<論文＞世界的債務拡大 : どう評価すべきか

世界の債務は、世界金融危機及びコロナ危機を経て、政府債務、企業債務が著しく拡大し、過去最大の水準に達した。債務が将来における返済を前提とした購買力の一時的移転であることを考えると、債務により賄われる支出の成長促進効果が重要である。他方、過去の債務不履行事例における債務水準のばらつきの大きさや高インフレによる債務の価値の棄損や市場アクセスの喪失など債務がもたらす困難の広範性を考えると、高債務がもたらしうる問題を回避するためには、債務の持続可能性を債務 /GDP比などの債務指標で見ていくだけでは十分でなく、当該国の過去の債務不履行、高インフレなどの履歴、国内成長率、米国金利、為替レートなど関連性のある幅広い内的・外的要因を慎重にモニターしていくことが不可欠であると思われる。The global debt has reached the historically highest level due to significant expansion of debt owed by the government and private non-financial corporations after the Global Financial Crisis and the Corona Crisis. Considering the fact that debt is a temporary transfer of purchasing power under the commitment to repay it in the future, it is important that the fund obtained by debt is used in a growth enhancing manner. At the same time, in light of the significant dispersion of the debt levels in the past default cases and the extensiveness of difficulties that debt accumulation may bring about, such as the reduction of real value of debt due to high inflation and loss of market access, it seems insufficient to solely watch debt sustainability by checking debt related indicators such as debt/GDP ratio. In order to avoid problems that may be caused by high debt, it is crucial to carefully monitor wide ranging domestic and external factors including the historical record of the country in question relating to such incidents as the past default and high inflation, domestic growth rate, US interest rate, foreign exchange rate and other indicators that seem to be relevant

測定の標準誤差および平均への回帰をめぐる問題

This study addressed the issues of measurement errors and the regression toward the mean. Two types of measurement errors（Standard error of measurement and Standard error of estimate）were compared in terms of their conceptualizations and interpretations. Subsequently, the issue of “difference scores” between two test scores was examined. There are two types of difference approaches; nonoverlapping intervals and reliable difference approaches. Analyzing hypothetical data on TOEFL ITP, this study compared four major methods for assessing difference scores. The findings revealed that all of the four methods yielded the same results, indicating that they can be used interchangeably. A possible reason for the same results across the four methods was discussed.本稿ではテストスコアの関する測定誤差および平均への回帰についてデータをもとに具体的に論じた．まず，「測定の標準誤差」と「推定値の標準誤差」の考え方や解釈の仕方の違いについて論じた．次に，同一テストを2回受けた場合のスコアの差の分析方法について，TOEFL ITPに関する架空のデータをもとに詳しく検討した．Charter and Feldt（2000）及びCharter（2009）によると，テストスコア差の分析方法には信頼区間の重複を検討するアプローチとz検定を用いたアプローチの2種類があり，それぞれに伝統的および回帰ベースのアプローチがある．本稿では代表的な4つの手法を取り上げ，データをもとに比較検討した．その結果，いずれの手法を用いても同一の結果が得られることが明らかとなった．最後に，なぜ平均への回帰を明示的に考慮した方法とそうではない方法で同じ結果が得られるのかについて考察した

日本の近代化と写実主義短歌の生成

Tanka is a form of traditional Japanese short poem with a syllabic metre. Along with the modernization of Japanese society, a literary movement of realist tanka reform emerged and aimed at universality of emotional expression while describing objective facts and things.This article examines the works of Mokichi SAITŌ, Bunmei TSUCHIYA and other poets of the Araragi school. These poets published in the periodical Araragi, and they were highly influential among Japanese literary practitioners. They regarded an ancient poetry book, the Manyōshū, as an important poetic model.日本が近代社会を形成していく過程で、短歌を、伝統的な形式を踏まえつつも文学としての普遍性を志向する文芸に革新する運動が興った。雑誌『アララギ』に拠る人々は、写実主義を標榜し、『万葉集』を模範としながら、大衆的な広がりをもった文芸活動を実践した。斎藤茂吉はヨーロッパ滞在の体験や、飛行機への搭乗の体験などを素材として、近代にふさわしい短歌の様式を創り出した。土屋文明は、あえて殺風景な都市景観を即物的に描写しつつ、短歌の韻文としての格調を確立した。茂吉と文明は、『万葉集』における写実的な心情の表現と民衆的な基礎を尊重した
