    This research aimed at exploring (onderzoek) the effectiveness of externalities principle in distributing government authority particularly on the forestry in the relation to running the authority at provincial/city levels and investigating (beoefening) the effectiveness of the distribution and the implementation of responsibility between the government (Ministry of Forestry) and the provincial/city government. This research used a juridical-normative method beginning from the research on juridical doctrine by conducting an inventory of regulations directing the distribution of the government authority on forestry. This continued with the effect of distributing the authority (juridical-sosiological) in order to prescribe legal bases on the forestry authority in the future. It is concluded that the relationship of the externalities among the central, provincial, and regency/city government within the forestry authority based on the criteria of area, the function of forest zone, and the kinds of forest production; and the deconsentration and medebewin tend to be centralised. This brings about inefficiency og public service and low participation of the society in managing forest area and making use of forest sources for improfing the prosperity of the society contributed from foret sector

    This study is aimed to explore and analyze: 1) budget drafting participation, government officials’ performance, job satisfaction, and organizational commitment in Palu governmental offices; 2) the effect of budget drafting participation on officials’ performance; 3) whether job satisfaction moderates the influence of budget drafting participation on officials’ performance; 4) whether organizational commitment moderates budget drafting participation on officials’ performance. The population consists of 1036 people with 91 samples selected, including heads of office, secretaries, and head sections. The result shows that: 1) budget drafting participation has significant effects on officials’ performance in Palu governmental offices; 2) job satisfaction moderates the effects of budget drafting participation on officials’ performance significantly; 3) organizational commitment moderates the effects of budget drafting participation on officials’ performance in Palu governmental office

    This study aims to determine the ratio of rgional finance dependency and independency in Sigi district. This study is categorized as a descriptive quantitative research. This study was conducted to obtain the data and information about the regional financial management in Sigi district. This study was conducted in 2014 with the observation period between 2009 and 2013. The data collection was conducted by applying observation, interviews, literature and documentation. Then, it was analyzed by several methods, include: 1) the regional finance dependency ratio is calculated by comparing the amount of regional revenue with total revenues budget without subsidies, and 2) the regional finance independency ratio is calculated by comparing the amount of regional revenue with devided by the budget balance of the Central Government as well as the Province. The result of this study concluded that: 1) The average level of Sigi Region financial dependence on the sentral government during the period of fiscal years from 2009 to 2013 was amounted to 27,05%. When classified according to the criteria of assesment of the level of financial dependence of the central government area is the province with the level of Region Financial Dependence Medium, and 2) The average level of Sigi Regional financial independence area during the period of 2009 to 2013 fiscal years was 1,58%. Therefore, it was categorized as low level of regional financial independency based on the criteria of independence. It is also note that therefore, this district has a high dependency on the central government grants through the balance of funds in implementing regional autonomy and fiscal decentralization during the period of survey

    This Research Aimed At Finding Out The Work Performance Of Financial Administration Staff At The Assest And Financial Management Office Of Central Sulawesi Province. This Research Used A Qualitative Method By Employing Snowball Technique In Order To Select The Informants For The Research Purpose. The Techniques Used For Data Collection Were Observation, Interview, And Documentation. The Work Performance Of The Financial Administration Staff At The Asset And Financial Management Office Of Central Sulawesi Province Did Not Run Well. Of 7 Indicators Observed, 6 Ones Were Not Optimal. 1) Objective, In Terms Of Financial Administration Management, Did Not Go Through The Existing Mechanism. 2) Financial Administration Standart Was Not Implemented Well Due To The Absence Of Information System Of Provincial Financial Management Resulting In Frequently Late Report Submission.4) Tools Of Facilities Were Limited, Particulary Computer 5) Human Resource Competence Was Limited, Only 5 Staff And They Were In Contrast Wit Their Expertise. 6) Motivation Mechanism Was Not Optimal Due To The Absence Of Reward And Punishment Program For The Staff.     The Objectives of this research are : (1) to know and analyze effect of job motivation, work environment and job discipline on personnel performance at Regional Develompment Planning Agency, Central Sulawesi Province, (2) to know and analyze effect of job motivation on personnel performance, (3) to know and analyze the effect of work environment on personnel perfomance, (4 ) to know and analyze the effect of job discipline on personnel perfomance. This is a causal descriptive research to investigate the relationship among job motivation, work environment, job discipline, and personnel performance variables involving 169 respondents that have been determined using census method.  The result of multiple linear regressions show that: (1) job motivation, work environment and job discipline perfoms positive and significant effects on personnel perfomance of Regional Develompment Planning Agency, Central Sulawesi Province, (2) job motivation performs significant effect on personnel perfomance, (3) work environment performs significant effect on personnel perfomance, (4) job discipline performs significant effect on personnel perfomance at Regional Develompment Planning Agency, Central Sulawesi Provinc

    The objectives of this research are to know and analyze the effects of competency, discipline and work environment simultaneously and partially on service quality at Regional Office of Income, Financial Management and Asset Palu City. Population of the of this research covers 5.756 tax payers. Out of those tax payers, 98 samples have been calculated using Slovin equation. Analysis technique used in this research is multiple linear regressions. The results show that competency, discipline and work environment simultaneously perform positive and significant effects on service quality at Regional Office of Income, Financial Management and Asset Palu City. Partially, the result also shows that competency, discipline and work environment perform positive and significant effects on service quality. Determination coefficient which is indicated by adjusted R square 0.472 meaning that 47,2% service quality in Regional Office of Income, Financial Management and Asset Palu City is affected by competency, discipline and work environment and 52,8% is affected by other variables that are not investigated in this research

    The objective of this research are to know and analyze the effects of competency, discipline and non-financial compensation on teacher’s performance at public senior high school in Parigi Moutong (a comparison study between certified and un-certified teacher), and to know the difference between performance of certified and un-certified teacher. This research has been conducted in public senior high school 1 Ampibabo, public senior high school 1 Palasa, and public senior high school 1 Bolano Lambunu involving 80 respondents. The study employs multiple linear regressions to test the relationship between dependent and independent variables using significant level α ≤ 0.05 with SPSS program version 16. corrected item total correlation technique has been used as validity test with minimum limit r > 0,3 and cronbach alpha has been use as reliability test with minimum coefficient α > 0.6. The result show that competency, discipline and non-financial compensation perform significant effects on teacher’s performance at public senior high school with adjusted R-square value 0.493. It means that 49,3 % teacher’s performance is effected by competency, discipline and non-financial compensation, and the rest is affected by other variables that are not investigated in this research. In addition, there is no significant difference between performance of certified and un-certified teacher

    The purpose of this research are: 1) to determinate the influence of service marketing mix towards customer satisfaction and customer repurchase intention on secure instant credit in PT. Pegadaian (Persero) Branch South Palu; 2) to determinate the influence of customer satisfaction towards, customer repurchase intention on Secure Instant Credit (Kredit Cepat Aman) in PT. Pegadaian (Persero) Branch South Palu. The research is causal descriptive that explains the relationship between variables by involving 192 respondents. Sampling method used is systematic random sampling.
