Knowledge organization or information organization : a key component of knowledge management activities

This paper focuses on the various bibliographic and information retrieval tools and techniques used for information organization, a key activity in a knowledge management process. The paper begins with the existing debate on the very concept of knowledge management, and looks at some recent papers and arguments on this issue. It then briefly discusses how some projects over the past decade or so have used various traditional bibliographic organization tools for providing access to electronic resources. This follows examples of some sophistical information organization techniques used by some speciality search engines. It is argued that these tools and techniques, although are quite useful, cannot be used as such in a knowledge management environment. A generic model of information access in a knowledge management environment is then proposed, and new areas of research, especially in the context of information organization are discussed

LO-MATCH: A semantic platform for matching migrants' competences with labour market's needs

Citizens' mobility and employability are receiving ever more attention by the European legislation. Various instruments have been defined to overcome lexical and semantic differences in the descriptions of qualifications, résumés and job profiles. However, the above differences still represent a significant constraint when abilities of non-European people have to be validated either for education and training or occupation purposes. In this work, a web platform that exploits semantic technologies to address such heterogeneity issues is presented. The platform allows migrants to annotate their knowledge, skills and competences in a shared format based on the European tools. The resulting knowledge base is then used to enable the automatic matchmaking of job seekers' abilities with companies' needs. Several potential application of natural language processing have proven to be intractable. In this paper, we provide and overview of methods from library cataloguing and linguistics that have not yet been adopted by the natural language processing community and which could be used to help solve some of these problems

HILT : High-Level Thesaurus Project. Phase IV and Embedding Project Extension : Final Report

Ensuring that Higher Education (HE) and Further Education (FE) users of the JISC IE can find appropriate learning, research and information resources by subject search and browse in an environment where most national and institutional service providers - usually for very good local reasons - use different subject schemes to describe their resources is a major challenge facing the JISC domain (and, indeed, other domains beyond JISC). Encouraging the use of standard terminologies in some services (institutional repositories, for example) is a related challenge. Under the auspices of the HILT project, JISC has been investigating mechanisms to assist the community with this problem through a JISC Shared Infrastructure Service that would help optimise the value obtained from expenditure on content and services by facilitating subject-search-based resource sharing to benefit users in the learning and research communities. The project has been through a number of phases, with work from earlier phases reported, both in published work elsewhere, and in project reports (see the project website: http://hilt.cdlr.strath.ac.uk/). HILT Phase IV had two elements - the core project, whose focus was 'to research, investigate and develop pilot solutions for problems pertaining to cross-searching multi-subject scheme information environments, as well as providing a variety of other terminological searching aids', and a short extension to encompass the pilot embedding of routines to interact with HILT M2M services in the user interfaces of various information services serving the JISC community. From Frequency to Meaning: Vector Space Models of Semantics

Computers understand very little of the meaning of human language. This profoundly limits our ability to give instructions to computers, the ability of computers to explain their actions to us, and the ability of computers to analyse and process text. Vector space models (VSMs) of semantics are beginning to address these limits. This paper surveys the use of VSMs for semantic processing of text. We organize the literature on VSMs according to the structure of the matrix in a VSM. There are currently three broad classes of VSMs, based on term-document, word-context, and pair-pattern matrices, yielding three classes of applications. We survey a broad range of applications in these three categories and we take a detailed look at a specific open source project in each category. Our goal in this survey is to show the breadth of applications of VSMs for semantics, to provide a new perspective on VSMs for those who are already familiar with the area, and to provide pointers into the literature for those who are less familiar with the field

The SEC-system : reuse support for scheduling system development

Recently, in a joint cooperation of Stichting VNA, SAL Apotheken, the Faculty of Management and Organization, and the University Centre for Pharmacy, University of Groningen in the Netherlands, a Ph.D-study started regarding Apot(he)ek, Organization and Management (APOM). The APOM-project deals with the structuring and steering of pharmacy organization. The manageability of the internal pharmacy organization, and the manageability of the direct environment of pharmacy organization is the subject matter. The theoretical background of the APOM-project is described. A literature study was made to find mixes of objectives. Three mixes of objectives in pharmacy organization are postulated; the product mix, the process mix, and the customer mix. The typology will be used as a basic starting point for the empirical study in the next phase of the APOM-project.
