Today, being cut off from basic telecommunications services is a hardship almost as acute as these other deprivations, and may indeed reduce the chances of finding remedies to them”. By these remarks at Telecom 99 in Geneva, Switzerland, UN Secretary General Kofi Anan warned of the danger of excluding the world’s poor from the information revolution. Although the world has seen exponential progress in terms of artificial intelligence, biotechnology, genetic engineering, neural networks, neurolinguistic programming, information technology management, telematics and infonomics, trade liberalisation, space exploration—but on ground the very pace and velocity of knowledge-driven growth has left a giant crevice between the information haves and the information have-nots, giving birth to a nomenclature called—the Digital Divide. Today information has become the most vibrant force and factor of production in the new economy contrary to the four traditional factors of production. Information has become the most important source of economic activity and the link which drives the info-hungry entrepreneurs to utilise the four factors of production in the optimal manner. Not land, not labour, not capital has done for an entrepreneur which the information alone has done. The world has seen a paradigm shift from scarce economic resources to the Age of Abundance—where plenty of information is available!

    BRINGING E-BUSINESS TO RURAL REGIONS THROUGH TELECENTRE NETWORKS

    In the present paper, I am trying to emphasize that telecentres � despite the difficulties they are facing due to last years� technological changes � could still be helpful in promoting the principles of the Lisbon Agenda. They could provide access to ICT in rural regions with underdeveloped and remote infrastructure, thus integrating relatively isolated communities into national and international information networks. They could be means of regional and / or rural economic development by transferring expertise in a number of areas, such as agriculture or rural tourism to and from the community. They could also improve the degree of local employment by offering teleworking opportunities. Last, but not least they could support the training of local people by using eLearning techniques, pointing out new regional trajectories to the knowledge economy. Telecentres could play an important role in establishing knowledge society and in reducing the �digital divide� that still exists between different EU-regions. My paper starts by presenting some basic ideas, such as telecentres and their role in rural development, it goes on with a brief overview of the role which telecenter networks could play in the new European informational landscape and it ends with a presentation of the case of Romania.Telecentre, Community Informatics, Regional Economics, Rural Development, Knowledge Society

    Analysis of WIMAX/BWA Licensing in India: A real option approach

    Indian Internet and broadband market has experienced very slow growth and limited penetration till now. The introduction of Broadband Wireless Access (BWA) is expected to aid in increasing the penetration of internet and broadband in India. The report sheds light on the guidelines and procedure used in 4G/BWA spectrum auction and presents comparative analysis of the competing technologies, providing the information about suitability of each technology available. Recently held 4G/ BWA spectrum auction saw enthusiastic participation by the industry and even saw some new entrants in Indian broadband market. Government benefited by Rs, 385bn that it earned as revenue from the auction of the spectrum and projected it as successful auction. However, the question remains if the auctions were efficient and whether they led to creation of value or will it prove to be burden to the telecom operators and will depress their balance sheet for years to come. The report uses both traditional valuation methods such as Discounted Cash Flow as well as Real Option approach to answer such questions. Using DCF analysis, the broadband subscribers have been forecasted to grow from present 13.77mn to 544mn by the end of 2025. The wireless subscribers are forecasted to be 70% of the total broadband subscribers after 5 years of roll out as it will be difficult to replace all wireline subscribers with wireless subscribers in India due to the high cost of wireless broadband and new technology. WiMAX is expected to increase its presence with time and reach 90mn subscribers from meager 0.35mn subscribers by 2025. Using industry wide cost of capital as 12.05%, the Net Present Value has been found Rs 221bn aggregate with an IRR of 17.1%. Using Real option approach, the value of license has been calculated as Rs 437bn which is 13.5% more than the spectrum fees paid by the operators. This mismatch, between the auction value and the correct value that should have been discovered by supply-demand dynamics, can be due to limited participants in BWA spectrum auctions and companies such as TATA and Reliance opting out of the auction process midway as well as uncertainty about acceptance of new technology with Indian subscribers.WiMAX, broadband, 3G spectrum, 4G,broadband wireless access, valuation, licensing, real option

    Affordability, accessibility, availability, and quality of healthcare services have always been a burning issue for the mankind. The issue of health care is always crucial for the governments and countries irrespective of their financial status. Continuous efforts are being made by policy makers, administrators, and researchers to provide quality health care to the people at the cost that they can afford. Developed countries have adopted many alternative tools and technologies to leverage the supply of good health care but quality and cost of health care are still big issues in these countries. Developing countries are far behind in adopting technology to reduce the cost and improve the quality of health care. Telemedicine has emerged as a new hope to remove the bottlenecks in the healthcare seeking. Developing countries have adopted telemedicine technology in a hurry without proper planning and strategy. Despite more than two decades of adapting telemedicine, developing countries have not achieved any significant success in reducing the cost of care or improving the access of care. This chapter has tried to explore the various barriers to the development of telemedicine in developing countries. Proper enlisting and detailing of these barriers will definitely help governments to understand the loopholes and bottlenecks in the implementation of telemedicine and help them to develop appropriate solution

    eHealth Conversations : using information management, dialogue, and knowledge exchange to move toward universal

    The publication of eHealth Conversations, developed with the support of the Spanish Agency for International Development Cooperation (AECID), represents a major step forward for the PAHO/WHO Strategy, since it explores ways of implementing regional mechanisms with free and equitable access to information and knowledge sharing. These initiatives aim to advance the goals of more informed, equitable, competitive, and democratic societies, where access to health information is considered a basic right. This publication is one of the instruments used by PAHO/WHO to develop the initiatives outlined in the Strategy, which coincides with the global eHealth strategy. One of the fundamental needs for the improvement of eHealth is the dissemination of information, and PAHO/WHO is assuming a leading role in this effort. The development of this new electronic publication is a key step in disseminating information that will be useful for decision makers on applying these technologies for the health of the Americas. This electronic book is one of the products of PAHO/WHO’s project: “eHealth Conversations: Using Information Management, Dialogue, and Knowledge Exchange to Move Toward Universal Access to Health.” Participants in these conversations included experts on electronic health and other specialties. Through virtual dialogues, the experts contributed with knowledge and reflections on the present and the future of eHealth in the Americas, analyzed the situation, and made recommendations for the implementation of electronic health initiatives. These recommendations are not only intended for PAHO/ WHO, but also for governments and the private sector. The aim of the project is to guarantee the convergence of local, national, and regional initiatives regarding the adoption and application of ICTs for public health, with special attention on critical issues in this field.
