    Shift rostering using decomposition: assign weekend shifts first

    This paper introduces a shift rostering problem that surprisingly has not been studied in literature: the weekend shift rostering problem. It is motivated by our experience that employees’ shift preferences predominantly focus on the weekends, since many social activities happen during weekends. The Weekend Rostering Problem (WRP) addresses the rostering of weekend shifts, for which we design a problem specific heuristic. We consider the WRP as the first phase of the shift rostering problem. To complete the shift roster, the second phase assigns the weekday shifts using an existing algorithm. We discuss effects of this two-phase approach both on the weekend shift roster and on the roster as a whole. We demonstrate that our first-phase heuristic is effective both on generated instances and real-life instances. For situations where the weekend shift roster is one of the key determinants of the quality of the complete roster, our two-phase approach shows to be effective when incorporated in a commercially implemented algorithm

    Locating fire-stations: an integrated approach for Belgium

    This paper demonstrates the potential of a decision-support system developed for Belgium by a consortium of universities and a private firm, in the framework of a public call by the Ministry of the Interior. The system is designed to provide the Belgian emergency management administration with a complete decision-aid tool for the location of fire-stations. The originality of the project is that it includes a risk-modeling approach developed at a national scale. This analysis involves a multiscale GIS system which includes a thorough representation of the physical, human and economic spatial realities, a risk modeling approach, an adequate optimal location and allocation model (taking into account both queuing and staffing problems). The final result is an interactive operational tool for defining locations, equipment allocations, staffing, response times, the cost/efficiency trade-off, etc. which can be used in an assessment as well as a prospective context.     In this manuscript, an overview is given of the activities done at the Operations Research and Scheduling (OR&S) research group of the faculty of Economics and Business Administration of Ghent University. Unlike the book published by [1] that gives a summary of all academic and professional activities done in the field of Project Management in collaboration with the OR&S group, the focus of the current manuscript lies on academic publications and the integration of these published results in teaching activities. An overview is given of the publications from the very beginning till today, and some of the topics that have led to publications are discussed in somewhat more detail. Moreover, it is shown how the research results have been used in the classroom to actively involve students in our research activities

    The Feasibility of Using Expert Systems in the Management of Human Resources

    The purpose of this paper is to introduce a decision aid that is being used increasingly in the business world, the expert system, and to begin to examine its potential for human resource management. First, the expert system technology is reviewed, with a special emphasis on the players, those involved in developing and using the system, and the parts, the three main components of a system. This is followed by an analysis of the costs and benefits and the advantages and disadvantages that have been ascribed to expert systems. We conclude this initial research endeavor by presenting some preliminary findings which suggest that employees are willing to cooperate with expert systems, even those that require personal information, and that they see some benefits to using expert systems as decision aids

SBSE has been applied to problems throughout the SE lifecycle, from requirements and project planning to maintenance and reengineering. The approach is attractive because it offers a suite of adaptive automated and semiautomated solutions in situations typified by large complex problem spaces with multiple competing and conflicting objectives. This article provides a review and classification of literature on SBSE. Abstract When scheduling projects under resource constraints, assumptions are typically made with respect to the resource availability and activities are planned each with its own duration and resource requirements. In resource scheduling, important assumptions are made with respect to the staffing requirements. Both problems are typically solved in a sequential manner leading to a suboptimal outcome. We integrate these two interrelated scheduling problems to determine the optimal personnel budget that minimises the overall cost. Integrating these problems increases the scheduling flexibility, which improves the overall performance. In addition, we consider some resource demand flexibility in this research as an activity can be performed in multiple modes. In this paper, we present an iterated local search procedure for the integrated multi-mode project scheduling and personnel staffing problem. Detailed computational experiments are presented to evaluate different decomposition heuristics and comparison is made with alternative optimisation techniques
