Underground railroads: citizen entitlements and unauthorized mobility in the antebellum period and today

In recent years, some scholars and prominent political figures have advocated the deepening of North American integration on roughly the European Union model, including the creation of new political institutions and the free movement of workers across borders. The construction of such a North American Union, if it included even a very thin trans-state citizenship regime, could represent the most significant expansion of individual entitlements in the region since citizenship was extended to former slaves in the United States. With such a possibility as its starting point, this article explores some striking parallels between the mass, legally prohibited movement across boundaries by fugitive slaves in the pre-Civil War period, and that by current unauthorized migrants to the United States. Both were, or are, met on their journeys by historically parallel groups of would-be helpers and hinderers. Their unauthorized movements in both periods serve as important signals of incomplete entitlements or institutional protections. Most crucially, moral arguments for extending fuller entitlements to both groups are shown here to be less distinct than may be prima facie evident, reinforcing the case for expanding and deepening the regional membership regime

The hero and phone-watch from Dick Tracy are evoked regularly in news and studies of cellphone use. This paper argues that the racial paradigm of White law enforcer and Dark law-breaker in the comic strip resonates in contemporary evocations and in discussions of cellphone use and crime. Representations of mobile communication and racialized criminality in Dick Tracy were inspired by the 1930s “war on crime” that intersected with wireless innovations and with lynching. This paper interprets that repeated evocation of the comic strip is a “perverse nostalgia” for an old-fashioned form of law and order premised on racialized violence and viewing

Security is a fundamental precondition for the acceptance of mobile agent systems. In this paper we discuss protocols to improve agent security by distributing critical data and operations on mutually supporting agents which migrate in disjunct host domains. In order to attack agents, hosts must form coalitions. Proper selection of itineraries can minimize the risk of such coalitions being formed

Trawl-induced Damage to Sponges Observed From a Research Submersible

Three experimental trawl paths subjected to a single pass with the trawl in 1996 in about 200 m of water on the eastern Gulf of Alaska continental shelf were revisited in July 1997, 1 year post-trawl. Many large, erect sponges, the taxa impacted most significantly, had been removed or damaged by the trawl. Sponges in the cold, deep water of the Gulf of Alaska were slow to recover from trawling effects. These findings contrast with recovery times for shallow, warmwater sponges and may have fishery management implications for cold-water regions
