    An airborne FLIR detection and warning system for low altitude wind shear

    It is shown through some preliminary flight measurement research that a forward looking infrared radiometer (FLIR) system can be used to successfully detect the cool downdraft of downbursts (microbusts/macrobursts) and thunderstorm gust front outflows that are responsible for most of the low altitude wind shear (LAWS) events. The FLIR system provides a much greater safety margin for the pilot than that provided by reactive designs such as inertial air speed systems. Preliminary results indicate that an advanced airborne FLIR system could provide the pilot with remote indication of microburst (MB) hazards along the flight path ahead of the aircraft. Results of a flight test of a prototype FLIR system show that a minimum warning time of one to four minutes (5 to 10 km), depending on aircraft speed, is available to the pilot prior to the microburst encounter

    NASA and the U.S. Army are jointly developing a teleoperated unmanned rotorcraft research platform at the National Aeronautics and Space Administration (NASA) Langley Research Center. This effort is intended to provide the rotorcraft research community an intermediate step between wind tunnel rotorcraft studies and full scale flight testing. The research vehicle is scaled such that it can be operated in the NASA Langley 14- by 22-Foot Subsonic Tunnel or be flown freely at an outside test range. This paper briefly describes the system's requirements and the techniques used to marry the various technologies present in the system to meet these requirements.     In order to accommodate the rapid growth in commercial aviation throughout the remainder of this century, the Federal Aviation Administration (FAA) is faced with a formidable challenge to upgrade and/or modernize the National Airspace System (NAS) without compromising safety or efficiency. A recurring theme in both the Aviation System Capital Investment Plan (CIP), which has replaced the NAS Plan, and the new FAA Plan for Research, Engineering, and Development (RE&D) rely on the application of new technologies and a greater use of automation. Identifying the high-level functional and system impacts of such modernization efforts on future civil transport operational requirements, particularly in terms of cockpit functionality and information transfer, was the primary objective of this project. The FAA planning documents for the NAS of the 2005 era and beyond were surveyed; major aircraft functional capabilities and system components required for such an operating environment were identified. A hierarchical structured analysis of the information processing and flows emanating from such functional/system components were conducted and the results documented in graphical form depicting the relationships between functions and systems

    A detailed description of the functional requirements necessary to complete any normal commercial flight or to handle any plausible abnormal situation is provided. This analysis is enhanced with an examination of possible future developments and constraints in the areas of air traffic organization and flight deck technologies (including new devices and procedures) which may influence the design of 2005 flight decks. This study includes a discussion on the importance of a systematic approach to identifying and solving flight deck information management issues, and a description of how the present work can be utilized as part of this approach. While the intent of this study was to investigate issues surrounding information management in 2005-era supersonic commercial transports, this document may be applicable to any research endeavor related to future flight deck system design in either supersonic or subsonic airplane development

    An assessment of General Aviation utilization of advanced avionics technology

    Needs of the general aviation industry for services and facilities which might be supplied by NASA were examined. In the data collection phase, twenty-one individuals from nine manufacturing companies in general aviation were interviewed against a carefully prepared meeting format. General aviation avionics manufacturers were credited with a high degree of technology transfer from the forcing industries such as television, automotive, and computers and a demonstrated ability to apply advanced technology such as large scale integration and microprocessors to avionics functions in an innovative and cost effective manner. The industry's traditional resistance to any unnecessary regimentation or standardization was confirmed. Industry's self sufficiency in applying advanced technology to avionics product development was amply demonstrated. NASA research capability could be supportive in areas of basic mechanics of turbulence in weather and alternative means for its sensing

In the world of autonomous vehicles, there will be a driving need for decisions to be made by the system rather than by humans due to the benefits of more automation such as reducing the likelihood of human error, handling more air traffic in national airspace safely, providing prior warnings of potential conflicts etc. The system will have to decide on courses of action that will have highly safety critical consequences.     Regulation with Placebo Effects

    A growing scientific literature supports the existence of placebo effects from a wide range of health interventions and for a range of medical conditions. This Article reviews this literature, examines the implications for law and policy, and suggests future areas for research on placebo effects. In particular, it makes the case for altering the drug approval process to account for, if not credit, placebo effects. It recommends that evidence of placebo effects be permitted as a defense in cases alleging violations of informed consent or false advertising. Finally, it finds that tort law already has doctrines such as joint and several liability to account for placebo effects. Future research on placebo effects should focus on whether awareness of placebo effects can disable these effects and whether subjects can control their own placebo effects
