    Applying total cost of ownership for strategic procurement : three industrial case studies.

    In this paper we elaborate on a Total Cost of Ownership supplier selection methodology that we have constructed using three real life case studies which are presented in this article. Analysing the value chain of the firm, data on the costs generated by the purchasing policy and on supplier performance are collected using Activity Based Costing (ABC). Since a spreadsheet cannot encompass all these costs, let alone optimise the supplier selection and inventory management policy, a mathematical programming model is used. Possible savings of between 6 and 14% are obtained for the three cases.Case studies; Studies;

    Maintenance strategy optimisation for infrastructure assets through cost modelling

    In infrastructure asset management, maintenance strategies in terms of cost modelling is normally adopted to achieve two broad strategic objectives: to ensure that sufficient funding is available to maintain the portfolio of assets; and to ensure that a minimum cost is achieved while maintaining safety. The data and information required for carrying out cost modelling are often not sufficient in quantity and quality. Even if the data is available, the uncertainty associated with the data and the assessment of the assets’ condition remain a challenge to be dealt with. We report in this paper that cost modelling can be carried out at the initial stage instead of delaying it due to data insufficiency. Subjective experts’ knowledge is elicited and utilised together with some information which is gathered only for a small sample of assets. Linear Bayes methods is adopted to combine the sample data with the subjective experts’ knowledge to estimate unknown model parameters of the cost model. We use a case study from the rail industry to demonstrate the methods proposed in this paper. The assets are metal girders on bridges from a rail company.     Joint optimisation of inspection maintenance and spare parts provisioning: a comparative study of inventory policies using simulation and survey data

    The demand for industrial plant spare parts is driven, at least in part, by maintenance requirements. It is therefore important to jointly optimise planned maintenance and the associated spare parts inventory using the most appropriate maintenance and replenishment policies. In this simulation-based study, we address this challenge in the context of the random failure of parts in service and the replacement of defective parts at inspections of period T. Inspections are modelled using the delay-time concept. A number of simultaneous periodic review and continuous review replenishment policies are compared. A paper making plant provides a real context for the presentation of our ideas. We survey practitioners working with such plant to collect real data that inform the values of parameters in the models. Our simulation results indicate that a periodic review policy with ordering that is twice as frequent as inspection is cost optimal in the context of the plant that we study. For the purpose of comparison, we also present and discuss the characteristics of the various policies considered

    Infrastructure assets can be difficult to manage due to the array of defects, the variety of environmental situations and the different operational scenarios. A number of studies have tried to model bridge asset management. The main focus of these models has been on the deterioration profiling as capturing this can be complex. The model presented tries to model railway bridge detrioration as well as the inspection and intervention processes to give a more rounded overview of railway bridge asset management. A Petri-Net (PN) modelling approach is used accompanied by historical data, used to calibrate the deterioration of the model. Industry policies are used to govern the inspection and intervention procedures. Various aspects of the model have been adjusted or enhanced by industry experts.
