Transformación digital y desarrollo local: reflexiones sobre su gobernanza

Abstract

In the Ministry of Higher Education of Cuba (MES) a strategy for Digital Transformation is implemented. The emergence of technologies such as Artificial Intelligence and Robotics, the new requirements for digital technologies incorporated in the new regulations for changing teaching categories, the increasingly dependent use of digital social networks and the need to increase exports of services academics, motivated the development of a group of actions aimed at generating and increasing the digital skills of teachers and students. The article proposes an innovation project for the implementation of a Digital Teaching Competence Reference Framework for the MES. A group of existing frameworks were studied and finally the European Framework for Digital Competence of Teachers (DigCompEdu) was selected as a starting point. The innovation project is supported by a cycle of continuous improvement that foresees the approval of legal regulations that accompany the Reference Framework to design and implement the digital competencies of teachers to have increasingly competent and innovative professionals.El desarrollo local (DL) y la transformación digital (TD) se consideran vitales en las esferas económico y social de Cuba. Sin embargo, no se ha logrado una comprensión completa de su significado y alcance, ni cuáles son sus factores claves, cómo deben complementarse y existen oportunidades de mejora con su gobernanza, que al no tenerse en cuenta atentan contra su éxito y su impacto en la nación. En el artículo se reflexiona sobre estos temas y se ofrecen algunas propuestas para su solución
