INVESTIGATING THE EFFECTIVENESS OF STERILIZATION POLICY IN CONTROLLING MONEY SUPPLY AND CAPITAL INFLOWS IN NIGERIA

Over the last decade, Nigeria has witnessed rising capital inflows that have kept the monetary authorities on their toes. This study, therefore, investigated the effectiveness of sterilization policy in controlling money supply and capital inflows in Nigeria. The need for this investigation arose from observed dearth of study in this area in Nigeria as well as the surge in capital inflows within the study period with its likely macroeconomic implications. The study would answer the question: (1) to what extent does sterilization effort of the Central Bank of Nigeria effective in controlling capital inflows in Nigeria, (2) to what extent is sterilization policy able to regulate money supply in Nigeria. By utilizing monthly data spanning a period of 2010-2018 under the framework of Two Stage Least Squares (2SLS), findings show that the sterilization policy of the CBN is effective in regulating money supply and depressing capital inflows both in period of normal capital inflows and in period of intensive capital inflows. We therefore recommend that in periods of sudden and volatile capital inflows, sterilization measure should be given a priority in order to stave off the negative consequences of such unexpected inflows. We also recommend fiscal prudency on the part of the fiscal authorities, especially within the period of high and volatile capital inflows just as the observance of a synergy between fiscal and monetary policies is not ruled out

POST‐CRISIS TAX STRATEGY OF THE EUROPEAN UNION AND LESSONS FOR BOSNIA AND HERZEGOVINA

Balancing between tax sovereignty of the Member States guaranteed by the Constitution of the Union and the need for tax coordination, the EU have announced a strategy for reform of the EU tax system. The new EU tax strategy is based on three main pillars: the quality of taxation in the context of economic coordination, the contribution of tax policy to the sustainable growth and good governance in the tax area. Parallel with the reforms in the area of public expenditures, and following the efforts of the EU, fiscal authorities of BiH should focus their activities on increasing functionality and efficiency of the complex tax system in BiH within the current constitutional framwork. Adoption of the adequate solutions from the new EU tax strategy should bring substantial benefits to BiH. Seen as a part of way out strategy from the recession, tax reforms, designed in the spirit of the EU strategy, should be aimed at speeding up the process of fiscal consolidation and economic recovery, contriburing to the integration of the economic space in BiH and enabling permanent harmonisation of domestic legislation with the EU law and practice

The fundamental assumption of theoretical VAT model lies on neutrality of VAT taxation in relation to economic position of taxpayers. Although highly relevant for removing fiscal barriers and competitiveness of national economies in the global sphere of business the principle of neutrality of VAT system is very often undermined by different measures of national VAT policy. Having intention to alleviate negative impact of global economic and financial crisis the EU members use measures in the field of consumption taxation and VAT policy, although the effects of those measures are not always coherent with fiscal neutrality principle. The recent practice of 16 EU Member States has proven that by the implementation of VAT groups the multiple benefits are achieved without a need for trade off between the costs and benefits of various measures. The concept of VAT grouping reconciles divergent interests of the main stakeholders, state, taxpayers and consumers. In the short run, an application of VAT groups may strengthen a fiscal position of governments as well as a liquidity of companies. In the long run, VAT groups affect a level of prices, employment and growth, contributing to fiscal neutrality of VAT system, economy of scale and macroeconomic stability. REFLECTIONS OF THE EU EXCISES POLICY ON DYNAMICS OF ASSOCIATION OF BIH IN LIGHT OF GLOBAL CHALLENGES

Dedication of Bosnia and Herzegovina to European integrations requires a fulfilment of pre-accession obligations that relate to harmonization on excises taxation in BiH with the EU standards. Excise represents significant source of revenues for BiH. Excises on oil are forming a part of price of almost every goods produced and services rendered. Experience of member states shows that harmonization of excises with minimal EU excise rates is very complex and painful process since many sectors are affected. Those negative consequences on macroeconomic and social system are aggravated by global crisis. Bearing in mind those consequences and a large gap between the BiH excises and EU standards it is necessary to plan dynamics of harmonisation carefully, balancing of consequences and benefits for economy and market in BiH for the longer period ahead

The twentieth century is characterized by competition between two economic and political systems: the capitalist and socialist. It is not difficult to conclude that both systems have as their good, and bad sides. In the early sixties, there appeared a theory on the convergence of systems, the author of which was Jan Tinbergen who later became the first winner of the Nobel Prize for economics. The essence of the theory is that a gradual convergence of the two systems would come. This theory has had supporters and opponents. Until the fall of the Berlin Wall, a certain degree of convergence, however, had accurred. After that came a short period in which capitalism was presented as the indisputable historical final solution for the organization of human society. FOREIGN MARKETS PORTFOLIO IN INTERNATIONAL AFFAIRS

The main idea of article is synthetic analysis of strategic elements that are representing the risks of business operations on individual foreign markets related with the main benefit – profit generated from operations on export market. The elements are: the growth of export market, absolute size of the market, market share, share of total profit generated on the individual markets compared with total profit generated in the company, comparison of market shares with share in business revenues of the company, average number of days of payment per different markets. In order to synthesize these various elements the matrix type of analysis is used with the four quadrants with each carrying the message about strategic advantages or weaknesses of the company. Portfolio approach is taken form portfolio of investments on financial markets – compensation of risks in order to achieve higher profit with compensated risks. Previous is used as a base for appraisal of potential developments in the future and strategic response of the company. For the different markets, their characteristics with the impacts on the business activities are defined. In conclusion, the proposal of syntactical matrix that merges relevant dimensions into one portfolio matrix is presented

The author argues that the Russian language world-view verbalizes a dual assessment of pity. Moral assessment of pity as the soul's immediate response to someone else's suffering is positive. However, the uncomfortable and even painful process of experiencing this emotion and the high degree of intensity of its influence on one's psyche results in a negative hedonic evaluation of pity.
