    Building trainable taggers in a web-based, UIMA-supported NLP workbench

    Argo is a web-based NLP and text mining workbench with a convenient graphical user interface for designing and executing processing workflows of various complexity. The workbench is intended for specialists and nontechnical audiences alike, and provides the ever expanding library of analytics compliant with the Unstructured Information Management Architecture, a widely adopted interoperability framework. We explore the flexibility of this framework by demonstrating workflows involving three processing components capable of performing self-contained machine learning-based tagging. The three components are responsible for the three distinct tasks of 1) generating observations or features, 2) training a statistical model based on the generated features, and 3) tagging unlabelled data with the model. The learning and tagging components are based on an implementation of conditional random fields (CRF); whereas the feature generation component is an analytic capable of extending basic token information to a comprehensive set of features. Users define the features of their choice directly from Argo’s graphical interface, without resorting to programming (a commonly used approach to feature engineering). The experimental results performed on two tagging tasks, chunking and named entity recognition, showed that a tagger with a generic set of features built in Argo is capable of competing with taskspecific solutions.

    The next wave of communication and applications rely on the new services provided by Internet of Things which is becoming an important aspect in human and machines future. The IoT services are a key solution for providing smart environments in homes, buildings and cities. In the era of a massive number of connected things and objects with a high grow rate, several challenges have been raised such as management, aggregation and storage for big produced data. In order to tackle some of these issues, cloud computing emerged to IoT as Cloud of Things (CoT) which provides virtually unlimited cloud services to enhance the large scale IoT platforms. There are several factors to be considered in design and implementation of a CoT platform. One of the most important and challenging problems is the heterogeneity of different objects. This problem can be addressed by deploying suitable "Middleware". Middleware sits between things and applications that make a reliable platform for communication among things with different interfaces, operating systems, and architectures. The main aim of this paper is to study the middleware technologies for CoT. Toward this end, we first present the main features and characteristics of middlewares. Next we study different architecture styles and service domains.     Language design for a personal learning environment design language

    Approaching technology-enhanced learning from the perspective of a learner, we foster the idea of learning environment design, learner interactions, and tool interoperability. In this paper, we shortly summarize the motivation for our personal learning environment approach and describe the development of a domain-specific language for this purpose as well as its realization in practice. Consequently, we examine our learning environment design language according to its lexis and syntax, the semantics behind it, and pragmatical aspects within a first prototypic implementation.     We describe the core components of the architecture for the (NSDL) National Science, Mathematics, Engineering, and Technology Education Digital Library. Over time the NSDL will include heterogeneous users, content, and services. To accommodate this, a design for a technical and organization infrastructure has been formulated based on the notion of a spectrum of interoperability. This paper describes the first phase of the interoperability infrastructure including the metadata repository, search and discovery services, rights management services, and user interface portal facilities

    The Marine Safety Umbrella Operation (MSUO) facilitates the cooperation between Interreg funded Marine Safety Projects and maritime stakeholders. The main aim of MSUO is to permit efficient operation of new projects through Project Cooperation Initiatives, these include the review of the common protocols and procedures for Information Technology (IT) and Geographical Information Systems (GIS). This study carried out by CSA Group and the National Centre for Geocomputation (NCG) reviews current spatial information standards in Europe and the data management methodologies associated with different marine safety projects. International best practice was reviewed based on the combined experience of spatial data research at NCG and initiatives in the US, Canada and the UK relating to marine security service information and acquisition and integration of large marine datasets for ocean management purposes. This report identifies the most appropriate international data management practices that could be adopted for future MSUO projects
