The Liberal Legacy of Bush v. Gore
This article examines the last ten years of the Rehnquist Court, which was divided evenly by the Court\u27s highly controversial intervention in the 2000 presidential election, Bush v. Gore. I compare the Court\u27s record before and after that decision both qualitatively and quantitatively, and argue that the Court shifted noticeably to the left, particularly in high-profile cases, after Bush v. Gore, as conservative Justices showed a greater willingness to side with their liberal colleagues to reach liberal results. I hypothesize that this may have reflected an effort, conscious or subconscious, to restore the Court\u27s legitimacy by counteracting images of a partisan body divided along political lines. I also suggest that the same interest in restoring the legitimacy of the Court may have contributed to the Court\u27s substantive emphasis on the values of the rule of law, which was particularly evident in the Court\u27s enemy combatant decisions of 2004 (and for that matter, more recently, in the Court\u27s decision on military tribunals in Hamdan v. Rumsfeld). This liberal legacy of Bush v. Gore illustrates one of the checking functions on judicial supremacy - namely the need to maintain the appearance (and reality) that law is distinct from politics. Whether the Bush v. Modelling the Strategic Alignment of Software Requirements using Goal Graphs
This paper builds on existing Goal Oriented Requirements Engineering (GORE)
research by presenting a methodology with a supporting tool for analysing and
demonstrating the alignment between software requirements and business
objectives. Current GORE methodologies can be used to relate business goals to
software goals through goal abstraction in goal graphs. However, we argue that
unless the extent of goal-goal contribution is quantified with verifiable
metrics and confidence levels, goal graphs are not sufficient for demonstrating
the strategic alignment of software requirements. We introduce our methodology
using an example software project from Rolls-Royce. We conclude that our
methodology can improve requirements by making the relationships to business
problems explicit, thereby disambiguating a requirement's underlying purpose

The Rule of Law, Freedom, and Prosperity.
After decades of neglect, the rule of law is much on the minds of legal scholars today. In the United States, the Supreme Court's controversial decision in Bush v. Gore has triggered renewed interest in understanding the concept of the rule of law and its value to society. Transition and developing economies have increasingly come to recognize the importance of the rule of law in establishing a framework for economic growth and individual liberty. This essay provides an overview of these debates over the concept and consequences of the rule of law. Although American scholars have criticized the Supreme Court's decision in Bush v. Gore as violative of the rule of law, this criticism rests on an erroneous understanding of the rule of law. The tradition of the rule of law, as expressed by Dicey, Oakeshott, Hayek, and others, is consistent with the Supreme Court's decision in Bush v. Gore. Moreover, this tradition of the rule of law is a cornerstone of a free and prosperous society, in America and abroad.
Understanding business strategies of networked value constellations using goal- and value modeling
In goal-oriented requirements engineering (GORE), one usually proceeds from a goal analysis to a requirements specification, usually of IT systems. In contrast, we consider the use of GORE for the design of IT-enabled value constellations, which are collections of enterprises that jointly satisfy a consumer need using information technology. The requirements analysis needed to do such a crossorganizational design not only consists of a goal analysis, in which the relevant strategic goals of the participating companies are aligned, but also of a value analysis, in which the commercial sustainability of the constellation is explored. In this paper we investigate the relation between strategic goal- and value modeling. We use theories about business strategy such as those by Porter to identify strategic goals of a value constellation, and operationalize these goals using value models. We show how value modeling allows us to find more detailed goals, and to analyze conflicts among goals

Al Gore\u27s name spoonerized is galore which turns out to be a clever Al Gore rhythm. This year Republicans are experiencing Al Gore-aphobia, but are hoping to Bush whack the opposition. George Bush\u27s name anagrammed becomes He bugs Gore, and, adding the the W, He grew bogus which I realize you may interpret as a Bush League prey on words. Switching first letters of the candidates\u27 last names, we discover that one will gush and the other will bore. Looks like we\u27re in for a Gore-Tex campaign--I hope it doesn\u27t leak. I predict that at the end of the campaign Gore will be bushed and Bush will be gored. Then we\u27ll either have four Gore years or rule by a son of a Bush
