    The Use of Value Capture for Transport Projects in China: Opportunities and Challenges

    Value capture (VC) could be a useful tool to address the huge demand for public transport infrastructure funding in China. This research identifies the opportunities and challenges faced by VC implementation in China and explains how local governments and local transit agencies dealt with the regulatory barriers. The findings of this research offer insights including: (1) macro environment, regulatory framework, and supportive policy environment provide opportunities to adopt VC projects, while the risk of acquiring land vale cannot be isolated from the global political and economic situations; (2) the regulatory challenges of land transactions and lack of property tax system restrict the application of VC; (3) evidence from the case study of Shenzhen demonstrates that local government may creatively deal with the regulatory challenges to do VC and benefit local community; (4) institutional capacity is vital to implement VC. The analysis of Shenzhen experience can provide a reference for other Chinese cities to implement VC.fals

Copyright @ 2013 Elsevier B.V.Industrial marketing planning is a typical example of an unstructured decision making problem due to the large number of variables to consider and the uncertainty imposed on those variables. Although abundant studies identified barriers and facilitators of effective industrial marketing planning in practice, the literature still lacks practical tools and methods that marketing managers can use for the task. This paper applies fuzzy cognitive maps (FCM) to industrial marketing planning. In particular, agent based inference method is proposed to overcome dynamic relationships, time lags, and reusability issues of FCM evaluation. MACOM simulator also is developed to help marketing managers conduct what-if scenarios to see the impacts of possible changes on the variables defined in an FCM that represents industrial marketing planning problem. The simulator is applied to an industrial marketing planning problem for a global software service company in South Korea. This study has practical implication as it supports marketing managers for industrial marketing planning that has large number of variables and their cause–effect relationships. It also contributes to FCM theory by providing an agent based method for the inference of FCM.     An overview of decision table literature 1982-1995.

    This report gives an overview of the literature on decision tables over the past 15 years. As much as possible, for each reference, an author supplied abstract, a number of keywords and a classification are provided. In some cases own comments are added. The purpose of these comments is to show where, how and why decision tables are used. The literature is classified according to application area, theoretical versus practical character, year of publication, country or origin (not necessarily country of publication) and the language of the document. After a description of the scope of the interview, classification results and the classification by topic are presented. The main body of the paper is the ordered list of publications with abstract, classification and comments.

    MAINTAINING VERNACULARS TO PROMOTE PEACE AND TOLERANCEIN MULTILINGUAL COMMUNITY IN INDONESIA

    Indonesia is a large nation in terms of ethnics, cultures, and vernaculars. Indonesian constitution guarantees that the cultures, vernaculars will be taken care of by the government. Thiss in line with the UNESCO recommendation, to preserve vernaculars as the world culturalheritage. The most important thing is that preserving vernaculars will promote peace andsolidarity in multilingual community. In reality, speakers of many vernaculars in Indonesia aregetting less and less. Sneddon states that this is caused by lingua franca and language shift (2003:203). Areas of higher linguistic diversity like Indonesia always need means of interethniccommunication, i.e. lingua franca. People shift to lingua franca may cause vernacular speakersdecline rapidly, which may cause language decay. The teaching of vernaculars only at the passiveevel, not emphasizing writing and reading will fasten the language decay.Vernaculars will bepreserved if they are respected, used, and inherited to the following generation. Friberg (2011)ates that languages that can be maintained are the ones written and can be read. We should notonly use our national language, but also our vernaculars in order to maintain our regionalanguages. And as people of multilingual community, it is better if we are multilingual. It should beborne in mind that vernaculars reflect local cultures, local values, local identity. The exposure toregional languages will make people familiar with the languages. And as a result, the people willbe familiar with their own cultural values and other people‘s cultural values. Komorowska (2010)aims that understanding others‘ languages will promote understanding and communicationbetween citizens. And this will lead to peace process, to deeper knowledge of other communitiesand their cultures, and in consequence to promote tolerance

    After observing various inexperienced modelers constructing a business process model based on the same textual case description, it was noted that great differences existed in the quality of the produced models. The impression arose that certain quality issues originated from cognitive failures during the modeling process. Therefore, we developed an explanatory theory that describes the cognitive mechanisms that affect effectiveness and efficiency of process model construction: the Structured Process Modeling Theory (SPMT). This theory states that modeling accuracy and speed are higher when the modeler adopts an (i) individually fitting (ii) structured (iii) serialized process modeling approach.     Valuing All Languages in Europe

    The VALEUR project (2004-2007) took as its focus the 'additional' languages of Europe. These are defined as all languages in use in contexts where they are not 'national', 'official', or 'dominant' languages. They include 'migrant' languages, 'regional/minority' languages, sign languages and 'non-territorial' languages of diasporas such as Yiddish and Romani. The project team brought together a range of expertise in sociolinguistics and language pedagogy, planning and research from Finland, Netherlands, Poland, Spain and the UK. We took as our starting point Council of Europe policies on plurilingualism and the desirability of promoting linguistic diversity both for individual citizenship and for social cohesion in Europe. Our aim was to map provision for additional languages in Europe, in a more systematic and inclusive way than ever before. We looked at provision at school level for different languages in different contexts in order to identify good practices to be shared. In order to achieve our objectives we drew on the good will and enthusiasm of workshop participants, who provided a wealth of information and insights from 21 of the Council of Europe member states. Our work is not definitive: its purpose is awareness-raising and to stimulate further activity to support the learning of all Europe's languages
