Intergenerational Transfers, Lifetime Welfare and Resource Preservation
This paper studies the welfare properties of distortionary transfers in a life-cycle growth model where natural capital is private property. The main result is that, under credible pre-commitment, each newborn generation prefers positive taxes-subsidies to laissez-faire conditions when the resource share in production is sufficiently high. By increasing the degree of natural preservation, resource-saving policies raise welfare of all generations except that of the first resource owner, who suffers a deadweight loss due to taxation of the initial stock. If the first owner renounces part of his claims over initial endowments, all successive generations support resource-saving policies for purely selfish reasons.Distortionary Taxation, Intergenerational Transfers, Overlapping Generations, Renewable Resources, Sustainability.
Pollution-Reducing and Resource-Saving Technological Progress
In this paper we survey the theoretical literature on both pollution-reducing and resource-saving technological progress. The literature can be divided into two strands. One strand deals with microeconomic models which investigate incentives to adopt and to develop environmentally more friendly technologies for different policy tools and in different economic environments, such as market structure or timing and commitment structures. It turns out that, firstly, price based instruments such as emission taxes and tradable permits perform better than command and control policies, and secondly, that under competitive conditions ex ante end ex post optimal policies are equivalent. Under imperfect market conditions the policy conclusions are more subtile. The second strand of literature deals with both pollution-reducing and resource-saving technological progress within endogenous growth models. Most of these models are characterized by three market imperfections : market power for new (intermediate) products, positive R&D spillovers, and pollution. These imperfections can be mitigated by subsidies on intermediate products, subsidies on R&D effort, and a tax on emissions. There are analyzed basic components of motivation for resource saving. In order to increase efficiency of resource saving processes stimulation in Ukraine, problems and directions to strengthen the action of separate motivational components for resource saving are defined.Проаналізовано основні складові мотивації ресурсозбереження. Визначено проблеми та напрямки підсилення дії окремих мотиваційних складових ресурсозберігаючих процесів в Україні з метою підвищення економічної ефективності стимулювання останніх. // Русск. версия: Проанализированы основные составляющие мотивации ресурсосбережения. Improvement of the organizational-economic mechanism of resource-saving at the machine building enterprise
The characteristic of the resource-saving at the machine-building enterprise has been presented. The complexity and system of the resource-saving control, as well as reasonableness of the development of the efficient organizational economic resource-saving mechanism have been interpreted. It was testified that the basis of the successful activity strategy in the resource-saving at the local machine-building enterprises is the efficient application of the available resources according to the requirement of the manufacturing products. Efficiency of such control can result from the proper application of the resourcenomy levers as a new science. Innovation chain of investigation of the resource-saving control problems from the point of view of resourcenomy has been proposed. Determination of the most efficient ways of setting up the organizational economic mechanism of resource-saving basing on the qualitative and quantitative factors of the resources application, using the resourcenomy techniques and taking into account the possibility to provide the enterprise with technologies, staff, control system, as well as the influence of each of the factors of the outside and inside environment of the enterprise, has been presented
Resource–saving Reserve of Strength Characteristics of Longitudinal Beam of the Metro Wagon Truck
In this paper, an analysis of methods for calculating structures from allowable stresses and from limiting states is made. It is shown that when the transition from the longitudinal beam calculation to the allowable stresses to the calculation of the limiting state, the strength limit increases by 1.5 times.A mathematical model of the stress–strain state of a longitudinal beam of metro wagon truck without taking into account the transverse force is developed. The mathematical modeling with the given margin of strength of the power calculation of the longitudinal beam metro wagon track, which is a simple beam of a constant hollow rectangular section, pinched at its ends and loaded along the middle of the span by a concentrated stationary force, is carried out.Thus, the application of the method of calculation for the limiting state makes it possible to identify the resource–saving reserve of the strength characteristics of the longitudinal beam of the metro wagon truck – a 3-fold increase in the maximum permissible load
Регіональне ресурсозбереження як чинник інноваційного економічного зростання України
У статті обґрунтована необхідність переходу України на інноваційний ресурсозберігаючий тип економічного зростання на основі впровадження заходів із ресурсозбереження та забезпечення функціонування налагодженого організаційно-економічного механізму управління цим процесом. Встановлено взаємозв’язок між рівнем конкурентоспроможності держави та її регіонів і ступенем розвитку ресурсозберігаючої діяльності. З метою пошуку резервів зростання конкурентоспроможності областей України у роботі здійснено оцінку ефективності ресурсокористування у Сумській області з використанням часткових показників ресурсовитрат. Для ефективного управління резервами ресурсозбереження розроблено теоретико-методичні підходи до формування організаційно-економічного механізму, що є системою конкретних засобів та інструментів, за допомогою яких може бути забезпечено досягнення цілей регіонального ресурсозбереження та створено підґрунтя для переходу економіки України та її регіонів на інноваційний ресурсозберігаючий тип економічного зростання.В статье обоснована необходимость перехода Украины на инновационный ресурсосберегающий тип экономического роста на основе внедрения мероприятий по ресурсосбережению и обеспечение функционирования налаженного организационно-экономического механизма управления этим процессом. Установлена взаимосвязь между уровнем конкурентоспособности государства и его регионов и степенью развития ресурсосберегающей деятельности. С целью поиска резервов роста конкурентоспособности областей Украины в работе осуществлена оценка эффективности ресурсопользования в Сумской области с использованием частичных показателей ресурсозатрат. Для эффективного управления резервами ресурсосбережения разработаны теоретико-методические подходы к формированию организационно-экономического механизма, который является системой конкретных средств и инструментов, с помощью которых может быть обеспечено достижение целей регионального ресурсосбережения и создана основа для перехода экономики Украины и ее регионов на инновационный ресурсосберегающий тип экономического роста.In the article there is grounded the necessity for Ukraine's transition to an innovative resource-saving type of economic growth based on the introduction of resource-saving measures and on ensuring established organizational and economic mechanism functioning for this process management. The relationship between the level of the country and its regions competitiveness and the degree of resource-saving activities development is determined. In order to find the reserves to increase competitiveness of Ukraine’s regions the efficiency assessment is made for the resource use in the Sumy region using partial resource consumption indicators. For the effective management of resource-saving reserves theoretical and methodological approaches were developed for formation of organizational-economic mechanism, that is a system of specific tools and instruments through which the goals of the regional resource-saving can be achieved and a basis can be created for a transition of Ukraine’s and its regions’ economy to the innovative resource-saving type of economic growth

Resource saving technology in metallurgy
The consumption of coal and coke in the blast furnace is met on the one hand by the market or on the other hand by the own production. It depends on the conditions of the market and the availability of production facilities. World-wide the production of hot metal and crude steel via the blast furnace/converter route is regarded as the dominant process line also in future. Consequently, after their successes in the past, the ironmaking and steelmaking industry have joined their efforts with the cokemaking industry to exploit still more development potentials for hot metal production.
