    Effectiveness of the Mayor's Regulation on Electronic-Based Service Innovation in Batu City : Batu Smart City Case Study

    Developed countries are seen from the use of technology as one of the indicators. The challenges of the Industrial Revolution 4.0 and Civil Society 5.0 make Regional Governments feel compelled to create an integrated Smart City with the term Smart City. Smart City is an innovation that is permitted by local governments. The legal basis in the form of a Presidential Instruction and several derivative policies with a target of 100 Smart Cities continues to be implemented. Batu City, as one of the Smart City targets, is experiencing dynamics in its implementation. This can be seen from the average level of increase and also changes in regulations which were originally regulated in Mayor Regulation Number 78 of 2017, revised to Mayor Regulation Number 3 of 2021. Therefore, researchers took the aspect of legal effectiveness to be able to analyze these dynamics. The research method uses juridical-empirical with descriptive analysis. The data taken is in the form of interviews and official documents regarding the implementation of Batu Smart City regulations. The result is that legal effectiveness in Batu Smart City has been effective since the policy update by collaborating with elements outside the government. The influencing factor is social adaptation which always requires time and socialization support from the Batu City Government on all electronic government featuresNegara maju dilihat dari pemanfaatan teknologi sebagai salah satu indikatornya. Tantangan Revolusi Industri 4.0 dan Civil Society 5.0 membuat Pemerintah Daerah merasa dituntut untuk mewujudkan Smart City yang terpadu dengan istilah Smart City. Smart City merupakan suatu inovasi yang dicanangkan oleh pemerintah daerah. Landasan hukum berupa Instruksi Presiden dan beberapa kebijakan turunan dengan target 100 Smart City terus dilaksanakan. Kota Batu sebagai salah satu sasaran Smart City mengalami dinamika dalam penyelenggaraannya. Hal ini terlihat dari rata-rata tingkat kenaikan dan juga perubahan regulasi yang semula diatur dalam Peraturan Wali Kota Batu Nomor 78 Tahun 2017 direvisi menjadi Peraturan Wali Kota Batu Nomor 3 Tahun 2021. Oleh karena itu, peneliti mengambil aspek efektivitas hukum untuk dapat menganalisis dinamika tersebut. Metode penelitian menggunakan yuridis-empiris dengan analisis deskriptif. Data yang diambil berupa wawancara dan dokumen resmi terkait implementasi regulasi Batu Smart City. Hasilnya adalah efektivitas hukum di Batu Smart City sudah efektif sejak pembaruan kebijakan dengan berkolaborasi dengan elemen di luar pemerintahan. Faktor yang mempengaruhi adalah adaptasi sosial yang selalu membutuhkan waktu dan dukungan sosialisasi dari Pemerintah Kota Batu pada semua fitur pemerintahan elektronik

    Factors Influencing the Compliance of Person in Charge (PIC) In The Accreditation Documentation Management System at Pelita Insani Hospital

    To improve service quality, hospitals in Indonesia are required to undergo accreditation organized by SNARS. This process demands systematic documentation of patient care and service data. However, many documents are often not reported or recorded properly, which necessitates an effective management system. The Accreditation Documentation Management System (ADMS) is an IT-based tool designed to manage accreditation documents efficiently and is operated daily by the designated Person in Charge (PIC). At Pelita Insani Hospital, the use of ADMS for data reporting remains suboptimal due to several influencing factors. The purpose of this research was to examine the factors that influence the obedience of PIC at Pelita Insani Hospital. This research used cross sectional design. Population were all of the PIC at Pelita Insani Hospital, 150 persons. The sample were collected by proportional random sampling. The total sample of this research were 130 respondents. The dependent variable was the obedience. The data were collected by questionnaire and observation. The data were analized using multiple linear regression with significance level p 0,05. The result showed that there were influence between knowledge (p = 0,000), motivation (p = 0,000) and workload (p=0,043) toward the obedience of  PIC to report data with Accreditation Document Management System however, facilities did not significantly influence the compliance of the Person in Charge (PIC) in reporting using the Accreditation Documentation Management System (p = 0.902). It can be conclude that there were significant effect of knowledge, motivation and workload toward the obedience of  PIC to report the data with Accreditation Document Management System Based on these findings, hospital management is advised to enhance PICs’ knowledge, motivation, and manage their workload to improve compliance in ADMS reporting. Additionally, upgrading facilities and infrastructure may also support better reporting outcomes

    Improving Population Administration Services in Surabaya City: The Opportunities and Challenges of “Lontong Balap” Innovation

    The government of Surabaya City initiated the ‘Lontong Balap’ innovation to address various complaints in population administration documents that require a district court decision. It is a collaboration between the local government and the Surabaya District Court. This study analyses the opportunities and challenges of ‘Lontong Balap’ innovation as a good model of population administration services. It is descriptive qualitative research with data collection through in-depth interviews, observation, and documentation from the Population and Civil Registration officers in Surabaya, the Surabaya District Court, and applicants. It was conducted at the Surabaya District Court and Siola Mall Public Service. Data analysis was carried out using Miles Huberman technique through data collection, data reduction, presentation, and conclusion drawing. The results showed the opportunities of population administration services, including awareness, skills, and abilities of Surabaya District Court officers, organizational support from both agencies, and adequate facilities and infrastructure. On the other hand, the challenges come from the bureaucratic structure, such as negligence of officers from urban villages and the Population and Civil Registration of Surabaya, and the differences in court quotas. There are also barriers from outside the public sector, such as public doubts and various problems experienced by applicants.Pemerintah Kota Surabaya menginisiasi inovasi ‘Lontong Balap’ untuk mengatasi berbagai keluhan dalam dokumen administrasi kependudukan yang memerlukan putusan pengadilan negeri. Inovasi ini merupakan kerja sama antara pemerintah daerah dan Pengadilan Negeri Surabaya. Penelitian ini menganalisis peluang dan tantangan inovasi ‘Lontong Balap’ sebagai model layanan administrasi kependudukan yang baik. Penelitian ini merupakan penelitian kualitatif deskriptif dengan pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi dari petugas Kependudukan dan Pencatatan Sipil di Surabaya, Pengadilan Negeri Surabaya, dan pemohon. Penelitian ini dilakukan di Pengadilan Negeri Surabaya dan Pelayanan Publik Siola Mall. Analisis data dilakukan dengan teknik Miles Huberman melalui pengumpulan data, reduksi data, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan peluang layanan administrasi kependudukan, meliputi kesadaran, keterampilan, dan kemampuan petugas Pengadilan Negeri Surabaya, dukungan organisasi dari kedua instansi, serta sarana dan prasarana yang memadai. Di sisi lain, tantangan berasal dari struktur birokrasi, seperti kelalaian petugas dari kelurahan dan Dinas Kependudukan dan Pencatatan Sipil Surabaya, serta perbedaan kuota pengadilan. Terdapat pula hambatan dari luar sektor publik, seperti keraguan publik dan berbagai permasalahan yang dialami oleh para pemohon

    Material Flow Analysis and Carbon Footprint Assessment of Rice Husk Biochar Production Using Slow and Fast Pyrolysis Methods

    The utilization of rice husk in Indonesia concentrate to low economic value products, while this biomass waste has significant potential for various higher-value applications. This study aims to analyze material flow (Material Flow Analysis) and calculate the carbon footprint of the rice husk biochar production process using pyrolysis methods. The pyrolysis techniques employed were slow pyrolysis and fast pyrolysis at the Renewable Energy Laboratory of Tribhuwana Tunggadewi University. This study shows that the slow pyrolysis method with 30.05 kg of rice husk input and 0.6 kg of water produces 38.2% biochar yield, while fast pyrolysis with 0.5 kg of rice husk input without water produces a yield of 40.6%. Carbon trail analysis revealed that in slow pyrolysis, of the total carbon input 0.971 kg only 0.674 kg identified in the final product (BioChar 0.410 kg, Bio-Oil 0.250 kg, gas 0.014 kg), while fast pyrolysis of the total carbon input of 3.003 kg produces 1,1532 kg carbon in the final product (biochar 0.415 kg, bio-il 0.5656 kg, gas 0.1726 kg), with electrical energy consumption that produces emissions of 1,983 kgCO2e. Pyrolysis technology has proven to convert rice husks into high -value BioChar, with fast pyrolysis shows a higher yield and better process efficiency without the addition of water. Although fast pyrolysis produces higher emissions, slow pyrolysis with the use of residual gas is more recommended for regions with limited electricity networks

    This research aims to find out strategies that can be applied in authentic assessment as a measure of success and as a learning evaluation material to further develop according to the times. The method used in this research is to use a qualitative method with a literature study approach or library research. In digging up information through literature studies, researchers pay attention to the credibility of journals that are tailored to the title in this study. Meanwhile, the analysis technique used is content analysis technique. The results of this study indicate that one of the learning evaluation models relevant to education is the authentic assessment model. Authentic assessment aims to measure the ability of students as a whole, both cognitive (knowledge), affective (attitude), and psychomotor (skills) aspects. The context of applying authentic assessment involves the real world in the form of project tasks. This is done to prepare learners to face real-world situations. In its application, there are certainly factors that influence it. Some of the inhibiting factors in the application of authentic assessment include lack of time, the number of students exceeding the limit, and the lack of teacher understanding of authentic assessment

According to findings research, interest student accountancy for chase career in the field taxation in a way positive and significant influenced by Financial Rewards and Knowledge Taxes, desires students on careers in the field taxation as well positive and significant influenced by Labor Market Considerations.     This study explores assessment strategies based on validity and reliability in determining the Minimum Competency Criteria (Kriteria Ketuntasan Minimal or KKM) in Islamic religious education. Validity and reliability are two fundamental concepts educators must understand to ensure that the assessment instruments used are dependable and accurate in measuring student competencies. Validity is defined as the degree to which an instrument accurately measures the intended object, while reliability pertains to the consistency of assessment results. The document also emphasizes the importance of conducting trial tests on assessment instruments before widespread implementation to identify and address existing shortcomings. Additionally, this research highlights the use of the Delphi technique as a systematic method to collect and evaluate expert opinions in determining KKM. Through in-depth analysis, the study employs a library research method, reviewing books, journals, and various other literature sources. The findings conclude that the effective application of the Delphi technique, combined with a focus on validity and reliability, can enhance the quality of assessments in Islamic religious education

    Effectiveness of a Game-Based Learning Intervention on Premarital Sex Education Knowledge in Rural Adolescents

    Free sexual behavior poses significant risks, including sexually transmitted infections, unintended pregnancies, and the potential for illegal abortions. The prevalence of free sexual behavior among adolescents is often attributed to inadequate reproductive health education. This study aims to evaluate the effectiveness of a health promotion program utilizing game-based learning among students in a rural school setting. This study employed a a pre-experimental study pre-post-test group design with a sample of 31 students from Madrasah Tsanawiyah Al-Munawaroh Malang (grade nine). This research did not use a control group. Respondents were provided premarital sex education using power point presentation, a card game and educational BINGO games. Respondents were selected using purposive sampling. Data was analyzed using paired t-test. The game-based learning method demonstrated significant effectiveness in improving adolescents' premarital sex knowledge. The average pre-test knowledge score was 6.0, while the average post-test score increased to 9.6, indicating a substantial improvement. This finding is statistically significant (p = 0.0000.050), suggesting a notable enhancement in cognitive abilities related to premarital sex knowledge among the adolescent participants. Pre-marital sex education delivered through a Game-Based Learning approach, incorporating PowerPoint presentations and games media, has the potential to empower adolescents with the knowledge and skills necessary to establish healthy sexual boundaries, prevent risky sexual behaviors, and reduce the risk of sexually transmitted infections

    Methods for Measuring Patient Service Satisfaction in Health Services: Systematic Literature Review

    Although attention to patient-centered services continues to increase, unfortunately, in-depth research on the standardization and adaptation of patient satisfaction measurement instruments in the context of healthcare facilities remains limited. Many studies have focused on general satisfaction levels but have lack depth in capturing dimensions such as emotional engagement, cultural expectations, and service delivery across diverse health systems. The purpose of this discussion is to determine appropriate methods for measuring patient service satisfaction in the health sector. Method: This study employed a systematic literature review approach to identify, analyze, and synthesize existing research related to methods for measuring patient service satisfaction in health services. The review process adhered to the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) 2020 guidelines to ensure methodological transparency and rigor. The results: showed that tools such as the SERVQUAL, HCAHPS (Hospital Consumer Assessment of Healthcare Providers and Systems), and PSQ-18 (Patient Satisfaction Questionnaire Short Form) often failed to capture culturally specific expectations and emotional dimensions of patient experience Conclusion: The importance of using appropriate methods to measure patient service satisfaction in the health sector lies in selecting tools that align with the context and objectives of the measuring the satisfaction includes SERVQUAL, HCAHPS (Hospital Consumer Assessment of Healthcare Providers and Systems), and PSQ-18 (Patient Satisfaction Questionnaire Short Form)

    STORYTELLING INTERAKTIF UNTUK MENINGKATKAN KEMAMPUAN MENULIS NARASI PADA SISWA KELAS III MI MIFTAKHUL AMAL BLULUK

    This research aims to improve the narrative writing ability and idea expression of third-grade students at MI Miftakhul Amal Bluluk through the application of interactive storytelling, with an emphasis on addressing vocabulary limitations, text structure, and low student motivation. Methods: The study employed Classroom Action Research (CAR) in two cycles with procedures of planning, action, observation, and reflection. Data were collected through narrative writing tests, direct observations, and documentation of students’ work. Analysis data: The data were analyzed descriptively and quantitatively by comparing the mean scores and mastery percentages before and after the action. Result and discussions: The initial average student score was 68.08 with a mastery level of 30%. After the intervention in Cycle I, the score increased to 78.12 with 61.54% mastery, and in Cycle II it reached 81.27 with 88.46% mastery. This improvement was triggered by more varied storytelling techniques, intensive guidance, and written feedback on students’ writing tests. The findings indicate that interactive storytelling improved narrative structure, story flow, and students’ ability to express ideas in writing. Conclusion: Interactive storytelling is an effective instructional approach to developing narrative writing skills in elementary students. Teachers are advised to continuously develop creative storytelling variations and conduct ongoing reflection to create a more immersive, enjoyable, and meaningful writing environment
