspectives. Divergence and convergence between the European/Pakeha and Māori responses is provided, as well as justification for the prioritisation stance that is taken. This research had four outputs: A conceptual framework for considering the human dimensions of global environmental changes and research contributions; A description of the gaps in knowledge that impede effective response to global change and provisional research needs: one for New Zealand generally, and one on Māori in particular; A network of end-users and research providers that are cognisant of, and contributors to, the human dimensions research assessment; A set of priority research needs pertaining to the human dimensions of global environmental change, in a form suitable for use by FRST

    Ethics and OR: Operationalising Discourse Ethics

    Operational researchers help managers decide what they ought to do and yet this is generally evaluated in terms of efficiency or effectiveness, not ethicality. However, the combination of the tremendous power of global corporations and the financial markets, and the problems the world faces in terms of economic and environmental sustainability, has led to a revival of interest in ethical approaches. This paper explores a relatively recent and innovative process called discourse ethics. This is very different from traditional ethical systems in taking ethical decisions away from individuals or committees and putting them in the hands of the actual people who are involved and affected through processes of debate and deliberation. The paper demonstrates that discourse ethics has strong connections to OR, especially in the areas of soft and critical systems, and that OR can actually contribute to the practical operationalisation of discourse ethics. At the same time, discourse ethics can provide a rigorous discursive framework for “ethics beyond the model"

    Open modeling for designing community ecosystems

    The paper proposes an open approach to modeling to cater for the emerging trend to complex adaptive systems. Such systems are seen as collections of people, programs, computers and other physical objects that must coexist and work towards a vision in a continually changing environment. The information system here is perceived as a network of physical, knowledge and other kinds of entities connected into a network that emerges as the environment evolves. The paper describes a community oriented approach to model such systems where each community is seen as a collection of such entities. The communities themselves are connected to create a system of systems or a community ecosystem where the communities collaborate to realize a continually emerging vision. The paper describes an open modeling approach for such ecosystems to provide designers a systematic way to design community coordination. It first uses living systems and complexity as metaphors to design community structures that ensure collaboration persists over a long time. The modeling methods provide a flexible approach to show networks of community collaborating within their context. An open approach is to provide users with a flexible method to create community networks using semantics natural to the user and emphasizing perspectives to visualize the complex relationships within such systems

    Knowledge in rural transitions: formal and informal underpinnings of land governance in Khorezm

    We analyze the shifting selections and roles of knowledge in rapidly evolving rural governance, exemplified by the complex transition of land governance in Khorezm, a province of Uzbekistan. Through a study of the evolution of various organizations involved in land governance at different spatial scales, we reconstruct the changing patterns of formality and informality in the organization and management of land in this irrigated rural area. These patterns, we argue, are crucial in understanding which forms of knowledge could and can play a role in spatial decisionmaking. It is further argued that a widening gap between formal and informal institutions, aggravated by the rhetorical persistence of Soviet planning mythologies, makes it increasingly hard to discern which knowledge plays a role in spatial decision‐making. This situation is bound to hinder planning and development attempts involving the development and application of knowledge. While many observed mechanisms of knowledge selection seem specific to post‐ Soviet transition, we argue that they are present in every situation where planning mythologies and path‐dependencies mark the evolution of rural governance, and that they ought to be studied in their own context before deciding which knowledge could drive development

    Academic Institutions and One Health: Building Capacity for Transdisciplinary Research Approaches to Address Complex Health Issues at the Animal–Human–Ecosystem Interface

    To improve health at the human, animal, and ecosystem interface, defined as One Health, training of researchers must transcend individual disciplines to develop a new process of collaboration. The transdisciplinary research approach integrates frameworks and methodologies beyond academic disciplines and includes involvement of and input from policy makers and members of the community. The authors argue that there should be a significant shift in academic institutions' research capacity to achieve the added value of a transdisciplinary approach for addressing One Health problems. This Perspective is a call to action for academic institutions to provide the foundations for this salient shift. The authors begin by describing the transdisciplinary approach, propose methods for building transdisciplinary research capacity, and highlight three value propositions that support the case. Examples are provided to illustrate how the transdisciplinary approach to research adds value through improved sustainability of impact, increased cost-effectiveness, and enhanced abilities to mitigate potentially harmful unintended consequences. The authors conclude with three key recommendations for academic institutions: (1) a focus on creating enabling environments for One Health and transdisciplinary research, (2) the development of novel funding structures for transdisciplinary research, and (3) training of "transmitters" using real-world-oriented educational programs that break down research silos through collaboration across disciplines
