    Information flows in sub-Saharan Africa

    The state of research into media and information flows in sub-Saharan Africa describes a situation marked by rapid growth of a wide range of media and distinctive geo-linguistic mediaspheres. This article focuses on two revolutions in information flow in the region: first, an expansion since the 1990s of traditional media, facilitated by satellite broadcasting and related technologies; secondly, since about 2000, the ongoing embrace of mobile telephony. It describes these developments in Lusophone, Francophone and Anglophone mediaspheres. Building on the author’s own previous research, and that of others, the article highlights the shift from asymmetrical, elite dominated communications concerning the major public affairs of the day toward increasingly symmetrical and participatory electronic communications

    Towards low‐cost community networks in rural communities: The impact of context using the case study of Beitbridge, Zimbabwe

    Most rural communities in developing countries such as Zimbabwe are underserved and/or unserved with regard to telecommunication connectivity. Governments in developing countries are also under‐resourced to provide adequate digital infrastructure. Thus, community networks are increasingly seen as viable alternatives to bridge the infrastructure gap in Africa. However, new infrastructure interventions in developing countries face many challenges including complex interventions stemming from complex policies inserted into complex sociopolitical environments. The success of community networks in other African countries prompts this investigation into the potential of transferring the community network approach to Zimbabwe. The objective of this article is to frame how context impacts development of digital infrastructure. Zimbabwe's telecommunication regulatory framework is on the verge of countenancing the development of community networks, and for this reason, there is need for research to inform would‐be investors, policy makers, and other stakeholders such as academia, NGOs, and communities themselves, on how the sociopolitical and economic environment impact these efforts. This is important because successful deployment of a community network may result in improved community development, eg, in food security, health, and education

    Sustainable Broadcasting in Africa: Insights From Two South African Campus Radio Stations

    ArticleUniversity campus-based community radio stations (CRS) are widely acknowledged as vehicles for supporting grassroot social and economic development. Despite these stations‟ popularity, the emerging technologies they exploit to advance such development initiatives, including their exact impact on their economic and social sustainability, remains a grey area. The objectives of this study are two-fold. First, to establish the social media applications that university-based CRS in South Africa employ in fulfilling their broadcasting mandates. Second, to examine how the utilisation of these applications impact the economic/ financial and social sustainability of these stations and their listenership. Drawing insights from in-depth interviews with presenters, station and programme managers, the study found limited appropriation of WhatsApp, Facebook, Twitter, station websites, livestreams and podcasts for content programming and broadcasting. Furthermore, while it was unclear how social media livestreaming contributed to economic sustainability, its effects on social sustainability found expression in connecting advertisers to livestreams to support real-time advertising.     A study of Radio Zimbabwe's messages and audiences in a time of crisis

    The political and economic crisis that beset Zimbabwe since the late 1990s forms the backdrop to this study which examines the discourses that occupied a position of dominance on the state radio station, Radio Zimbabwe, between March and April 2011. This study moves beyond an analysis of texts and also looks at how some women listeners, who were living in a rural community in Zimbabwe, engaged with the radio and the mainstream discourses in the context of everyday life. The analysis of Radio Zimbabwe broadcasts is informed by Antonio Gramsci's concept of hegemony (1971) as well as ideas from the propaganda model postulated by Edward Herman and Noam Chomsky (1988). The audience study draws on some ideas by Carragee (1990) on the critical audience research perspective. This study also takes a poststructuralist approach to language, discourse and subjectivity. Available media scholarship on the post-2000 crisis in Zimbabwe has mostly focused on analysing how the print media represented the land question and the elections. Scholars have neglected to look at hegemonic and counter hegemonic discourses that were broadcast on the most pervasive medium in the country and on the continent, radio during this time. In radio studies in Africa and in Zimbabwe, the exploration of radio content is also largely missing. Also conspicuously absent in research that has been carried out in Zimbabwe and in Africa is an understanding of how audiences interact with mainstream meanings embedded in radio texts. In view of the above-mentioned gaps in literature, this study focuses on radio texts and radio listeners. The study combines a critical discourse analysis of Radio Zimbabwe content with a discourse analysis of narratives of 30 women listeners of the station that were interviewed. Two arguments are made in this thesis. The first is that in the face of waning support, immense opposition at home and abroad and an unrelenting economic crisis, the Zimbabwe African Nationalist Union- Patriotic Front (ZANU-PF) government used the discourses on land, the liberation struggle, the father of the nation, Christianity and God to legitimise its continued stay in power. These discourses were also used to delegitimise political opponents inside and outside the country. The second argument that this thesis makes is that women's engagement with Radio Zimbabwe content and hegemonic meanings broadcast on the station is not straightforward and predictable. Though some women said they listened to the news, a programme embedded with dominant ideas, most of them said they did not remember what was contained in most bulletins. Most women recalled news items that were directly relevant to them. While Radio Zimbabwe content was predominantly political in nature, the programmes that women talked about as favourite programmes had nothing to do with politics. The majority of women in the study singled out Kwaziso/Ukhubingelelana and Chakafukidza Dzimba Matenga as programmes they enjoyed listening to. In terms of interacting with mainstream ideas, most of the time many of the women affirmed the dominant discourses. There were, however, instances when some women contested hegemonic ideas. Sometimes mainstream ideas were challenged because what the women heard on the radio and their lived realities were not congruent. Interestingly, there were also times when this disjuncture did not drive women to question what they heard on the station

    The gendered appropriation of the mobile phone for online health information by youths in Zimbabwean tertiary learning institutions

    The study uses domestication of technology and Cultural Studies theories to investigate how youth in three institutions of tertiary learning in Harare, Zimbabwe are accessing health-related information online using their smart phones. The study critically examines how youths deploy these digital media technologies to construct their identities in a context where social and political power is unevenly distributed. To understand these issues, the study uses a triangulated research design comprising a social survey, in-depth individual interviews and field observation for data collection. Results from this data gathering showed that the use of digital media technologies differ across gender, at least in terms of the distribution of online health seeking practices between male and female youths. According to the survey results, more women tend to use their mobile phones to access health-related information. Data from the individual in-depth interviews showed that the most significant site of social change (social disruption) relates to how digital media facilitates emerging new identities (i.e. identity in the broader sense as well as health-related and sexual health identities). For both young men and young women, mobile phones are used precisely for image management, peer acceptance and the desire to define respective feminities and masculinities within their social networks. Both male and female youths assert they are able to access a variety of information online, and some of this information would not easily accessible when sought from traditional structures such as their parents. This way, youth feel that digital media technologies allow them to cultivate their own preferred identities outside the purview of parental authority and social control. Drawing on postmodern literature, such emerging identities are predicated on cultural volatility, unpredictability, decentralisation and refusal to fixation and conformity to socially constructed identities about being a youth, or being a young Zimbabwean woman or man, for example. Thus, the use of mobile phones and mobile Internet by youths in Zimbabwe to access health-related information has sociopolitical significance, because it allows young people to fashion preferred identities that resists entrenched regimes of social power. For young people in Zimbabwe, online health seeking practices precisely reflects attempt towards negotiating with and circumvent the structural limitations of either an expensive health care system or the general curiosity associated with growing up. That way, it is arguable that youth use digital media technologies to help them exercise some level of social autonomy and agency in dealing with everyday life. Individual in-depth interviews demonstrated that mobile phones and mobile Internet can thus be seen as opening up more spaces for youth to learn more about issues about growing up, sexuality and adolescents that a conservative society such as Zimbabwe traditionally consider as ‘inappropriate’ for youth consumption. They argued that the inability of parents to discuss with them issues about growing up often result in them “finding out on our own” using digital media technologies to satisfy the desire to wean themselves from what they view as arbitrary and asymmetrical social power. The study demonstrated that youth use the mobile phone to challenge the social world of adults and to show resistance to it, thereby strengthening a subculture as well as constructing an identity. However, despite the positive attributes of social capital, connectivity and personalised experience afforded by the mobile phone, the mobile phone is sometimes a source of conflict in relationships between young men and women; that is, between unmarried partners. Young women reported that their boyfriends often force them to disclose who they communicate with using their mobile phones. They also reported that their boyfriends often did some random surveillance of their social media contacts and activities. Thus, whilst one of the mobile phone’s most powerful attribute is its ability to offer personalised experience, as well as offer synchronised and unlimited access to distant connections, results from in-depth interviews showed that some unwritten expectations and norms dictated that young men closely watch their ‘girlfriends’ social media activities, including their online search activities. As a result, privacy as well as the much touted relationship between mobile phone and women’s autonomy becomes contested arenas. Even at young ages, and before marriage, women are socialised to show subservience to their partners by allowing them access to their mobile phones

    Zimbabwean women online: an investigation of how gendered identities are negotiated in Zimbabwean women’s online spaces

    This study is concerned with the construction of Zimbabwean women’s identities in this contemporary internet age. Two Facebook groups are of particular interest here due to the vibrant conversations that take place on a daily basis, that is, Makhox Women’s League and Baking & Cooking: ZW Women’s Diaries. Conceiving these internet sites as discursive spaces, I unpack the contesting discourses and tensions in the different narratives offered by Zimbabwean women and identify and critique the competing sets of feminine subjectivities. I achieve this by drawing on poststructuralist and postcolonialist feminist theories in order to situate these groups as cultural sites that are particularly identity defining. I particularly draw on Foucauldian theories of discourse, power and the subject to conceptualise the formation of particular discursive gendered subjectivities. With an understanding that discourse is constitutive of power relations and contestations, and that discourse should be historically contextualised in order to take into account particular conditions of existence; I draw on Mamdani’s (1996) conceptualisation of how power is organised in Africa within a historical and institutional context, and identify the bifurcated nature of the postcolonial Zimbabwean state as a colonial residue as necessitating a particular kind of subjectivity. To this end, one can understand the different femininities on Makhox Women’s League and Baking & Cooking: ZW Women’s Diaries as constituted within, and complexly negotiating, a traditional/customary discourse and a rights-based modern one. This qualitative inquiry is informed by an eclectic approach that combines methods of textual analysis that complements both critical linguistics and media studies and attends to lexical structure as well as narrative and rhetorical analysis respectively. Combined with an online ethnographic approach I employ these tools to analyse these particular Facebook groups with the understanding that as women converse daily on these platforms, they ‘govern’ each other’s conduct and thought processes in interesting ways. I argue that these conversations discursively constitute the performances of different femininities on both sites that also take into account the diasporic condition of Zimbabwean women. I show how they negotiate and mediate feminine performance and in so doing propose and contest certain ‘truths’ that are frequently validated
