    User-Fee Financing of USDA Meat and Poultry Inspection

    USDA's Food Safety and Inspection Service (FSIS) finances about 13.5 percent of its budget outlays through user fees for overtime and unscheduled meat and poultry inspections. User fees play an increasingly important role in financing government programs, and FSIS has frequently requested expanded authority to charge user fees for more of its operations. Congress has consistently rejected the FSIS requests and has placed important restrictions on fees and the uses of fee revenue at those agencies that have been granted more extensive user fee authority. This report surveys the application of user-fees for financing meat and poultry inspection programs in other countries; reviews user-fee systems in other Federal agencies, particularly those with food and agricultural missions or regulatory responsibilities; and discusses the relevant economics literature on the use and design of user fees.     Environmental and Public Health Issues of Animal Food Products Delivery System in Imo State, Nigeria

    Information on livestock movement, animal food products processing facilities, meat inspection methods, official meat inspection records and distribution and marketing systems for processed products in Imo state, Nigeria needed for policy development interventions in the sector are not fully understood. The primary data generated with the aid of personal interviews, field observations and secondary data obtained from records accumulated by the department of veterinary services Imo state from 2001 to 2004 were used to investigate the environmental and public health issues of animal food products delivery system in state. Majority of trade animals supplied to the state originated from the northern states of the country and were brought in with trucks by road. Only two veterinary control posts served the whole state thus resulting in non-inspection and taxing of a large proportion of trade animals. Official record of trade animals supplied to the state from 2001 to 2004 ranged from 45000 – 144000 for cattle, 23000 – 96000 for goats and 11000 – 72000 for sheep per annum, with supplies increasing steadily across the years. Official slaughter points in the state were principally low-grade quality slaughter premises consisting of a thin concrete slab. Meat handling was very unhygienic with carcasses dressed beside refuse heaps of over 2 years standing. Carcasses were dragged on the ground and transported in taxi boots and open trucks. Meat inspection at these points was not thorough because of stiff resistance of butchers to carcass condemnation. Official meat inspection records for the state from 2001 to 2004 revealed that overall totals of 159,000 cattle, 101,000 goats and 67,000 sheep were slaughtered. This accounted for about 56, 57 and 57% shortfall of cattle, goat and sheep respectively supplied to the state and represents the volume of un-inspected animals during the study period. Fascioliasis and tuberculosis were the most common infections encountered in cattle and recorded percentage occurrences of 16.7 and 7.5 respectively, whereas mastitis was common in goats and sheep at percentage occurrences of 5.8 and 5.0 respectively. Overall prevalence rates of 4.4, 8.0, 3.2, 3.3 and 1.5% were recorded for tuberculosis, fascioliasis, streptotricosis, mastitis and worms respectively.     A risk ranking process identified Trichinella spp. as the most relevant biological hazard in the context of meat inspection of domestic solipeds. Without a full and reliable soliped traceability system, it is considered that either testing all slaughtered solipeds for Trichinella spp., or inactivation meat treatments (heat or irradiation) should be used to maintain the current level of safety. With regard to general aspects of current meat inspection practices, the use of manual techniques during current post-mortem soliped meat inspection may increase microbial cross-contamination, and is considered to have a detrimental effect on the microbiological status of soliped carcass meat. Therefore, the use of visual-only inspection is suggested for “non-suspect” solipeds. For chemical hazards, phenylbutazone and cadmium were ranked as being of high potential concern. Monitoring programmes for chemical hazards should be more flexible and based on the risk of occurrence, taking into account Food Chain Information (FCI), covering the specific on-farm environmental conditions and individual animal treatments, and the ranking of chemical substances, which should be regularly updated and include new hazards. Sampling, testing and intervention protocols for chemical hazards should be better integrated and should focus particularly on cadmium, phenylbutazone and priority “essential substances” approved for treatment of equine animals. Implementation and enforcement of a more robust and reliable identification system throughout the European Union is needed to improve traceability of domestic solipeds. Meat inspection is recognised as a valuable tool for surveillance and monitoring of animal health and welfare conditions. If visual only post-mortem inspection is implemented for routine slaughter, a reduction in the detection of strangles and mild cases of rhodococcosis would occur. However, this was considered unlikely to affect the overall surveillance of both diseases.     Colour image processing and texture analysis on images of porterhouse steak meat

    This paper outlines two colour image processing and texture analysis techniques applied to meat images and assessment of error due to the use of JPEG compression at image capture. JPEG error analysis was performed by capturing TIFF and JPEG images, then calculating the RMS difference and applying a calibration between block boundary features and subjective visual JPEG scores. Both scores indicated high JPEG quality. Correction of JPEG blocking error was trialled and found to produce minimal improvement in the RMS difference. The texture analysis methods used were singular value decomposition over pixel blocks and complex cell analysis. The block singular values were classified as meat or non- meat by Fisher linear discriminant analysis with the colour image processing result used as ‘truth.’ Using receiver operator characteristic (ROC) analysis, an area under the ROC curve of 0.996 was obtained, demonstrating good correspondence between the colour image processing and the singular values.     Estimating prevalence and diagnostic test characteristics of bovine cysticercosis in Belgium in the absence of a ‘gold standard’ reference test using a Bayesian approach

    A Bayesian model was developed to estimate values for the prevalence and diagnostic test characteristics of bovine cysticercosis (Taenia saginata) by combining results of four imperfect tests. Samples of 612 bovine carcases that were found negative for cysticercosis during routine meat inspection collected at three Belgian slaughterhouses, underwent enhanced meat inspection (additional incisions in the heart), dissection of the predilection sites, B158/B60 Ag-ELISA and ES Ab-ELISA. This Bayesian approach allows for the combination of prior expert opinion with experimental data to estimate the true prevalence of bovine cysticercosis in the absence of a gold standard test. A first model (based on a multinomial distribution and including all possible interactions between the individual tests) required estimation of 31 parameters, while only allowing for 15 parameters to be estimated. Including prior expert information about specificity and sensitivity resulted in an optimal model with a reduction of the number of parameters to be estimated to 8. The estimated bovine cysticercosis prevalence was 33.9% (95% credibility interval: 27.7-44.4%), while apparent prevalence based on meat inspection is only 0.23%. The test performances were estimated as follows (sensitivity (Se) specificity (Sp)): enhanced meat inspection (Se 2.87% - Sp 100%), dissection of predilection sites (Se 69.8% - Sp 100%), Ag-ELISA (Se 26.9% - Sp 99.4%), Ab-ELISA (Se 13.8% - Sp 92.9%)

    Bovine tuberculosis in Swedish farmed deer

    Bovine tuberculosis (BTB) was introduced into Swedish farmed deer herds in 1987. Epidemiological investigations showed that 10 deer herds had become infected (July 1994) and a common source of infection, a consignment of 168 imported farmed fallow deer, was identified (I). As trace-back of all imported and in-contact deer was not possible, a control program, based on tuberculin testing, was implemented in July 1994. As Sweden has been free from BTB since 1958, few practising veterinarians had experience in tuberculin testing. In this test, result relies on the skill, experience and conscientiousness of the testing veterinarian. Deficiencies in performing the test may adversely affect the test results and thereby compromise a control program. Quality indicators may identify possible deficiencies in testing procedures. For that purpose, reference values for measured skin fold thickness (prior to injection of the tuberculin) were established (II) suggested to be used mainly by less experienced veterinarians to identify unexpected measurements. Furthermore, the within-veterinarian variation of the measured skin fold thickness was estimated by fitting general linear models to data (skin fold measurements) (III). The mean square error was used as an estimator of the within-veterinarian variation. Using this method, four (6%) veterinarians were considered to have unexpectedly large variation in measurements. In certain large extensive deer farms, where mustering of all animals was difficult, meat inspection was suggested as an alternative to tuberculin testing. The efficiency of such a control was estimated in paper IV and V. A Reed Frost model was fitted to data from seven BTB-infected deer herds and the spread of infection was estimated (< 0.6 effective contacts per deer and year) (IV). These results were used to model the efficiency of meat inspection in an average extensive Swedish deer herd. Given a 20% annual slaughter and meat inspection, the model predicted that BTB would be either detected or eliminated in most herds (90%) 15 years after introduction of one infected deer.     Epidemiology, impact and control of bovine cysticercosis in Europe : a systematic review

    Background: Bovine cysticercosis in Europe has been known for centuries but the data showing the occurrence of this zoonosis are scarce. The aim of this paper is to review and present the current knowledge on bovine cysticercosis in Europe. Methods: We conducted a systematic review of studies published between 1990 and November 2014. Qualitative and quantitative data on prevalence, risk factors, burden and interventions were extracted and analysed. Results: Reports on prevalence were available for 23 European countries, mostly from western and central Europe; for a few of these only data before 1990 were available. Prevalence based on meat inspection was generally low (below 6.2 % in 95 % of the records) and varied between and within countries. Serology and detailed meat inspection provided a higher prevalence range (0.41–14 %). Only few studies analysing risk factors were identified. Reported factors related to access to pastures and risky waters, dairy production and uncontrolled human defecation in the proximity of the farm among others. Only one estimate of the economic impact of the disease could be identified. Recommended interventions were focused on increasing diagnostic tests sensitivity or the application of risk based surveillance strategies. Conclusions: There is a lack of complete and updated data on most countries, especially in eastern Europe. Further risk factor studies might be needed together with estimates on the burden of the disease in all European countries. Risk-based interventions are being encouraged but current data are limited to guide this approach
