    Located within the tradition of Hermeneutic Dialectics (HD) this paper offers an approach which can further an analysis of a fit between information and organizational systems. Drawn upon Information Systems Development projects a relationship between theory and practice is aided through a multi-disciplinary approach to sense making activity. Using a contemporary version of contextual analysis to understand a way in which individuals construct adapt and create meaning from their environment offers a route to improve a systems analysis process. This type of enquiry into contextual dependencies of knowledge creation can help direct a development of systems that have the intention to serve specific organizational actors and their needs. Combining methods outside of a traditional polar divide, sense making research undertaken within a systems thinking arena can enrich understanding by complementing qualitative and / or quantitative analysis with reflective depth.     Dare we jump off Arnstein's ladder? Social learning as a new policy paradigm

    Participation is now a central consideration of policy discourses at EU; national and local levels, particularly in relation to environmental resources. As it becomes a social expectation so the form, meaning and purpose of participation has diversified. While Arnstein’s ladder of citizen participation (Arnstein, 1969) revealed that much ‘participation’ does little to broker a reassignment of power, this paper argues that it is perhaps time to jump off the ladder. In doing so, we suggest that an emphasis on social learning constitutes a paradigm shift in the thinking and practices of policy-making. Our rationale is based on findings from several research projects on social learning for water resource management in the EU and UK. These suggest conventional policy responses to environmental problems (regulation; fiscal instruments; information) are only effective where there is pre-existing agreement on the nature of the problem and its resolution. In practice, many resource management issues are best described as ‘messes’ (Ackoff, 1974), with high degrees of interdependency; complexity; uncertainty; and multiple stakeholding. These characteristics challenge notions of participation because no single group can pinpoint with confidence the nature of the problem and its solution. We explore how the term social learning rather than participation more accurately embodies the new kinds of roles, relationships and sense of purpose which will be required to progress complex, messy issues. The discussion leads to the conclusion that social learning can be understood as an emerging governance mechanism to promote concerted action, thereby enabling transformation of complex natural resource management situations

    Information Technology Platforms: Definition and Research Directions

    The concept of an information technology (IT) related platform is broad and covers phenomena ranging from the operating system Linux to the Internet. Such platforms are of increasing importance to innovation and value creation across many facets of industry and daily life. There is, however, a lack of common understanding in both research and industry about what is mean by the term platform when related to IT. This lack of consensus is detrimental to research and knowledge development. Thus, the aims of this study are to: (i) provide a sound definition of the IT-platform concept by identifying its distinguishing dimensions; and (ii) identify important current research directions for the IT-platform concept. To achieve these aims a systematic literature review was undertaken with 133 relevant articles taken from major information systems journals, conferences, and business publications.     Intellectual Capital Architectures and Bilateral Learning: A Framework For Human Resource Management

    Both researchers and managers are increasingly interested in how firms can pursue bilateral learning; that is, simultaneously exploring new knowledge domains while exploiting current ones (cf., March, 1991). To address this issue, this paper introduces a framework of intellectual capital architectures that combine unique configurations of human, social, and organizational capital. These architectures support bilateral learning by helping to create supplementary alignment between human and social capital as well as complementary alignment between people-embodied knowledge (human and social capital) and organization-embodied knowledge (organizational capital). In order to establish the context for bilateral learning, the framework also identifies unique sets of HR practices that may influence the combinations of human, social, and organizational capital

    Constructing the cultural repertoire in a natural disaster: The role of social media in the Thailand flood of 2011

    In 2011, Thailand witnessed its worst flooding catastrophe in half a century. In this study, we explored social media as a new and promising weapon to address the physical and morale challenges caused by the natural disaster. A case study was conducted in the context of crisis response, whichinvestigated the use of social media to contribute to the collective cultural repertoire during the natural disaster. By investigating two paths toward the cultural repertoire construction considering different social groups, this study also identified the roles of social media as an information market and an information threshold in the crisis response
