KINERJA APARATUR SIPIL NEGARA DI SEKRETARIAT DEWAN PERWAKILAN RAKYAT DAERAH PROVINSI SULAWESI TENGAH
The research aims to analyze the performance of state civil apparatus in the Secretariat of Regional People's Representatives of Central Sulawesi Province. The research applied a qualitative method. The research setting was at the Secretariat of Regional People's Representatives of Central Sulawesi Province. The informants were 5 people selected using Purposive Sampling technique. The data were gathered through observation, interview, and documentation. In this case, the researcher used Miles and Huberman analysis approach. The research findings show that the performance of state civil apparatus in the Secretariat of Regional People's Representatives of Central Sulawesi Province with indicators such as 1. Productivity shows that efficiency and effectiveness have not run maximally. 2. Service Quality shows that the satisfaction on the service given has been fulfilled. 3. Responsiveness shows that the ability of the apparatus of Regional People's Representatives of Central Sulawesi Province to recognize the needs of service receiver, arrange agenda and service priority and develop public service programs are suitable with communities needs and aspiration have been run well. 4. Responsibility shows that the programs have already been properly as the right administration principles or adjust to organization policy. 5. Accountability shows that state civil apparatus in the Secretariat of Regional People's Representatives of Central Sulawesi Province obey to the political officials appointed by the people that marked by the accountability report
ANALISIS DAMPAK SOSIAL EKONOMI PASCA BENCANA DI DESA SIBALAYA UTARA KECAMATAN TANAMBULAVA KABUPATEN SIGI
This research is based on the major events that befell the people of Palu, Donggala, Sigi and Parigi Mautong, hereinafter referred to as (PADAGIMO), especially the people in North Sibalaya Village, Tanambulava Sub-District, Sigi District, namely an earthquake and liquefaction with a magnitude of 7.4 SR on September 28 2018 which paralyzed the social and economic conditions of the people of North Sibalaya Village. Therefore, this research aims at describing the social and economic conditions of the community and examining what strategies can be done to restore the social and economic conditions of the community after the earthquake and liquefaction disaster in North Sibalaya Village. The research method used qualitative research. Qualitative research used to describe the socio-economic conditions of society with words, supported by documentation. Through this data, the actual condition in the field was described. In collecting the data, this research used document analysis because the data collection method were in the form of interviews and documentation, either to understand the contents in substance or to explain the deeper meaning of these documents. The results show that after the earthquake and liquefaction in North Sibalaya Village, an impact on the social and economic conditions of the community happened. The social impact caused by the disaster, namely, health facilities and services decrease slightly due to the disaster, the education of school-age children is hampered due to the absence of teaching and learning processes at schools and the condition of damaged and missing community houses. Meanwhile, from the economic point of view, it can be seen that after the earthquake, the economy is totally paralyzed, because the loss of livelihoods resulted in a decrease and even loss of community income, due to the absence of a running production process. Related to the socio-economic recovery strategy after the earthquake disaster and liquefaction in North Sibalaya Village, Tanambulava Sub-District, Sigi District, it can be done in the following ways, namely, providing post-disaster assistance, developing Human Resources (HR) both in social and economy conditions, capacity building in capital, and development of people's economic institutions
GAYA KEPEMIMPINAN CAMAT KINOVARO KABUPATEN SIGI PROVINSI SULAWESI TENGAH
The purpose of this study was to find out the Leadership Style of the Kinovaro Sub-District of Sigi District, Central Sulawesi Province. The main theory that becomes the reference in this study is the theory of Luthans Leadership Style (2005: 649) by looking at two three aspects, namely leader-member relations, Task Structures, Power and Leaders (Leader's Position). . Qualitative Research Methods. The location of this study in this study was carried out in the Kinivaro Sub-District Office in Sigi Regency, Central Sulawesi Province, with 6 informants selected purposively. Data collection is done by conducting interviews, observation, and documentation. Data analysis techniques use the Interactive model of Miles and Huberman. Based on the results of the research of the leadership style of the District Head of Kinivaro District of Sigi, it can be concluded that of the three aspects, namely leader-member relations, Task Structures, Power and Leaders (Leaders' Position) as a whole can be implemented well , except that the dominant one is the leadership style that is oriented towards the task
DISIPLIN KERJA APARATUR SIPIL NEGARA PROGRAM PASCASARJANA UNIVERSITAS TADULAKO
The purpose of this study was to analyze the work discipline of the USN Postgraduate Program at Tadulako University. The main theory that became the reference in this study by Soejono (2000: 67), where in this study measuring the work discipline of ASN includes 4 aspects: (1) Timeliness, (2) Using office equipment properly; (3) High responsibility; and (4) Compliance with office rules. The research method uses a qualitative-descriptive approach. The location of this study took place at the Tadulako University Postgraduate Program with 6 (six) informants. Data collection is used by conducting interviews, observation, and documentation. Data analysis techniques are used through: (1) data reduction, (2) data presentation, (3) conclusion. The results showed that the USN discipline of the Tadulako University Postgraduate Program was good enough to be seen from the 4 aspects studied, only two aspects that were classified as optimal, namely: aspects of using office equipment properly and adherence to office rules were optimal. One aspect is quite optimal, namely: high responsibility, and one aspect that is not optimal, namely timeliness
EVALUASI KEBIJAKAN PELAKSANAAN PENDAFTARAN PERALIHAN HAK MILIK ATAS TANAH MELALUI JUAL BELI PADA KANTOR PERTANAHAN KOTA PALU
The purpose of this study; To find out how the policy evaluation of the implementation of the registration of ownership rights over land through buying and selling at the Palu City Land Office Evaluation Theory The policy used in this research is the theory of William DUNN, the basis and type of research is qualitative, while the type of research is descriptive, informant determination technique conducted purposively on the land office officials of the City of Palu. The technique of data collection is done by interview, observation, and documentation. While the data analysis technique used is the Miles Huberman model, which is carried out in three stages, namely; Data reduction, data presentation and conclusion or verification. Based on the background of the research and the formulation of the problem, as well as the results of research and discussion using a theoretical reference from William DUNN, with the dimensions of Effectiveness, Efficiency, Adequacy, Equity of Responsiveness, and Accuracy, the results of the study can be concluded: Through buying and selling, it has not been effective, because from the six {6} evaluation dimensions of William DUNN have not been optimally fulfilled, because the targets set are not in accordance with the reality that occurs
PERANAN SEKTOR INDUSTRI TERHADAP PEREKONOMIAN KABUPATEN PASANGKAYU
The purpose of this research is to find out and identify: 1) The contribution of the industrial sector to the economy of Pasangkayu Regency. 2) Sectors that are the basic sectors in the economy of Pasangkayu Regency. This type of research is quantitative with contribution analysis and Location Quotient (LQ) analysis techniques. The results of the study that the results of the analysis of the contribution provided by the industrial sector to the formation of the Pasangkayu Regency GRDP in 2013-2018 amounted to 28.74%. LQ analysis shows that the Pasangkayu Regency industrial sector from 2013-2018 became a base sector with an LQ value of 2.67. Distribution of industries focused in Pasangkayu District which is the capital of Pasangkayu Regency and several other districts
IMPLEMENTASI SISTEM PENGAMANAN OBYEK VITAL TERTENTU DI WILAYAH KOTA PALU PROVINSI SULAWESI TENGAH
This study aims to understand and find out how the implementation of policies related to the implementation of securing certain vital objects in the Palu City region of Central Sulawesi Province, this is carried out by the Directorate of Security of the Central Sulawesi Regional Police based on applicable provisions in the National Police, among others: security assistance on National Vital Objects and Certain Vital Objects. This study analyzes 4 (four) factors that influence policy implementation according to the theory of George C. Edward III, namely: Communication, Resources, Disposition, and Bureaucratic Structure. The research method used is descriptive qualitative, then as a source of information in the research process as many as 6 ( six ) related people. The results showed that in the implementation of security certain vital objects in the area of Palu City Central Sulawesi Province were still found several obstacles that hindered the process of implementing the policy in accordance with the theory of Edward III, especially communication problems between the two parties have not been fully developed, security personnel resources both police and units internal security is still not evenly distributed so that it influences the performance in the field
IMPELEMENTASI KEBIJAKAN PENANGGULANGAN PENYALAHGUNAAN NARKOBA PADA DIREKTORAT RESERSE NARKOBA DI WILAYAH HUKUM POLISI DAERAH SULAWESI TENGAH
The countermeasures carried out by the Indonesian National Police in this study focused on the task of the Central Sulawesi Regional Police Narcotics Investigation Directorate specifically dealing with the problem of drug abuse, which requires further steps in the process of combating drug abuse based on an implementation of public policy. The results showed. Communication is very influential on policy implementers, based on the communication variables of transmission, clarity, consistency, it can be described the communication has been running well, in supporting the implementation of drug abuse prevention policy at the Directorate of Police Drugs Detention Central Sulawesi. Resources owned by policy implementers that are adequate staff, authority, budget that supports the fulfillment of facilities and infrastructure in the category has not been adequate. Disposition. There are several programs that have been conducted by observations and interviews indicating that the disposition has worked as it should, because the character of the policy implementer who is one of the keys to success in a policy has been in good category. Bureaucratic Structure implemented in the implementation of drug abuse prevention policy at the Directorate of Narcotics Drugs Police of Central Sulawesi has been running well because it has been supported such as SOP and Fragmentation
MANAJEMEN ALOKASI DANA DESA DI DESA SUMBER AGUNG KECAMATAN MEPANGA KABUPATEN PARIGI MOUTONG
This research intends to identify the management process of villagen fund allocation in Sumber Agung Villagen Mepanga Sub-district Parigi Moutong Regency. This is a case study research using qualitative approach. The location and key informant were determined using purposive sampling. Data collected were analyzed is phases based on data information from informant through observation, document, and interview. Based on research conducted it can be concluded that the application of management functions of village fund allocation in Sumber Agung Village Mepanga Sub-district Parigi Moutong Regency have not fully optimum yet. It can be seen through planning administration that has not rum well because it does not match to planning the implementation of programs and activities. Organization doing by the government in Sumber Agung village has not run based on its function and principle due to the inadequate of humann resource completence. Those problrms become main factor in affecting the implementation of management of village fund allocation. PENGELOLAAN DANA DESA (DD) DALAM RANGKA PEMBERDAYAAN MASYARAKAT DI DESA PALINTUMA KECAMATAN PINEMBANI KABUAPTEN DONGGALA
This research aims to know how to fund Management village (DD) in the framework of community empowerment in Palintuma village in Pinembani District district of Donggala This research uses a qualitative method of descriptive. Data obtained from interviews with the sub-district, village government. Village Institution and village community (primary data source) and from observation, documentation, and data from Palintuma Village (secondary data source). Data collection techniques are conducted with observations and interviews. The sampling technique used is purposive sampling. Data validity using triangulation techniques. The form of data analysis used is an interactive analysis model of Miles and Huberman, which includes data collection, data reduction, data presentation and withdrawal of conclusions From the results of the study showed that: 1) Community empowerment in the planning phase is still very low this is due to the still lack of community involved in the decision-making in the planning of development programs, 2) Community Empowerment has not been involved in the management team of development activities formed in the village, the community in this case is still involved in the form of approving and as a witness in the formation of the team. 3) Community Empowerment in the implementation of activities has been active this can be seen from community involvement in the implementation of development activities and the impact that produced from the development for the basic social services has been Fulfilled, 4) in the supervision phase of village Funds management has been active, at the time of planning, organizing, implementation and supervision itself, but the society in this stage is still in the consultation stage, so it is necessary to give the understanding Continuyu to the public about the importance of engaging in all stages of Village development program
