A Knowledge Management Approach to Identify Victims of Human Sex Trafficking

Social media and the interactive Web have enabled human traffickers to lure victims and then sell them faster and in greater safety than ever before. However, these same tools have also enabled investigators in their search for victims and criminals. We used system development action research methodology to create and apply a prototype designed to identify victims of human sex trafficking by analyzing online ads. The prototype used a knowledge management approach of generating actionable intelligence by applying a set of strong filters based on an ontology to identify potential victims. We used the prototype to analyze a data set generated from online ads. We used the results of this process to generate a revised prototype that included the use of machine learning and text mining enhancements. We used the revised prototype to identify potential victims in a second data set. The results of applying the prototypes suggest a viable approach to identifying victims of human sex trafficking in online ads

Human Trafficking in Silcon Valley

Human trafficking has become one of the most lucrative criminal enterprises around the world. The magnitude of this crime is also significant at the local level, with California ranking as one of the nation's top four destination states for trafficked individuals. This report is a commissioned study of human trafficking in Silicon Valley. The findings presented in this report are intended to spark conversation, identify opportunities for cross-sector collaboration and further study, while also presenting a focused set of recommendations geared toward addressing this evolving problem. The study draws heavily on data gathered from community-based organizations located in Santa Clara and San Mateo counties. A survey was completed by case managers at 11 of these organizations to capture information from case files on 232 trafficking victims who were served between 2011 and 2013. In-depth interviews were also conducted with 21 case managers at these same organizations. Human Trafficking by the Numbers: The Initial Benchmark of Prevalence and Economic Impact for Texas

Traffickers exploit approximately$600 million from victims of labor trafficking in Texas.BackgroundThough human trafficking is widespread in geographically large states with large urban centers like Texas, the true scope of this hidden crime is largely unconfirmed as data on human trafficking are difficult to ascertain. Existing data gathered in anti-trafficking efforts focus almost exclusively on identified victims, shedding light on only a fraction of the problem. The first phase of the Statewide Human Trafficking Mapping Project of Texas focused on providing empiricallygrounded data as a benchmark about the extent of human trafficking across the state. The following three primary research questions guided our data collection efforts, which included queries of existing databases, interviews, focus groups, and web-based surveys.1.What is the prevalence of human trafficking in Texas?2.What is the economic impact of human trafficking in Texas?3.What is our understanding of human trafficking in Texas?MethodsThe findings in this report were derived using a multi-methods approach to quantify the prevalence and economic impact of human trafficking in Texas. Higher-than-average risk industry and community segments were chosen for sex and labor markets. We defined community segments asgroups of people considered to be at higher-than-average risk of trafficking because of risk indicators found in trafficking cases (e.g. homelessness). More specifically, rather than attempting to establish prevalence of trafficking among the 27.4 million people living in Texas, for the purposes of demonstrating our methodology, establishing some benchmarks on human trafficking prevalence and economic impact estimates, and providing a concrete example of our planned activities moving forward, victimization rates were applied to a select few community segments that are at higher-than-average risk of trafficking.The methodology has addressed the critical industry and community segments to accurately estimate prevalencewhile reducing overlap between the chosen segments

Human Trafficking in the Emergency Department: Improving Our Response to a Vulnerable Population

Human trafficking is a human rights violation affecting millions worldwide. Victims may go unrecognized during their emergency department (ED) visit, and may lose the opportunity to address their complex needs. Using a published toolkit based on existing guidelines and recommendations from experts, and models from other centers, we describe the implementation of an ED response protocol. In following the recommendations of the toolkit, we began with attempts to fully understand the local human trafficking problem and then networked with those working in anti-trafficking efforts. Collaboration with other specialties is highlighted as a key part of this process. Building upon the knowledge gained from these steps, we were able to develop a concise protocol to guide members of our department in more effectively caring for known or suspected victims of human trafficking. The first section of the protocol addresses ways in which providers can identify at-risk patients through both screening questions and general observations. Interviewing techniques are outlined with an emphasis on patient-centered and trauma-informed care. Additionally, the protocol discusses physician responsibility in documenting encounters and legal reporting, which may vary depending on location. We stress the importance of meeting the needs of the patient while prioritizing the safety of all involved. Additionally, the protocol provides a list of resources for the patient beyond medical care such as emergency housing, legal assistance, and food pantries. The overall purpose of this protocol is to provide coordinated response so that all providers may be consistent in caring for this vulnerable population

Sex Trafficking of Minors in New York: Increasing Prevention and Collective Action

The Foundation's funding in Anti-Violence and Safety has helped us to better understand the issues and challenges of poverty and gender-based violence that women and girls have had to overcome. Sex Trafficking of Minors, the recruitment, harboring, transportation, provision or obtaining of minors for sexual purposes and profit - is one such critical issue and challenge that occurs when youth are denied valid and viable opportunities to achieve economic security, live violence-free lives, and secure sexual rights and reproductive justice.This report is a culmination of a two-year assessment involving diverse stakeholders and provides a panoramic view of the policies and awareness campaigns that currently exist to address sex trafficking of minors in New York, as well as highlight places where these initiatives fall short

Disrupting Illicit Supply Networks: New Applications of Operations Research and Data Analytics to End Modern Slavery

Report from a 2017 National Science Foundation workshop on promising research directions for applications of operations research and data analytics toward the disruption of illicit supply networks like human trafficking. The workshop was funded by the NSF’s Operations Engineering (ENG) and the Law & Social Sciences Program (SBE) under grant # CMMI-1726895. The report addresses the opportunity to apply advances from the fields of operations research, management science, analytics, machine learning, and data science toward the development of disruptive interventions against illicit networks. Health and community services for trafficked women: An exploratory study of policy and practice

The trafficking of women has attracted considerable international and national policy attention, particularly since the UN Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children (2000), of which the Australian Government has been a signatory since 2005. The provision of health and community services for trafficked women is a central feature of this Protocol, but in Australia service provision is made difficult by how trafficked women are understood and treated in policy and legal terms. This study aimed to explore the provision of health and community services for trafficked women in the Greater Sydney region through a series of interviews with government and non-government organisations. The findings reveal that services have been inaccessible as a result of sparse, uncoordinated, and poorly funded provision. The major obstacle to adequate and appropriate service provision has been a national policy approach focusing on 'border protection' and criminalisation rather than on trafficked women and their human rights. We conclude that further policy development needs to focus on the practical implications of how such rights can be translated into the delivery of health and community services that trafficked women can access and be supported by more effectively

A Non-Parametric Learning Approach to Identify Online Human Trafficking

Human trafficking is among the most challenging law enforcement problems which demands persistent fight against from all over the globe. In this study, we leverage readily available data from the website "Backpage"-- used for classified advertisement-- to discern potential patterns of human trafficking activities which manifest online and identify most likely trafficking related advertisements. Due to the lack of ground truth, we rely on two human analysts --one human trafficking victim survivor and one from law enforcement, for hand-labeling the small portion of the crawled data. Raising Sex Trafficking Awareness Among School Nurses

Sex trafficking, a type of human trafficking, has become a public health concern. Sex trafficking is taking place on a large scale in the United States. Children in the United States are at greatest risk. Raising the awareness of healthcare providers about sex trafficking is imperative. An unsung hero that may hold the keys to this awareness in the healthcare profession is the school nurse. The school nurse is trained in many areas, and upholds practice standards, but sex trafficking is not currently included in their repertoire. As nurses, they already hold a trusted position. With education, proper resources, and updated practice standards, the school nurse could be at the forefront of eliminating the untoward effects of sex trafficking among children in the United States
