Beyond Bounds - Learning Evaluation of the C2000 Renewal Implementation Program (IVC) (full text only available in Dutch)

Abstract

Het communicatiesysteem C2000 is van vitaal belang voor de veiligheid in Nederland. Tienduizenden hulpverleners maken dagelijks gebruik van dit systeem, zowel bij reguliere werkzaamheden als bij grootschalige incidenten en rampen. Sinds de introductie van C2000 in 2004 wordt continu gewerkt aan de verdere verbetering van het systeem. Onder regie van het ministerie van Justitie en Veiligheid (JenV) is in 2016 de technische vernieuwing van C2000 gestart binnen het programma Implementatie Vernieuwing C2000 (IVC). Dit programma is op 31 december 2023 formeel afgerond. Het WODC heeft namens het ministerie van JenV aan Andersson Elffers Felix (AEF) de opdracht gegeven om een evaluatie uit te voeren van het programma IVC. Doel van deze evaluatie is om de aanpak en resultaten te evalueren en lessen te trekken voor toekomstige trajecten, zowel voor de verdere optimalisatie en continuering van C2000, als voor de voorbereiding en uitvoering van het opvolgende programma VMX. Bijzondere aandacht is besteed aan de ervaringen van eindgebruikers van C2000, met als doel inzicht te verkrijgen in de praktische werking van het vernieuwde systeem en het signaleren van eventuele knelpunten vanuit de praktijk. Since the introduction of C2000 in 2004, continuous efforts have been made to further improve the system. In 2016, under the direction of the Ministry of Justice and Security (JenV), the technical renewal of C2000 started as a part of the Implementation of the C2000 Renewal Program (IVC). This program was formally completed on December 31, 2023. The WODC, on behalf of the Ministry of Justice and Security, commissioned Andersson Elffers Felix (AEF) to conduct an evaluation of the IVC program. The aim of this evaluation is to assess the approach and results, and to draw lessons for future projects, both for the further optimization and continuation of C2000, and for the preparation and implementation of the subsequent VMX program.
