    Critique of Architectures for Long-Term Digital Preservation

    Evolving technology and fading human memory threaten the long-term intelligibility of many kinds of documents. Furthermore, some records are susceptible to improper alterations that make them untrustworthy. Trusted Digital Repositories (TDRs) and Trustworthy Digital Objects (TDOs) seem to be the only broadly applicable digital preservation methodologies proposed. We argue that the TDR approach has shortfalls as a method for long-term digital preservation of sensitive information. Comparison of TDR and TDO methodologies suggests differentiating near-term preservation measures from what is needed for the long term. TDO methodology addresses these needs, providing for making digital documents durably intelligible. It uses EDP standards for a few file formats and XML structures for text documents. For other information formats, intelligibility is assured by using a virtual computer. To protect sensitive information—content whose inappropriate alteration might mislead its readers, the integrity and authenticity of each TDO is made testable by embedded public-key cryptographic message digests and signatures. Key authenticity is protected recursively in a social hierarchy. The proper focus for long-term preservation technology is signed packages that each combine a record collection with its metadata and that also bind context—Trustworthy Digital Objects.

Part of this model will include best practices for business continuity relationships and will integrate trust models from Holland and Lockett (1998) and Ring and Van de Ven (1994) and how they can be applied to a process for trust restoration after periods of disaster or critical data loss. These models provide key frameworks for understanding how trust can be utilized for collaborative start points as well as for collaborative recovery points from physical natural disaster or critical data loss

    This essay discusses the importance of the areas of infrastructure and testing to help digital preservation services demonstrate reliability, transparency, and accountability. It encourages practitioners to build a strong culture in which transparency and collaborations between technical frameworks are valued highly. It also argues for devising and applying agreed-upon metrics that will enable the systematic analysis of preservation infrastructure. The essay begins by defining technical infrastructure and testing in the digital preservation context, provides case studies that exemplify both progress and challenges for technical alignment in both areas, and concludes with suggestions for achieving greater degrees of technical alignment going forward

    Long-Term Preservation of Digital Records, Part I: A Theoretical Basis

    The Information Revolution is making preservation of digital records an urgent issue. Archivists have grappled with the question of how to achieve this for about 15 years. We focus on limitations to preservation, identifying precisely what can be preserved and what cannot. Our answer comes from the philosophical theory of knowledge, especially its discussion about the limits of what can be communicated. Philosophers have taught that answers to critical questions have been obscured by "failure to understand the logic of our language". We can clarify difficulties by paying extremely close attention to the meaning of words such as 'knowledge', 'information', 'the original', and 'dynamic'. What is valuable in transmitted and stored messages, and what should be preserved, is an abstraction, the pattern inherent in each transmitted and stored digital record. This answer has, in fact, been lurking just below the surface of archival literature. To make progress, archivists must collaborate with software engineers. Understanding perspectives across disciplinary boundaries will be needed.

    This primer is one in a series of Operational Policy documents being developed by GeoConnections. It is intended to inform Canadian Geospatial Data Infrastructure (CGDI) stakeholders about the nature and scope of digital geospatial data archiving and preservation and the realities, challenges and good practices of related operational policies. Burgeoning growth of online geospatial applications and the deluge of data, combined with the growing complexity of archiving and preserving digital data, has revealed a significant gap in the operational policy coverage for the Canadian geospatial data infrastructure (CGDI). Currently there is no commonly accepted guidance for CGDI stakeholders wishing or mandated to preserve their geospatial data assets for long-term access and use. More specifically, there is little or no guidance available to inform operational policy decisions on how to manage, preserve and provide access to a digital geospatial data collection. The preservation of geospatial data over a period of time is especially important when datasets are required to inform modeling applications such as climate change impact predictions, flood forecasts and land use management. Furthermore, data custodians may have both a legal and moral responsibility to implement effective archiving and preservation programs. Based on research and analysis of the Canadian legislative framework and current international practices in digital data archiving and preservation, this primer provides guidance on the factors to be considered and the steps to be taken in planning and implementing a data archiving and preservation program. It describes an approach to establishing a geospatial data archives based on good practices from the literature and Canadian case studies. This primer will provide CGDI stakeholders with information on how to incorporate archiving and preservation considerations into an effective data management process that covers the entire life cycle (DCC, 2013) (LAC, 2006) of their geospatial data assets (i.e., creation and receipt, distribution, use, maintenance, and disposition. It is intended to inform CGDI stakeholders on the importance of long term data preservation, and provide them with the information and tools required to make policy decisions for creating an archives and preserving digital geospatial data

    APSR Sustainability Issues Discussion Paper

    This paper was initially envisaged as a higher level document intended for the steering committee through the executive officer. However, the formation of the expert committee at the December steering committee meeting suggests that a task based document would be more appropriate for that forum, referred to them by the steering committee. The final outcome of the process for which this discussion paper was written is a task based plan that will support the APSR aim of elucidating the critical issues of the access continuity and the sustainability of digital collections. It may be utilised to fulfil the requirement of an issues and strategy paper as outlined in Milestone 1 in the APSR Project Specification 12 February 2004

    An evaluation of SOAS Research Online, the Institutional Repository of the School of Oriental and African Studies

    This research project aimed generally to evaluate SOAS Research Online, the institutional repository of the School of Oriental and African Studies, to determine if it is a successful and trustworthy repository. A trustworthy digital repository is one that can demonstrate that it provides reliable long-term access to digital information resources to its user community, now and into the future. The repository was assessed, using the Digital Repository Audit Method Based on Risk Assessment (DRAMBORA), and a risk register produced. The assessment highlighted several areas that must be improved before the repository can be deemed trustworthy – primarily the development of a comprehensive set of policies and procedures, a mechanism for their regular review, and active engagement with the user community to ensure that the repository meets their needs. One of the key measures of success of a repository is the deposit of materials. SOAS Research Online contains both full text papers and metadata only (descriptive) records of research carried out by SOAS staff members. It was formally launched in 2008 and deposit of metadata only records has grown rapidly since the launch. However, deposit of full-text articles has been much slower. A questionnaire was circulated to SOAS academics in order to better understand the reasons for this. It was found that many academics found the repository too time consuming and difficult to use, and there is some confusion and concern over copyright infringement and publishers’ policies
