    Optimizing strategic sourcing in the healthcare supply chain with consideration of physician preference and vendor scorecards

    This research focuses on the design of a procurement model for expensive medical supplies in a healthcare supply chain. A deterministic optimization model generates recommendations for optimal purchases of products in a given planning period. The model combines common concepts of supply chain procurement such as leveraging tiered pricing, ensuring supply base diversity with phenomena unique to healthcare supply chain such as consideration of physician preference for products. The deterministic optimization model minimizes total spend over a chosen planning period with consideration of four key decision parameters: Physician preference requirements (which are imposed as rules on product substitutability), Upper limits on vendor market share to ensure a suitably diverse supply base Vendors’ performance scores to impose standards for product pricing, quality, service, etc. Quantity discount rebate parameters for bulk purchasing to help contain medical costs The optimization model reveals the extent to which higher product substitutability and lower supply base diversity may help hospitals reduce total procurement costs. Experiments with the optimization model also reveal the potential consequences of rater biases in vendor scorecards on procurement cost. The various parameter combinations listed above may be used in negotiating contracts for better pricing. In summary, this research addresses questions pertinent to healthcare supply chains concerning the possible cost of physician preference for products, the impact of subjective scorecards on procurement costs, the effect of planning period on procurement plans, and the cost of vendor diversity

    Dans le contexte actuel des chaînes logistiques, des processus d'affaires complexes et des partenaires étendus, plusieurs facteurs peuvent augmenter les chances de perturbations dans les chaînes logistiques, telles que les pertes de clients en raison de l'intensification de la concurrence, la pénurie de l'offre en raison de l'incertitude des approvisionnements, la gestion d'un grand nombre de partenaires, les défaillances et les pannes imprévisibles, etc. Prévoir et répondre aux changements qui touchent les chaînes logistiques exigent parfois de composer avec des incertitudes et des informations incomplètes. Chaque entité de la chaîne doit être choisie de façon efficace afin de réduire autant que possible les facteurs de perturbations. Configurer des chaînes logistiques efficientes peut garantir la continuité des activités de la chaîne en dépit de la présence d'événements perturbateurs. L'objectif principal de cette thèse est la conception de chaînes logistiques qui résistent aux perturbations par le biais de modèles de sélection d'acteurs fiables. Les modèles proposés permettent de réduire la vulnérabilité aux perturbations qui peuvent aV, oir un impact sur la continuité des opérations des entités de la chaîne, soient les fournisseurs, les sites de production et les sites de distribution. Le manuscrit de cette thèse s'articule autour de trois principaux chapitres: 1 - Construction d'un modèle multi-objectifs de sélection d'acteurs fiables pour la conception de chaînes logistiques en mesure de résister aux perturbations. 2 - Examen des différents concepts et des types de risques liés aux chaînes logistiques ainsi qu'une présentation d'une approche pour quantifier le risque. 3 - Développement d'un modèle d'optimisation de la fiabilité afin de réduire la vulnérabilité aux perturbations des chaînes logistiques sous l'incertitude de la sollicitation et de l'offre

    A Multi Criteria Approach for Selecting Third Party Logistics Provider using Analytical Hierarchical Processing (AHP) - Insights from Edible Oil Industry

    Edible oils constitute an important component of food expenditure in every household and thus a big market for the industry. As distribution is mainly dependent on third party logistics, there is an increasing need to analyse the complexity and make decisions pertaining to selecting a new third party logistics provider (3PL). The use of 3PL providers yield some benefits such as reduced logistics costs and fixed logistics assets, improved order fill rates and shortened average order-cycle lengths and cash-cash cycles. Logistics service provider selection is a complex multi – criteria decision making process; in which, decision makers have to deal with the optimization of conflicting objectives such as quality, cost, and delivery time. In this context, this study proposes an evaluation framework and methodology for selecting a suitable 3PL provider using a multi criteria decision making technique - Analytical Hierarchical Process (AHP). The factors that were considered for the study are operational factors, service factors and financial factors in the outbound logistics of the edible oil industry. Four logistics providers were used in this study. The findings of this study provide insights to the logistics managers on the systematic evaluation in the selection of the logistics providers using both qualitative and quantitative factors as well as how to deal effectively when there are conflicting factors

    Prioritizing Offshore Vendor Selection Criteria for the North American Geospatial Industry

    The U.S. market for geospatial services totaled US $2.2 billion in 2010, representing 50% of the global market. Data-processing firms subcontract labor-intensive portions of data services to offshore providers in South and East Asia and Eastern Europe. In general, half of all offshore contracts fail within the first 5 years because one or more parties consider the relationship unsuccessful. Despite the high failure rates, no study has examined the offshore vendor selection process in the geospatial industry. The purpose of this study was to determine the list of key offshore vendor selection criteria and the efficacy of the analytic hierarchy process (AHP) for ranking the criteria that North American geospatial companies consider in the offshore vendor selection process. After the selection of the initial list of factors from the literature and their validation in a pilot study, a final survey instrument was developed and administered to 15 subject matter experts (SMEs) in North America. The SMEs expressed their preferences for one criterion over another by pairwise comparisons, which served as input to the AHP procedure. The results showed that the quality of deliverables was the top ranked (out of 26) factors, instead of the price, which ranked third. Similarly, SMEs considered social and environmental consciousness on the vendor side as irrelevant. More importantly, the findings indicated that the structured AHP process provides a useful and effective methodology whose application may considerably improve the quality of the overall vendor selection process. Last, improved and stabilized business relationships leading to predictable budgets might catalyze social change, supporting stable employment. Consumers could benefit from derivative improvements in product quality and pricing

    Mitigating Space Industry Supply Chain Risk Thru Risk-Based Analysis

    Using risk-based analysis to consider supply chain disruptions and uncertainty along with potential mitigation strategies in the early stages of space industry projects can be used avoid schedule delays, cost overruns, and lead to successful project outcomes. Space industry projects, especially launch vehicles, are complicated assemblies of high-technology and specialized components. Components are engineered, procured, manufactured, and assembled for specific missions or projects, unlike make-to-stock manufacturing where assemblies are produced at a mass production rate for customers to choose off the shelf or lot, like automobiles. The supply chain for a space industry project is a large, complicated web where one disruption, especially for sole-sourced components, could ripple through the project causing delays at multiple project milestones. This ripple effect can even cause the delay or cancelation of the entire project unless project managers develop and employ risk mitigations strategies against supply chain disruption and uncertainty. The unpredictability of when delays and disruptions may occur makes managing these projects extremely difficult. By using risk-based analysis, project managers can better plan for and mitigate supply chain risk and uncertainty for space industry projects to better manage project success. Space industry project supply chain risk and uncertainty can be evaluated through risk assessments at major project milestones and during the procurement process. Mitigations for identified risks can be evaluated and implemented to better manage project success. One mitigation strategy to supply chain risk and uncertainty is implementing a dual or multi-supplier sourcing procurement strategy. This research explores using a risk-based analysis to identify where this mitigation strategy can be beneficial for space industry projects and how its implementation affects project success. First a supply chain risk assessment and mitigation decision tool will be used at major project milestones to show where a multi-sourcing strategy may be beneficial. Next, updated supplier quote evaluation tools will confirm the usage of multiple suppliers for procurement. Modeling and simulation are then used to show the impact of that strategy on the project success metrics of cost and schedule

    A supplier selection using a hybrid grey based hierarchical clustering and artificial bee colony

    Selection of one or a combination of the most suitable potential providers and outsourcing problem is the most important strategies in logistics and supply chain management. In this paper, selection of an optimal combination of suppliers in inventory and supply chain management are studied and analyzed via multiple attribute decision making approach, data mining and evolutionary optimization algorithms. For supplier selection in supply chain, hierarchical clustering according to the studied indexes first clusters suppliers. Then, according to its cluster, each supplier is evaluated through Grey Relational Analysis. Then the combination of suppliers’ Pareto optimal rank and costs are obtained using Artificial Bee Colony meta-heuristic algorithm. A case study is conducted for a better description of a new algorithm to select a multiple source of suppliers

    This work presents an evaluation of supplier selection processes in corporate environments using a multiple exploratory case study in one of the foundry in Malaysia and the approach in ISO 9000 standards. The corporate environments examined were a iron casting foundry or organization. This research indicates that the supplier performance measurement criteria most commonly used by these industries are environmental, quality, delivery and information. Also, depending on the corporate environment of the foundry, the importance of these performance metrics can be varying. In general, quality is important criterion in the organizations studied. But information and communication is a critical supplier's performance measure in the foundry, since the reliability of the suppliers is affected in case of information system failure in these industries. Finally, these organizations continuously review and implement effective quality systems following the rigorous ISO 9000 series of standards and most companies have developed in- house procedures for the supplier selection process

    Suuplier selection is one of the most important functions of a purchasing department. Since by deciding the best supplier, companies can save material costs and increase competitive advantage.However this decision becomes compilcated in case of multiple suppliers, multiple conflicting criteria, and imprecise parameters. In addition the uncertainty and vagueness of the experts' opinion is the prominent characteristic of the problem. therefore an extensively used multi criteria decision making tool Fuzzy AHP can be utilized as an approach for supplier selection problem. This paper reveals the application of Fuzzy AHP in a gear motor company determining the best supplier with respect to selected criteria. the contribution of this study is not only the application of the Fuzzy AHP methodology for supplier selection problem, but also releasing a comprehensive literature review of multi criteria decision making problems.
