Studi Literatur Tentang Program Pelatihan dan Pengembangan Kompetensi Sumber Daya Manusia di Era Digital
This study aims to analyse the effectiveness of human resource training and development in improving competencies in the digital era. The research method used is descriptive through a literature study approach by reviewing several books, journal articles, and website sources relevant to the research topic. The results of this study show that training and development programmes are strategic steps in facing digital disruption. Along with the advancement of digital technology such as Artificial Intelligence (AI), Internet of Things (IoT), big data, data analytics, and business process automation, it is very helpful for companies in managing and developing human resources. HR training and development models in the digital era can be done through various methods such as e-learning, blended learing, and other platforms that make it easy for employees to improve their competence without being limited by time and place. The study results show that adaptive integration of digital technology in HR competency training can improve the efficiency and effectiveness of competency development in various organisational sectors
Adaptive Constructivist Mobility Cycle (ACMC) sebagai Kerangka Konseptual Evaluatif Pendekatan Konstruktivisme Terhadap Program Indonesian International Student Mobility Awards (IISMA) sebagai Kebijakan Internasionalisasi Pendidikan di Indonesia
The Indonesian International Student Mobility Awards (IISMA) program, an initiative by Indonesia's Ministry of Education, Culture, Research, and Technology, aims to enhance students' academic and global competencies through international mobility. This study, the first to specifically connect the IISMA program with a constructivist approach within a policy framework, also proposes a conceptual framework: the Adaptive Constructivist Mobility Cycle (ACMC). A Systematic Literature Review (SLR) reveals that while IISMA positively impacts students' global perspectives, soft skills development, and cultural adaptation, significant challenges remain. These include academic credit transfer, post-program institutional support, and cultural and social barriers. Consequently, this study underscores the critical role of implementing constructivist principles in IISMA to ensure more meaningful and applicable learning experiences. Key policy recommendations include strengthening credit transfer mechanisms, enhancing academic and psychosocial support, and optimizing experience-based learning approaches in international mobility programs
Keterikatan Kerja dan Kepemimpinan Transaksional Terhadap Kepuasan Kerja Layanan Publik dengan Keadilan Organisasi Sebagai Variabel Moderasi
This study aims to analyze: (1) the influence of work engagement and transactional leadership on public service worker satisfaction, (2) the influence of work engagement on public service worker satisfaction moderated by organizational justice, and (3) the influence of transactional leadership on public service worker satisfaction moderated by organizational justice. The study was conducted at the Tirtanadi Medan Regional Drinking Water Company (PDAM Tirtanadi Medan), one of the Regional-Owned Enterprises in the North Sumatra Provincial Government that serves the drinking water needs of the community. The type of explanatory research with a quantitative approach. The population of this study was PDAM Tirtanadi Medan, totaling 266 people, and a sample of 144 people based on calculations using the Slovin formula. Proportional random sampling was used in determining the sample. Primary data collection was carried out by distributing questionnaires. Data were analyzed using multiple regression methods and Moderated Regression Analysis. The results of the study prove that: (1) work engagement and transactional leadership have a significant effect on public service worker satisfaction with a large effect of 27.4%, (2) work engagement does not have a significant effect on public service worker satisfaction moderated by organizational justice, (3) likewise transactional leadership does not have a significant effect on public service worker satisfaction moderated by organizational justice. The organizational justice variable does not act as a moderating variable in this study. The dimensions of organizational justice that contribute to low job satisfaction are procedural and interactional justice
Penentuan Lokasi Pengganti Kelurahan X Melalui Metode Analytical Hierarcy Process
This study aims to determine a new location for the Kelurahan X Office in North Jakarta using the Analytical Hierarchy Process (AHP) as a decision-making tool for multi-criteria analysis. The need for relocation arises due to the expiration of the land-use agreement between the Provincial Government of DKI Jakarta and the Indonesian Navy (TNI AL). The research adopts a mixed-method approach-both qualitative and quantitative-through literature review, field observation, and interviews with stakeholders. AHP was employed to evaluate three main criteria-environment, accessibility, and cost-which were further broken down into nine sub-criteria. Three alternative locations were analyzed: Model 1 (Jl. JA 1), Model 2 (Jl. BGR), and Model 3 (Jl. GK). The analysis results indicate that Model 1 received the highest score of 63.49%, making it the most optimal location. This study demonstrates that AHP is effective in supporting data-driven, objective, and participatory decision-making processes in the context of public service planning. Despite limitations such as a restricted number of alternatives and potential subjectivity in assessments, this research makes a significant contribution to urban spatial planning and can serve as a model for similar projects in other urban area
ICT Readiness Pada Produsen Data Dalam Penyelenggaraan Cirebon Satu Data
Penelitian dengan judul ICT Readiness pada Produsen Data dalam Penyelenggaraan Cirebon Satu Data ini dilakukan seiring dengan adanya permasalahan pada rendahnya awareness pada Produsen Data, yang dibuktikan dengan adanya data rendahanya capaian keterisian dan ketepatan waktu pengisian data. Cirebon Satu Data sendiri memiliki peranan strategis dalam mendukung perencanaan pembangunan dan smart city Kota Cirebon melalui peningkatan efisiensi birokrasi dan keterbukaan informasi publik. Namun demikian, pentingya Cirebon Satu Data masih belum diiringi dengan kesiapan TIK yang baik. Untuk itu, Penelitian ini bertujuan untuk mengkaji lebih lanjut kesiapan TIK pada Produsen Data dan dapat memberikan rekomendasi untuk penyelenggaraan Cirebon Satu Data yang lebih baik. Penelitian ini mengacu pada konsep ICT Readiness oleh Falahah, Kusumasari dan Santoso (2021) yang didalamnya menjelaskan tentang management awareness, content readiness, people and organization, policy and regulation, supported technology, dan data portal. Penelitian ini menggunakan metode kulitatif dengan informan yaitu Koordinator dan Sekretaris Forum, Walidata dan Produsen Data, untuk dapat memberikan gambaran lebih dalam mengenai kesiapan TIK pada Produsen Data. Hasil penelitian menunjukkan bahwa ICT Readiness dapat dikatakan cukup siap, namun demikian setiap aspek dalam ICT Readiness pada produsen dara masih terdapat kekurangan yang saling berpengaruh terhadap satu sama lainnya, sehingga setiap masih memerlukan perbaikan pada setiap aspeknya
Inovasi Pelayanan Surat Izin Praktik (SIP) bagi Tenaga Kesehatan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Cirebon
Innovation in public services is an urgent need amidst the demands of society for fast, efficient, and transparent services. This study aims to analyze the innovation process of the Practice Permit (SIP) service for health workers carried out by the Cirebon City Investment and One-Stop Integrated Service Office (DPMPTSP). This innovation is designed to replace the manual system which tends to be slow, inefficient, and prone to non-transparency. The theory used in this study is the innovation process model proposed by Luecke (2003) which consists of five stages, namely Idea Generation, Opportunity Recognition, Idea Evaluation, Development, and Commercialization. The research method used is descriptive qualitative, with data obtained through in-depth interviews, observations, documentation, and literature studies. The informant determination technique used in the study was the purposive sampling technique with a total of 13 informants, including DPMPTSP officials and health workers in Cirebon City. The results of the study indicate that the process of creating digital-based SIP innovations has not been implemented optimally because there are still shortcomings in several dimensions of the study, namely budget limitations, complexity of inter-agency bureaucracy, limited human resources and lack of socialization to users. However, in its implementation, SIP innovation has succeeded in increasing the efficiency of permit issuance processing time as well as transparency and satisfaction for health workers. This study recommends increasing collaboration between agencies, special budget allocation, intensive human resource training and expanding socialization to optimize the process of creating SIP innovations
Penerapan Prinsip Citizenship (Peran Aktif Masyarakat) dalam Mitigasi Bencana Erupsi Gunung Marapi di Wilayah Agam Timur
The application of the citizenship principle in disaster management emphasizes the active involvement of citizens in ensuring the safety and resilience of their regions through both direct participation and collaboration with the government. This study analyzes the implementation of citizenship in the mitigation of the Mount Marapi eruption in Agam, focusing on community participation and the responsiveness of the Regional Disaster Management Agency (BPBD). Using a descriptive qualitative method, data were collected through in-depth interviews with BPBD officials, village leaders, community figures, and affected residents, supported by policy documents and official reports. Findings indicate that communities actively participate in preparedness and response efforts, though challenges remain in terms of limited resources and weak inter-agency coordination. BPBD plays a key role in information dissemination and adaptive policy implementation. The study concludes that while citizenship-based mitigation is in progress, it requires further strengthening through capacity building, institutional coordination, and the integration of civic values in disaster policies
Determinasi Rendahnya Partisipasi Politik Mahasiswa Ilmu Administrasi Negara UNP dalam Pilkada Gubernur Sumatera Barat 2024
This research discusses the political participation of students of the State Administration Department of Padang State University (UNP) in the West Sumatra Governor Election in 2024. This research is motivated by the importance of the role of students as agents of change in the democratic process, but in reality their level of participation in regional head elections is still low. The research used qualitative methods with data collection techniques through interviews, observations, and online surveys to active students of the 2019-2024 batch. The results showed that only 37.3% of students exercised their voting rights, while 62.7% chose to abstain. This low participation is caused by several main factors, namely administrative and domicile issues for overseas students, low trust in politics due to rampant cases of corruption and money politics, and the lack of socialization and political education both from the campus and related parties. Many students experience difficulties in arranging a letter of transfer to vote, making them reluctant to participate. In addition, negative perceptions of politicians and unfulfilled promises further strengthen apathy and skepticism among students
Pemberdayaan Masyarakat sebagai Upaya Meningkatkan Ketahanan Pangan Keluarga dan Mengurangi Stunting di Nagari Koto VIII Pelangai Kabupaten Pesisir Selatan
This research focuses on community empowerment in Nagari Koto VIII Pelangai, Pesisir Selatan Regency, in improving family food security to prevent stunting. Data was collected using interviews and documentation, using a descriptive qualitative approach. Data analysis was carried out using reduction, presentation, and conclusion drawing. This study refers to Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction, which emphasizes community-based interventions. The results show that community empowerment in family food security has not achieved policy objectives. The main obstacles found are limited experts, the tendency of people to choose instant solutions, lack of budget support, and low awareness in caring for food seedlings. Nevertheless, community empowerment remains an important strategy for improving food security and reducing stunting. There is a need to increase technical training, strengthen budget support, and build community awareness to be more active in this program.
 
Efektivitas Program Magang Bersertifikat dalam Meningkatkan Kesiapan Kerja Mahasiswa Fakultas Ilmu Sosial dan Ilmu Politik Universitas Riau
The increasingly competitive demands of the job market require university graduates to not only possess academic knowledge but also relevant practical experience aligned with industry needs. To address this challenge, the Ministry of Education, Culture, Research, and Technology launched the Certified Internship Program as part of the Merdeka Belajar Kampus Merdeka (MBKM) policy. This study aims to analyze the effectiveness of the Certified Internship Program in enhancing the job readiness of students in the Faculty of Social Sciences and Political Science at the University of Riau. The research method used is a qualitative approach with data collection techniques through interviews and documentation. Analysis was conducted using five program effectiveness indicators according to Sutrisno's theory, namely program understanding, target accuracy, timeliness, achievement of objectives, and tangible changes. The research results indicate that the Certified Internship Program is not yet effective, with several challenges still identified, such as delays in the selection and administrative processes, uneven program dissemination, and mismatches between internship positions and fields of study. These findings emphasize the need for adjustments to internship positions, improvements in administration, and broader program outreach. The contribution of this research provides strategic input for the development of internship policies on campus to be more adaptive to labor market needs
