    Student Family Support Services Initiative: Final Evaluation Report

    The Student Family Support Services Initiative (SFSI) provided intensive case management and housing assistance to families with children who were identified as residing in "doubled-up" living situations (e.g. living with relatives or friends because they had lost stable housing but were not yet in homeless shelters or cycled out of shelters) and considered at risk of becoming homeless by the Chicago Public Schools (CPS) in 2009 and 2010. The program offered case management, housing assistance, and a menu of services that families might need to stabilize in housing including therapeutic services, employment services, and asset building. The theory of change was that addressing a family's primary housing and employment needs would positively impact the educational stability and achievement of students, while at the same time benefiting the family overall. This report, prepared by the Social IMPACT Research Center, presents a final evaluation of the initiative

    Managing value creation in knowledge intensive business services organisations

    Value creation is essential in the Knowledge Intensive Business Service (KIBS) industry, due to its problem-solving nature. KIBS organisations need to understand their internal value creation processes as well as the complexity in the environment in order to survive and thrive. This paper investigates how value creation is managed in KIBS organisation through a case study. It then goes on to adopt Beer's Viable System Model (VSM) to propose an organisational design, namely the Value Integration Office (VIO). The VIO focuses on the 5 functions/systems defined by VSM in the meta-system and operation of an organisation in order to manage value creation. This design is implemented in a case study organisation with the aim to adopt a holistic view on value creation within the organisation as well as facilitate future planning function.     How Participation Creates Citizens: Participatory Governance as Performative Practice

    Participation is a prominent feature of many decision-making and planning processes. Among its proclaimed benefits is its potential to strengthen public support and involvement. However, participation is also known for having unintended consequences which lead to failures in meeting its objectives. This article takes a critical perspective on participation by discussing how participation may influence the ways in which citizens can become involved. Participation unavoidably involves (1) restrictions about who should be involved and about the space for negotiation, (2) assumptions about what the issue at stake is, and (3) expectations about what the outcome of participation should be and how the participants are expected to behave. This is illustrated by a case study about the Dutch nature area, the Drentsche Aa. The case study demonstrates how the participatory process that took place and the restrictions, assumptions, and expectations that were involved resulted in six forms of citizen involvement, both intended and unintended, which ranged between creativity, passivity, and entrenchment. Based on these findings, the article argues that participation does not merely serve as a neutral place in which citizens are represented, but instead creates different categories of citizens. Recognizing this means reconceiving participation as performative practice. Such a perspective goes beyond overly optimistic views of participation as a technique whose application can be perfected, as well as pessimistic views of participation as repression or domination. Instead, it appreciates both intended and unintended forms of citizen involvement as meaningful and legitimate, and recognizes citizenship as being constituted in interaction in the context of participatio

The Pathways framework does not promote a single formula or program. Rather, our emphasis is on acting strategically across disciplines, systems, and jurisdictions to increase the number of young people who make a successful transition to young adulthood. The Pathway provides a starting point to guide choices made by community coalitions, services providers, researchers, funders, and policymakers to achieve desired outcomes for young people and their families
