Analysis of the Temporary Admission Regime for Active Improvement in the Efficiency and Competitiveness of the Ecuadorian Floriculture Sector 2022-2023

Abstract

Esta investigación evalúa el impacto del Régimen de Admisión Temporal para Perfeccionamiento Activo (ATPA) en la eficiencia operativa y competitividad del sector floricultor ecuatoriano durante los años 2022 y 2023. Se busca determinar cómo el ATPA ha contribuido positivamente a la importación de insumos para la producción florícola y los beneficios resultantes en la mejora de la eficiencia y posicionamiento competitivo del sector. Los hallazgos serán relevantes para actores interesados en el desarrollo del sector. La implementación efectiva del régimen tiene el potencial de reducir costos operativos, mejorar la calidad de insumos y optimizar tiempos de producción, generando un producto final más competitivo en el mercado internacional. La investigación, de carácter descriptivo, no experimental y de orientación transversal, utiliza datos numéricos provenientes de registros comerciales y análisis de documentos relevantes para ofrecer una visión detallada del impacto actual del régimen. Los resultados revelan que el ATPA ha logrado mejorar la competitividad del sector en el ámbito internacional. Sin embargo, se identificaron áreas que podrían beneficiarse de ajustes adicionales para optimizar los beneficios del régimen. Aunque el ATPA ha tenido un impacto positivo, es esencial seguir evaluando su efectividad y realizar modificaciones que maximicen sus beneficios para el sector floricultor.This research evaluates the impact of the Temporary Admission Regime for Active Improvement (ATPA) on the operational efficiency and competitiveness of the Ecuadorian floriculture sector during the years 2022 and 2023. It seeks to determine how the ATPA has positively contributed to the import of inputs for floriculture production and the resulting benefits in improving the efficiency and competitive positioning of the sector. The findings will be relevant to actors interested in the development of the sector. The effective implementation of the regime has the potential to reduce operating costs, improve the quality of inputs and optimize production times, generating a more competitive final product in the international market. The research, of a descriptive, non-experimental and cross-sectional nature, uses numerical data from commercial records and analysis of relevant documents to offer a detailed view of the current impact of the regime. The results reveal that the ATPA has managed to improve the competitiveness of the sector internationally. However, areas were identified that could benefit from additional adjustments to optimize the benefits of the regime. Although the ATPA has had a positive impact, it is essential to continue evaluating its effectiveness and make changes that maximize its benefits for the floriculture sector
