A Study of Tradeoffs in Scheduling Terminal-Area Operations
The terminal area surrounding an airport is an
important component of the air transportation system, and
efficient terminal-area schedules are essential for accommodating
the projected increase in air traffic demand. Aircraft
arrival schedules are subject to a variety of operational
constraints, such as minimum separation for safety, required
arrival time-windows, limited deviation from a first-come firstserved
sequence, and precedence constraints. There is also a
range of objectives associated with multiple stakeholders that
could be optimized in these schedules; the associated tradeoffs
are evaluated in this paper. A dynamic programming algorithm
for determining the minimum cost arrival schedule, given
aircraft-dependent delay costs, is presented. The proposed
approach makes it possible to determine various tradeoffs in
terminal-area operations. A comparison of maximum throughput
and minimum average delay schedules shows that the
benefit from maximizing throughput could be at the expense of
an increase in average delay, and that minimizing delay is the
more advantageous of the two objectives in most cases. A
comprehensive analysis of the tradeoffs between throughput
and fuel costs and throughput and operating costs is conducted,
accounting for both the cost of delay (as reported by
the airlines) and the cost of speeding up when possible (from
models of aircraft performance)
A human factors methodology for real-time support applications
A general approach to the human factors (HF) analysis of new or existing projects at NASA/Goddard is delineated. Because the methodology evolved from HF evaluations of the Mission Planning Terminal (MPT) and the Earth Radiation Budget Satellite Mission Operations Room (ERBS MOR), it is directed specifically to the HF analysis of real-time support applications. Major topics included for discussion are the process of establishing a working relationship between the Human Factors Group (HFG) and the project, orientation of HF analysts to the project, human factors analysis and review, and coordination with major cycles of system development. Sub-topics include specific areas for analysis and appropriate HF tools. Management support functions are outlined. References provide a guide to sources of further information
C-MOS array design techniques: SUMC multiprocessor system study
The current capabilities of LSI techniques for speed and reliability, plus the possibilities of assembling large configurations of LSI logic and storage elements, have demanded the study of multiprocessors and multiprocessing techniques, problems, and potentialities. Evaluated are three previous systems studies for a space ultrareliable modular computer multiprocessing system, and a new multiprocessing system is proposed that is flexibly configured with up to four central processors, four 1/0 processors, and 16 main memory units, plus auxiliary memory and peripheral devices. This multiprocessor system features a multilevel interrupt, qualified S/360 compatibility for ground-based generation of programs, virtual memory management of a storage hierarchy through 1/0 processors, and multiport access to multiple and shared memory units
Data distribution satellite
A description is given of a data distribution satellite (DDS) system. The DDS would operate in conjunction with the tracking and data relay satellite system to give ground-based users real time, two-way access to instruments in space and space-gathered data. The scope of work includes the following: (1) user requirements are derived; (2) communication scenarios are synthesized; (3) system design constraints and projected technology availability are identified; (4) DDS communications payload configuration is derived, and the satellite is designed; (5) requirements for earth terminals and network control are given; (6) system costs are estimated, both life cycle costs and user fees; and (7) technology developments are recommended, and a technology development plan is given. The most important results obtained are as follows: (1) a satellite designed for launch in 2007 is feasible and has 10 Gb/s capacity, 5.5 kW power, and 2000 kg mass; (2) DDS features include on-board baseband switching, use of Ku- and Ka-bands, multiple optical intersatellite links; and (3) system user costs are competitive with projected terrestrial communication costs
Design Considerations for a New Terminal Area Arrival Scheduler
Design of a terminal area arrival scheduler depends on the interrelationship between throughput, delay and controller intervention. The main contribution of this paper is an analysis of the above interdependence for several stochastic behaviors of expected system performance distributions in the aircraft s time of arrival at the meter fix and runway. Results of this analysis serve to guide the scheduler design choices for key control variables. Two types of variables are analyzed, separation buffers and terminal delay margins. The choice for these decision variables was tested using sensitivity analysis. Analysis suggests that it is best to set the separation buffer at the meter fix to its minimum and adjust the runway buffer to attain the desired system performance. Delay margin was found to have the least effect. These results help characterize the variables most influential in the scheduling operations of terminal area arrivals
Flight-Deck Strategies and Outcomes When Flying Schedule-Matching Descents
Recent studies at NASA Ames Research Center have investigated the development and use of ground-based (air traffic controller) tools to manage and schedule air traffic in future terminal airspace. An exploratory study was undertaken to investigate the impacts that such tools (and concepts) could have on the flight-deck. Ten Boeing 747-400 crews flew eight optimized profile descents in the Los Angeles terminal airspace, while receiving scripted current day and futuristic speed clearances, to ascertain their ability to fly schedulematching descents without prior training. Although the study was exploratory in nature, four variables were manipulated: route constraints, winds, speed changes, and clearance phraseology. Despite flying the same scenarios with the same events and timing, there were significant differences in the time it took crews to fly the approaches. This variation is the product of a number of factors but highlights potential difficulties for scheduling tools that would have to accommodate this amount of natural variation in descent times. The focus of this paper is the examination of the crews' aircraft management strategies and outcomes. This includes potentially problematic human-automation interaction issues that may negatively impact arrival times, speed and altitude constraint compliance, and energy management efficiency
Market-Based Alternatives for Managing Congestion at New Yorkâs LaGuardia Airport
We summarize the results of a project that was motivated by the expiration of the âHigh Density Rule,â which defined the slot controls employed at New Yorkâs LaGuardia Airport for more than 30 years. The scope of the project included the analysis of several administrative measures, congestion pricing options and slot auctions. The research output includes a congestion pricing procedure and also the specification of a slot auction mechanism. The research results are based in part on two strategic simulations. These were multi-day events that included the participation of airport operators, most notably the Port Authority of New York and New Jersey, FAA and DOT executives, airline representatives and other members of the air transportation community. The first simulation placed participants in a stressful, high congestion future scenario and then allowed participants to react and problem solve under various administrative measures and congestion pricing options. The second simulation was a mock slot auction in which participants bid on LGA arrival and departure slots for fictitious airlines.Auctions, airport slot auctions, combinatorial auctions
