Bid: the advantage of reverse e-auctioning in the public tender process

Abstract

O processo de compras na Administração Pública está regulamentado pela Lei 8.666/93 e demais legislações associadas, as quais estabelecem as modalidades que poderão ser empregadas no processo licitatório. Este trabalho estuda o processo de compras das empresas, através da modalidade de “Pregão Eletrônico”. O trabalho prende-se principalmente em avaliar as vantagens econômicas decorrentes das licitações realizadas pela internet em comparação com os demais modelos. Através deste artigo é possível constatar que a aquisição de bens e serviços pela modalidade em estudo - Pregão Eletrônico, apresenta inúmeras vantagens para, bem como para a Administração Pública em geral. Dentre as vantagens, podemos destacar: a agilidade do processo licitatório, a desburocratização, o aumento da competitividade e, principalmente, a redução dos custos.The process of purchases in the Public Administration is regulated by the Law nº 8.666/93 and the other associated legislation, which establish the modalities that could be used in the public tender process. This paper shows the process of purchases through the modality of "Reverse E-auctioning". The work relates mainly to assess the economic benefits arising from tenders conducted over the internet compared to other models. Through this article it is possible to confirm that the acquisition of goods and services by the modality in study, presents innumerable advantages for the companys, As well as for Public Administration in general. Among those we can detach: the agility of the process, reduction of the bureaucracy, increase of the competitiveness and, mainly, the reduction of the costs
