    Interoperability of Cross-Border European Egovernment Services: Some Design Issues

    The authors analyse some of the research outcomes achieved during the implementation of the EC GUIDE research project “Creating an European Identity Management Architecture for eGovernment”, as well as their personal experience. The project goals and achievements are however considered in a broader context. The key role of Identity in the Information Society was emphasised, that the research and development in this field is in its initial phase. The scope of research related to Identity, including the one related to Identity Management and Interoperability of Identity Management Systems, is expected to be further extended. The authors analyse the abovementioned issues in the context established by the EC European Interoperability Framework (EIF) as a reference document on interoperability for the Interoperable Delivery of European eGovernment Services to Public Administrations, Business and Citizens (IDABC) Work Programme. This programme aims at supporting the pan-European delivery of electronic government services

    A Review Of Interoperability Standards And Initiatives In Electronic Government

    Being important at organizational, process and semantic levels, interoperability became a key characteristic of the new electronic government systems and services, over the last decade. As a crucial prerequisite for automated process execution leading to “one-stop” e-Government services, interoperability has been systematically prescribed, since the dawn of the 21st century: Standardization frameworks, that included guidelines ranging from simple statements to well defined international Web-Service standards started to appear at National and Cross-Country levels, powered by governments, the European Union or the United Nations. In parallel, most international software, hardware and service vendors created their own strategies for achieving the goal of open, collaborative, loosely coupled systems and components. The paper presents the main milestones in this fascinating quest that shaped electronic government during the last 10 years, describing National Frameworks, key Pan-European projects, international standardization and main industrial and research achievements. Moreover, the paper describes the next steps needed to achieve interoperability at technical, semantic, organizational, legal or policy level – leading to the transformation of administrative processes and the provision of low-cost, high-quality services to citizens and businesses

    Contextual Components of an Enterprise Architecture Framework for Pan-European eGovernment Services

    Enterprise Architecture (EA) frameworks provide a wide range of architecture components. Contextual EA components provide the necessary guidance to design specific architectures in a given context e.g. for Pan-European Government Services (PEGS). Contextual EA components help to describe the background and scope of architecture work and provide a ground to tackle architecture challenges in an agreed way. The main contribution of this conceptual paper is to connect existing theoretical models as a basis to examine contextual components of an EA framework for PEGS. Three aspects are elaborated using a model-based approach: a Critical Success Factor Model, a Strategy Management Model and a Stakeholder Engagement Model. The identified models are aligned with EA standards and provide guidance to empirical research and to programs, projects and initiatives that wish to create interoperability architectures

    Exploring Semantic Interoperability in e-Government Interoperability Frameworks for intra-African collaboration: A Systematic Literature Review

    While many African countries have called for ICT based intra-African collaboration, services, and trade, it is not known whether this call is technically feasible. For such intra-African based collaboration, semantic interoperability would be required between the national e-government systems. This paper reviewed the e-government interoperability frameworks (e-GIFs) of English and Arabic speaking African countries to identify the evidence and conflict approaches to semantic interoperability. The results suggest that only seven African countries have e-GIFs, which have mainly been adopted from the UK\u27s e-Government Metadata Standards (eGMS) and on Dublin\u27s Core metadata (DC). However, many of the e-GIFs, with the exception of Nigeria, have not been contextualized to the local needs. The paper, therefore, concluded that more effort needs to be placed in developing e-GIFs in Africa, with particular emphasis on semantic interoperability, if the dream of intra-African collaboration is to be achieved

    This open access State-of-the-Art Survey describes and documents the developments and results of the Once-Only Principle Project (TOOP). The Once-Only Principle (OOP) is part of the seven underlying principles of the eGovernment Action Plan 2016-2020. It aims to make the government more effective and to reduce administrative burdens by asking citizens and companies to provide certain standard information to the public authorities only once. The project was horizontal and policy-driven with the aim of showing that the implementation of OOP in a cross-border and cross-sector setting is feasible.     Nordic digital identification (eID)

    This publication presents the survey results and policy recommendations of a Nordic study of national eID-systems. The countries that have been studied are Denmark, Finland, Iceland, Norway and Sweden. The aim of the study is to facilitate and lay a foundation for discussions about the similarities and differences in legal, organisational, technical and data approaches taken by the different countries. The survey data has been gathered with the assistance of the members of a project reference group. The data has been analysed and structured into a number of highlighted issues (chapter 1). The highlighted issues have been in turn used as baseline for a set of recommendations (chapter 9). The Nordic Council of Ministers has provided funding and facilitated the staffing of the reference group. The Norwegian Agency for Public Management and e-Government, Difi, has been the project owner and provided project resources

    Data Ingredients: smart disclosure and open government data as complementary tools to meet policy objectives. The case of energy efficiency.

    Open government data are considered a key asset for eGovernment. One could argue that governments can influence other types of data disclosure, as potential ingredients of innovative services. To discuss this assumption, we took the example of the U.S. 'Green Button' initiative – based on the disclosure of energy consumption data to each user – and analysed 36 energy-oriented digital services reusing these and other data, in order to highlight their set of inputs. We find that apps suggesting to a user a more efficient consumption behaviour also benefit from average retail electricity cost/price information; that energy efficiency 'scoring' apps also need, at least, structured and updated information on buildings performance; and that value-added services that derive insights from consumption data frequently rely on average energy consumption information. More in general, most of the surveyed services combine consumption data, open government data, and corporate data. When setting sector-specific agendas grounded on data disclosure, public agencies should therefore consider (contributing) to make available all three layers of information. No widely acknowledged initiatives of energy consumption data disclosure to users are being implemented in the EU. Moreover, browsing EU data portals and websites of public agencies, we find that other key data ingredients are not supplied (or, at least, not as open data), leaving room for possible improvements in this arena

    Intelligent modeling of e-Government initiatives in Greece

    Over the last two years Greece has employed agile ICT solutions to reduce the administrative burden in front-office G2B transactions. This research supplements historic analysis with fuzzy cognitive maps to offer a multi-dimensional coupling of eGovernment initiatives with digital maturity assessment capabilities and a strategy alignment evaluation framework. This “intelligent x-ray” confirms that front-office technology is important in reducing administrative burden. The digital bypass of bureaucracy seems to be an effective start for Greece. However, this strategy can only serve as a short-term tactical choice. The “intelligent x-ray” provides executive level quantification and traceable reasoning to show that excessive emphasis on front- office technology will soon fail to support a strong eGovernment maturity. Organizational efficiency, interoperability, regulatory simplifications, and change management must also act as important objectives. Only then will ICT deliver its full potential, and the eGovernment maturity will improve significantly even with moderate ICT investments
