O Plano Diretor Estratégico de São Paulo (Lei 16.050/2014): instrumentos indutores do desenvolvimento urbano sustentável e o projeto “Ligue os Pontos”

Abstract

No contexto de expansão populacional urbana, mudanças climáticas e conferências mundiais em busca de se promover o desenvolvimento urbano sustentável, esta dissertação propõe uma aproximação dos conceitos de sustentabilidade, desenvolvimento urbano sustentável, da Agenda 2030 e da Nova Agenda Urbana com os instrumentos urbanísticos estabelecidos no Plano Diretor Estratégico de São Paulo de 2014, através do Marco Regulatório. Como objetivo a ser traçado, este trabalho propõe uma ferramenta para avaliar instrumentos e diretrizes que contribuem para atingir o desenvolvimento urbano sustentável e as metas globais. Logo, duas bases foram traçadas para a proposição: as literaturas sobre os conceitos analisados em conjunto com a evolução cronológica dos problemas urbanos ambientais e os instrumentos urbanísticos existentes, inseridos no plano diretor com o propósito de regular o crescimento da cidade de São Paulo. Correlacionando conceito e instrumentos, acrescido de um campo de avaliação (o projeto Ligue os Pontos), é apresentado em forma de tabela uma Matriz de Instrumentos, Objetivos e Diretrizes do Desenvolvimento Urbano Sustentável do PDE 2014. Por fim, as considerações finais, antes de apontar ações e contribuições futuras para a próxima revisão do plano e obtenção de metas (2030), trazem uma análise dos cinco anos de implantação do Plano Diretor Estratégico de São Paulo frente ao desenvolvimento urbano sustentável.In light of the urban expansion, climate changes and global conferences seeking to promote a sustainable urban growth, this thesis combines different concepts of sustainability, urban development from the “Agenda 2030” and “Nova agenda Urbana” and the urban instruments established on the ‘Plano Diretor Estratégico de São Paulo’ (Strategic Master Plan of São Paulo) from 2014 through the ‘Marco Regulatorio’ (Regulation Mark). From this perspective, this thesis proposes a new tool that will examine instruments and laws that support the vision of a sustainable urban development and the achievement of the global targets. In this regard, two bases were used to elaborate this proposal: literature about the analysed concepts, along with the chronologic evolution of the urban environment problems, and the exisisting urban instruments, embbeded in the “Novo Plano Diretor“ (New Master Plan), that aims to regulate the expansion of São Paulo City. Merging these different concepts, instruments and a field testing (project “ligue os pontos”), this research presents a Matrix of Instruments, Objectives and Goals of the Sustainable Urban Development from PDE 2014. Ultimately, before setting actions and further contributions to the next plan and metrics review (2030), the final considerations of this thesis result in the assessment of each of the 5 years implementation of the Strategic Master Plan of São Paulo (Plano Diretor Estratégico de São Paulo)
