    This report provides further evidence of the interrelationship between age, young motherhood, family type and a range of measures of socio-economic advantage and disadvantage. Maternal age and family type were found to be closely interrelated and both strongly associated with socio-economic disadvantage, with concentrated disadvantage evident in mothers under 25 and lone parents who do not live with other adults. These measures were also closely associated with health-related behaviours including likelihood of breastfeeding, attending ante-natal classes and smoking amongst mothers. Even amongst more disadvantaged groups, positive health-related behaviours were connected to relative social and economic advantage with level of maternal education featuring prominently

    The progress towards reduction of global mortality has produced an epidemiological transition towards non-fatal diseases, which challenge the ability of the world’s population to live in full health. Although traumatic dental injuries are not lethal, their treatment is more expensive (US$2 000 000–5 000 000 per million inhabitants) and time-consuming than that of all the other bodily injuries, making dental rehabilitation less likely among disadvantaged individuals. Since untreated traumatic dental injuries have a negative social, functional, and emotional effect in children and adolescents, differences in treatment of these injuries between children from different countries and social classes produce disparities in their quality of life

    "Caste and Wealth Inequality in India"

    In this paper, we conduct the novel exercise of analyzing the relationship between overall wealth inequality and caste divisions in India using nationally representative surveys on household wealth conducted during 1991–92 and 2002–03. According to our findings, the groups in India that are generally considered disadvantaged (known as Scheduled Castes or Scheduled Tribes) have, as one would expect, substantially lower wealth than the "forward" caste groups, while the Other Backward Classes and non-Hindus occupy positions in the middle. Using the ANOGI decomposition technique, we estimate that between-caste inequality accounted for about 13 percent of overall wealth inequality in 2002–03, in part due to the considerable heterogeneity within the broadly defined caste groups. The stratification parameters indicate that the forward caste Hindus overlap little with the other caste groups, while the latter have significantly higher degrees of overlap with one another and with the overall population. Using this method, we are also able to comment on the emergence and strengthening of a "creamy layer," or relatively well-off group, among the disadvantaged castes, especially the Scheduled Tribes.

    Does Immigration Affect the Long-Term Educational Outcomes of Natives? Quasi-Experimental Evidence

    This paper uses the mass migration wave to Israel in the 1990s to examine the impact of immigrant concentration in elementary school on the long-term academic outcomes of native students in high school. To identify the causal effect of immigrant children on their peers, we exploit random variation in the number of immigrants across grades within the same school. The results suggest that the overall presence of immigrants had essentially no effect on the quality of the high school attended by native Israelis and on dropout rates, and at most a mild negative effect on high school matriculation rates. However, when we break up the sample by parents' education and by ethnic origin, we find that disadvantaged children were more likely to have been adversely affected by a higher immigrant concentration in elementary school. Focusing on the impact of Ethiopian immigrants who are from a much lower socio-economic background, we find stronger evidence of adverse effects, especially for disadvantaged students and in classes where immigrant concentration was particularly high.

    Affirmative action has been at the heart of public policies towards the socially disadvantaged in India. Compensatory discrimination policies which have been adopted for the Scheduled Castes (SC) and Scheduled Tribes (ST) since independence were recommended for Other Backward Classes (OBC) by the Mandal Commission established by the Indian government in 1979. We examine why OBC have lower living standards, as measured by per capita household consumption expenditures, relative to the mainstream population, and whether these reasons are similar to those observed for SC and ST. We find that while the causes of the living standard gap for the OBC are broadly similar to those for the SC and ST, the role of educational attainment in explaining the gap is higher in imporatnce for the OBC.

    Employment Discrimination and the Assumption of Equality

    The assumption of equality undergirds the American law of employment discrimination. The assumption is that racial and sexual classes are equally qualified for jobs. Although it has sometimes been ignored, and can be rebutted in a specific case, the assumption of equality is fundamental to the law of nondiscrimination. Proof of discrimination in a class action, whether based on disparate treatment or disparate impact, requires the assumption. The assumption is so strong in this context that when the Supreme Court weakened it recently, Congress promptly reinforced it. The assumption of equality is also a crucial element of the law of affirmative action and reverse discrimination. The former is consistent with the assumption and is legal; the latter is inconsistent with the assumption and is illegal. By prohibiting race norming, which violates the assumption, Congress has reaffirmed its commitment to the assumption
