    Planning Support Systems: Progress, Predictions, and Speculations on the Shape of Things to Come

    In this paper, we review the brief history of planning support systems, sketching the way both the fields of planning and the software that supports and informs various planning tasks have fragmented and diversified. This is due to many forces which range from changing conceptions of what planning is for and who should be involved, to the rapid dissemination of computers and their software, set against the general quest to build ever more generalized software products applicable to as many activities as possible. We identify two main drivers – the move to visualization which dominates our very interaction with the computer and the move to disseminate and share software data and ideas across the web. We attempt a brief and somewhat unsatisfactory classification of tools for PSS in terms of the planning process and the software that has evolved, but this does serve to point up the state-ofthe- art and to focus our attention on the near and medium term future. We illustrate many of these issues with three exemplars: first a land usetransportation model (LUTM) as part of a concern for climate change, second a visualization of cities in their third dimension which is driving an interest in what places look like and in London, a concern for high buildings, and finally various web-based services we are developing to share spatial data which in turn suggests ways in which stakeholders can begin to define urban issues collaboratively. All these are elements in the larger scheme of things – in the development of online collaboratories for planning support. Our review far from comprehensive and our examples are simply indicative, not definitive. We conclude with some brief suggestions for the future

    The Computational Complexity of Motion Planning

    In this paper we show that a generalization of a popular motion planning puzzle called Lunar Lockout is computationally intractable. In particular, we show that the problem is PSPACE-complete. We begin with a review of NP-completeness and polynomial-time reductions, introduce the class PSPACE, and motivate the significance of PSPACE-complete problems. Afterwards, we prove that determining whether a given instance of a generalized Lunar Lockout puzzle is solvable is PSPACE-complete

    This article considered factors connected with the implementation and unification of an ERP (Enterprise Resource Planning) system, and their influence on the sustainable development of global companies. It showed a cognitive model on such impact and gave an example in the form of a case study of a global company listed on the NASDAQ Stock Exchange. The basic strategic objectives of each organization include long-term growth and sustainability. In a growing competitive environment, it is essential to manage the company effectively. This can be achieved provided that the company's organizational structure and operations are properly set from the point of view of the ERP system. The research results were aimed at creating the generalized process of the ERP system's gradual implementation, to make the development of an organization progressive. The paper was focused on describing the implementation and unification of the Enterprise Resource Planning System, in a global company listed on the NASDAQ Stock Exchange. The aim of the paper was to monitor and evaluate, the links between Enterprise Resource Planning and Customer Relationship Management. This process is time consuming and costly. To achieve the aim, the case study was carried out in the form of an expert survey aimed at assessing the impact of the unification and implementation of the ERP system in a global company. The study included methods of systemic analysis, methods of sociological expert survey, a method of qualitative peer review, and a method for a cognitive model. It leads not only to effective management of global companies but enables the monitoring and comparison of Key Performance Indicators and the Net Promoter Score in each country, using the same parameters. The implementation of a unified Enterprise Resource Planning system leads to a significant cost reduction and has a positive impact on the financial indicators reported on the stock exchange.     Memos and Mega Projects: Applying Planners’ Perceptions of Their Software to a Framework for the Future of Planning

    Software powers the modern urban planning department. However, the majority of academic attention on software in the planning profession has focused on highly specialized land use models, ignoring the importance of common applications that most planners rely upon throughout their workdays. For example, email’s impact on planning has gone largely undiscussed in the literature despite its role as one of the most commonly used software by planners. This report has a twofold purpose: 1) create a protocol for interviewing planners about the software they use routinely; 2) synthesize needs and expectations of planners gathered during interviews with relevant literature on planning technologies into a framework for the future of planning software. The framework presented in this report unifies, for the first time, disparate fields of research on software related to urban planning into a single set of guidelines for developing the future of software for public agencies. This framework provides a research agenda for urban planning software systems that mutually strengthen one another, and a valuable conceptual overview of the diverse information systems involved in the planning profession. Eleven interviews were conducted with mid- and senior-level planners in local governments across Santa Clara County, better known around the world as Silicon Valley. Santa Clara County was selected as the study area for two reasons: well-resourced governments in the area can invest in modern planning software, and to question if the stereotype of the area’s technological leadership extends to its local governments. Senior-level planners were interviewed in a semi-structured format with the interview adjusted based on a short survey about the software most used in the individual’s professional role. Key findings from the interviews informing the framework include: Planners in local governments in Silicon Valley are transitioning into modern software tools, like electronic plan review and permit management systems. There is no special technological advantage in Silicon Valley among public agencies. Planners were eager to fully implement and adopt software features available to them, particularly features that would improve communication about project status with applicants; Planners were unafraid of software automation. Limited automation features available in electronic plan review systems were yet to be fully implemented, and planners embraced the time-saving potential; The volume of email burdened interviewees. This draws attention to the significance of generalized productivity software in the practice of planning; Planners had no immediate need for “big data,” despite the recognized importance of big data in the urban planning technology literature. Perceptions from planners about the software that they use informed key problems and set goals for the framework developed here. Extensive research into emerging software targeting the construction and engineering trades with relevance to planners, as well as software designed to assist creative knowledge workers, informed the development of the future framework for planning software. Features of the framework include: A planning data model that underpins land use codes, development guidelines, and planning department procedures, providing machine-readable logic that underpins rulebased systems in email, project tracking, permit management, electronic plan review, and staff reports; Template-based and data type-aware word processing that encodes standardized practices for writing documents and requires numeric data be stored and represented as such. Electronic plan review systems that assist in checking both objective zoning codes and subjective design guidelines using generalized adaptable rule language; Integrated BIM-GIS supporting both the plan review and permit management process by organizing and visualizing spatial and physical data about the built environment; and Predictable, structured times to respond to email from applicants and the public and process-integrated calendars that recover time for focusing on long-term planning efforts; The generalized productivity software that planners have been using for over thirty years is inadequate for the predicted era of big data generated by networked urban environments. Excel is not designed to support real-time analytics, Word is not designed to assist in describing or associating analytics with textual information, and no application has yet been designed to visualize or organize such data for engaging the public. This framework gives planners and researchers of planning technology insight into the range of software used by planners and develop an innovative class of software fit for stewarding the cities of the coming century

    Generalized Planning as Heuristic Search: A new planning search-space that leverages pointers over objects

    Planning as heuristic search is one of the most successful approaches to classical planning but unfortunately, it does not extend trivially to Generalized Planning (GP). GP aims to compute algorithmic solutions that are valid for a set of classical planning instances from a given domain, even if these instances differ in the number of objects, the number of state variables, their domain size, or their initial and goal configuration. The generalization requirements of GP make it impractical to perform the state-space search that is usually implemented by heuristic planners. This paper adapts the planning as heuristic search paradigm to the generalization requirements of GP, and presents the first native heuristic search approach to GP. First, the paper introduces a new pointer-based solution space for GP that is independent of the number of classical planning instances in a GP problem and the size of those instances (i.e. the number of objects, state variables and their domain sizes). Second, the paper defines a set of evaluation and heuristic functions for guiding a combinatorial search in our new GP solution space. The computation of these evaluation and heuristic functions does not require grounding states or actions in advance. Therefore our GP as heuristic search approach can handle large sets of state variables with large numerical domains, e.g.~integers. Lastly, the paper defines an upgraded version of our novel algorithm for GP called Best-First Generalized Planning (BFGP), that implements a best-first search in our pointer-based solution space, and that is guided by our evaluation/heuristic functions for GP.Comment: Under review in the Artificial Intelligence Journal (AIJ

    Dynamic Human Resource Predictive Model for Complex Organizations

    Every organization has to deal with planning of the appropriate level of human resources over time. The workforce is not always aligned with the requirements of the organization and it increases an organization’s budget. A literature review reveals that there is no model that can systematically predict accurate human resource required within a complex organization. To address this gap, a human resource predictive model was developed based on material requirements planning (MRP). This approach accounts for complexity in workforce planning and generalized it with a logistic regression model. The model estimates the employee turnover number and forecasts the expected remaining headcount for the next time period based on employee information such as; age, working year, salary, etc. Moreover, external variables and economic data can be utilized to adjust the estimated turnover probability. This model also suggests the possible internal workforce movement in case of in-house manpower imbalance

    This dissertation explores the role aspirational content on democracy and bureaucracy for governance of place in the United States. Place is a fundamental concept for municipal democracy and bureaucracy, as it defines the physical qualities of a community and their effect on people and quality of life. Smart Place would update theory and practices for local governance. Research reviewed process and content for the implementation of place, a gap in public administration theory. Literature review, historical research on 20th century planning and zoning, research on 1920’s best practices on architecture and archival, qualitative findings and quantitative data on Coral Gables, Florida provided evidence for theory and practice recommendations related to timeless qualities of place and innovative smart strategies. Analysis of findings led to the following generalized conclusions: Aspirational content should guide best practices for local democracy and bureaucracy on issues related to place. Governance of smart place should replace conventional planning and zoning

    Boundaries as tools for sustainable water management

    Accross river basins water can have different types of values according not only to its production costs but also due to changes in the willingness to pay across the territory. The generalized view that integrated water management must be made through a centralised mechanism does not consider those facts and often assumes that command and control policies are the only tool available and effective. Therefore the functioning of river basins tend to be symplified with dams and the reserach agenda has been directed to design major models with powerful decision support systems for one coordinator body to decide. Nevertheless the effects of these centralised and controled systems has not been able to address the impredictability of human and ecosystem behaviour. The hypothesis we would like to test is that boundaries and negotiation between boundaries can be good tools for sustainable water management. First we review the literature on cases of basins' manegement trying to discuss the relation between boundaries. Then we develop a formal model with upstream and downstream regions and try to understand in what conditions boundaries can be good for sustainable water management. Finaly we try to introduce the concept of boundaries in an applied model for a particular river basin and simulate the solutions for a centralised planning body and for a descentralised negotiation system.

    Grain boundaries in graphene grown by chemical vapor deposition

    The scientific literature on grain boundaries (GBs) in graphene was reviewed. The review focuses mainly on the experimental findings on graphene grown by chemical vapor deposition (CVD) under a very wide range of experimental conditions (temperature, pressure hydrogen/hydrocarbon ratio, gas flow velocity and substrates). Differences were found in the GBs depending on the origin of graphene: in micro-mechanically cleaved graphene (produced using graphite originating from high-temperature, high-pressure synthesis), rows of non-hexagonal rings separating two perfect graphene crystallites are found more frequently, while in graphene produced by CVD—despite the very wide range of growth conditions used in different laboratories—GBs with more pronounced disorder are more frequent. In connection with the observed disorder, the stability of two-dimensional amorphous carbon is discussed and the growth conditions that may impact on the structure of the GBs are reviewed. The most frequently used methods for the atomic scale characterization of the GB structures, their possibilities and limitations and the alterations of the GBs in CVD graphene during the investigation (e.g. under e-beam irradiation) are discussed. The effects of GB disorder on electric and thermal transport are reviewed and the relatively scarce data available on the chemical properties of the GBs are summarized. GBs are complex enough nanoobjects so that it may be unlikely that two experimentally produced GBs of several microns in length could be completely identical in all of their atomic scale details. Despite this, certain generalized conclusions may be formulated, which may be helpful for experimentalists in interpreting the results and in planning new experiments, leading to a more systematic picture of GBs in CVD graphene
